An old line depart ment, usda was one of the last Federal agencies to integrate and perhaps the last to include women and minorities in leadership positions. Considered a stubborn bureaucracy and slow to change, usda is also perceived as playing a key role in what some see as a conspiracy to force minority and socially disadvantaged farmers off their land through discriminatory loan practices. Many of the hundreds of minority and socially disadvantaged customers who addressed the civil rights listening sessions held across the country spoke poignantly of discrimination and mistreatment by county-level employees and advisory boards who administer usda programs. Employees also told of discrimination by usda managers. The problems are not new, nor are they unknown. Studies, reports, and task forces have documented the problems in report after report. In 1965, the us. Commission on Civil Rights found discrimination problems both in usda program delivery and in usda's treatment of minority employees. A 1970 usda Employee Focus Group Report concluded the agency was insensitive to issues regarding equal opportunity and civil rights and that cronyism and nepotism were frequent factors in making personnel and management deci sions. A 1982 Civil Rights Commission report found the Farmers Home Administration had not placed adequate emphasis on dealing with the crisis facing black farmers, and saw indications the agency may be involved in the very kind of racial discrimination that it should be seeking to correct. A report by the Congressional Committee on Government Operations in 1990 identified Farmers Home Administration as one of the key causes of the dras tic decline in black farm ownership. Despite the fact that discrimination in program delivery and employment has been documented and discussed, it continues to exist to a large degree unabated. Book excerpt: Black farmers in the United States remain one of the great untold stories of the civil rights movement. From 1920 until the end of the century, the story of black farming was one of constant decline. This decline was the product of two main forces. Shifting federal agricultural policies encouraged labor saving technologies and mass production, both of which made it increasingly difficult to survive as a small farmer. In addition, black farmers had to navigate endemic and penetrating racial discrimination at county, state and federal offices of the U.S. Department of Agriculture (USDA). As the twentieth century neared its end, black farmers decided to organize and seek redress from the USDA. By demonstrating that the farmers' activism in the 1990s was connected to the activism of the popular civil rights movement in the 1950s and 1960s, this thesis presents two fundamental challenges to the historiography of civil rights in America. First, it contends the movement did not die in 1968, as many historians have argued, but instead, it shows the movement was still a force at the century's close. Second, it challenges the movement's urban-centric narrative by showing the movement had significant rural components as well.

Book excerpt: The primary purpose of this research was to identify and quantify the determinants of the number of minority farms in the Southern region of the United States during the time period, 1969-1997. A second objective was to determine the impact of globalization and international trade agreements on the number of African-American farmers in the Southern region of the United States. Regression results indicate that minority farm labor was responsive to the returns to agriculture labor relative to nonfarm labor returns, as well as to cotton and rice prices. Increase in the cotton price increased minority farmer income, slowing the rate of agricultural migration from the Southern region of the United States. To the extent that globalization results in lower cotton prices, international agricultural trade agreements are likely to result in further movement of minority farmers out of agriculture in the Southern region of the United States.
