Book excerpt: This chapter explores these issues in the Hurri Hills area of Marsabit District, where externally imposed changes in governance have combined with a World Bank Global Environmental Facility (GEF) project to alter local patterns of natural resource management. In particular, in the process of decentralization, recent migrants who have settled permanently in the area have acquired significant government-sanctioned power, while traditional but transient resource users, such as transhumant pastoralists, have seen their influence over natural resource use governance wane.

Examining the successes, failures, possibilities and limitations of efforts across rural Kenya, this book analyses the socioeconomic and institutional prerequisites for successful decentralization, and the role of community groups and producer organizations in reducing poverty and promoting empowerment. Original empirical studies explore the fundamental elements of coherent, inclusive and ultimately effective decentralization, and how these can be applied to efforts across the African continent and beyond.

Available in PDF, EPUB and Kindle. Book excerpt: Pastoralists’ role in contemporary Africa typically goes underappreciated and misunderstood by development agencies, external observers, and policymakers. Yet, arid and semi-arid lands (ASAL), which are used predominantly for extensive livestock grazing, comprise nearly half of the continent’s land mass, while a substantial proportion of national economies are based on pastoralist activities. Pastoralists use these drylands to generate income for themselves through the use of livestock and for the coffers of national trade and revenue agencies. They are frequently among the continent’s most contested and lawless regions, providing sanctuary to armed rebel groups and exposing residents to widespread insecurity and destructive violence. The continent’s millions of pastoralists thus inhabit some of Africa’s harshest and most remote, but also most ecologically, economically, and politically important regions. This study summarizes the findings of a multi-year interdisciplinary research project in pastoral areas of Kenya and Ethiopia. The cultures and ecology of these areas are described, with a particular focus on the myriad risks that confront people living in these drylands, and how these risks are often triggered by highly variable rainfall conditions. The authors examine the markets used by residents of these areas to sell livestock and livestock products and purchase consumer goods before turning to an analysis of evolving livelihood strategies. Furthermore, they focus on how well-being is conditioned upon access to livestock and access to the cash economy, gender patterns within households and the history of development activities in the area. The book concludes with a report on how these activities are assessed by people in the area and what activities they prioritize for the future. Policy in pastoral areas is often formulated on the basis of assumptions and stereotypes, without adequate empirical foundations. This book provides evidence on livelihood strategies being followed in pastoral areas, and investigates patterns in decision making and well being. It indicates the importance of livestock to the livelihoods of people in these areas, and identifies the critical and widespread importance of access to the cash economy, concluding that future development activities need to be built on the foundation of the livestock economy, instead of seeking to replace it.

Book excerpt: Reduction of poverty is a tremendous and persistent challenge for the global community. Given that the livelihood of millions is at stake, there is an urgent need to reconsider the causes of and the remedies for poverty. Poverty and its reduction are closely linked to the natural-resources base. The quality and bounty of the local environment certainly affect living conditions of the poor and their poverty is often seen as a contributing factor to the degraded condition of the local environment. Teasing apart the direction of causality in this resource–poverty nexus is a serious empirical challenge. This book contributes to an improved understanding of the economic dimensions of environmental and natural-resource management and poverty alleviation. The ten chapters of the book offer an overview of the current knowledge concerning the relation between poverty, environment and natural-resource use. Three sides of the debate receive particular attention. First, the relation between resource use and poverty is discussed from a theoretical point of view. Second, it is questioned whether payments for environmental services or considering values of resources can be an effective tool for stimulating both sustainable resource use and poverty alleviation. Third, alternative strategies to break the land degradation–poverty cycle are discussed.

Book excerpt: Drawing upon recent analytical work prepared inside and outside the World Bank, this report identifies key lessons concerning the linkages between poverty and the environment. With a focus on the contribution of environmental resources to household welfare, the analysis increases our understanding of how specific reforms and interventions can have an impact on the health and livelihoods of poor people. 'Scholars and development practitioners increasingly recognize that in low-income countries there are inextricable links between poverty reduction and natural resources management. Demand has grown immensely for not only more, but better empirical evidence on those links. This volume offers a careful synthesis of key findings from growing literature on the environmental determinants of household welfare, as reflected by indicators of consumption, health, and income. The primary contribution of this study is that is has drawn out vital policy conclusions that will be of value to organizations and governments concerned about poverty and the environment in the developing world.' --Professor Christopher B. Barrett, Cornell University

Book excerpt: This Element outlines the origins and evolution of an international award-winning development intervention, index-based livestock insurance (IBLI), which scaled from a small pilot project in Kenya to a design that underpins drought risk management products and policies across Africa. General insights are provided on i) the economics of poverty, risk management, and drylands development; ii) the evolving use of modern remote sensing and data science tools in development; iii) the science of scaling; and iv) the value and challenges of integrating research with operational implementation to tackle development and humanitarian challenges in some of the world's poorest regions. Book excerpt: Throughout the world's arid regions, and particularly in northern and eastern Africa, formerly nomadic pastoralists are undergoing a transition to settled life. This reference shows that although pastoral settlement is often encouraged by international development agencies and national governments, the social, economic and health consequences of sedentism are not inevitably beneficial.

Book excerpt: "In the arid lands of Kenya, the social structure system associated with traditional pastoralism has evolved useful mechanisms for achieving sustainable resource utilization within fragile dryland environments. The sustainability of traditional pastoralism in Kenya is no longer feasible due to the increasing pressure on a shrinking resource base. This uncertainty with the sustainability of this traditional life style, calls for a radical shift in thinking from traditional to commercial pastoralism. Commercial pastoralism allows for the emergence of dynamic pastoralism which adapts quickly to technological changes and evolving market conditions in a fast changing pastoral environment. Whereas this futuristic form of pastoralism must recognize pastoral communities as legal entities and accord them the rights of control and disposal or transfer, it should also bestow the rights of access and use on individual pastoralists. The individualization of the right of land disposal or transfer in non-enlightened pastoral communities has led to the emergence of destitution and poverty in pastoral areas of Kenya. This book publication provides valuable information on emerging issues and options on pastoral land management in Kenya. It is based on a three year study on Land Tenure and Natural Resource Management in the Arid Lands of Kenya. It also does provide the requisite information for the formulation of a policy and legal framework on sustainable pastoral land management in Kenya."--
