Gomoa West District, a sub-national government structure of the Central Region was used as the social laboratory. The book shows that some of the districts, especially rural districts are financially under-resourced and therefore overly depend on central government transfers which is often erratic and fraught with management problems. Opportunities exist in such districts to expanding tax coverage and generating revenue locally. However, some of the districts are faced with problems of revenue administration including logistical challenges, human resources, low motivation and revenue leakages. Concerted efforts are needed in area of tax administration, capacity building, law enforcement and review of indicators in the formula for allocating the District Assemblies Common Fund (DACF) to the districts in Ghana. The book indicates that such review should be pro-poor based and geared towards addressing development gaps among the districts in Ghana, particularly, development of resource-poor districts.

The purpose or objective was to investigate how much effective supervision would increase internally generated funds in Wa Municipal Assembly of the Upper West Region of Ghana. The key specific objectives of the study were to identify the key sources of revenue for the Wa Municipal Assembly, the specific sources of locally generated revenue; the specific guidelines or by – laws bordering revenue collection in the Municipality; the targets set for revenue collection, and find out whether targets set were met or not; and how people were rewarded or sanctioned for doing their jobs satisfactorily or unsatisfactorily. It was found that the key sources of revenue to the Wa Municipal Assembly were; the District Assembly common fund (DACF); District Development Fund (DDF); internally generated fund (IGF); Government of Ghana (GOG) and Donor grants. It was also found that the (IGF) of the Wa Municipal Assembly had been increasing in nominal terms except in 2012 when it dropped from 475, 884.29 in 2011 to 28,423.77 in 2012, which was not directly explained. It was however, noted that the average performance of IGF was 8.44% which was not good enough. The conclusion drawn from the research was that though the nominal contribution of IGF increased from 2008 to 2014 except in 2012, the average performance was low; especially as compared to the 2012 IGF of Accra Metropolitan Assembly of 49% of total revenue of the Accra Metropolitan Assembly. The Researcher recommended further research into the operations of the revenue collection unit of the Wa Municipal Assembly, using multiple regression analysis to establish the quantitative co – relation between internally generated funds and the explanatory variables of supervision. These are; educational attainment, experience, training and motivation.

Book excerpt: ABSTRACT (BRIEF OF THE BOOK) The decentralisation programme in Ghana aimed at bringing governance closer to the people was implemented around 1980s. This era witnessed the gradual transition of power and authority to the local authorities to mobilise economic resources. The decentralisation programme has since made modest gains, especially in promoting grassroots representation in governance. Nonetheless, the inability of the Metropolitan, Municipal, and District Assemblies (MMDAs) to effectively and efficiently mobilise adequate revenues to support local government development initiatives is one of the principal challenges confronting local development in Ghana. This thesis examined the challenges of local revenue administration and development finance of Wenchi Municipal Assembly in the Brong Ahafo Region of Ghana. A case study research design was adopted for the study with probability and non-probability sampling methods. In-depth interviews, questionnaire administration, and review of relevant financial documents of the Assembly (Trial Balance) were instruments used for the administration of data. Clearly, Wenchi Municipal Assembly performed poorly in internal revenue mobilisation. Comparatively, the Assembly recorded 15 percent as the highest contribution of internally generated fund to the total municipal financial resources over the period (2010-2014) under review. It was discovered that a large fraction of the rate paying constituents were highly uninformed and did not really see the link between payment and benefits. Over 70 percent of the internally generated funds were however, spent on recurrent expenditures. Challenges impeding smooth revenue mobilisation were poor motivation and low capacity of revenue collectors; inadequate education and sensitisation of the public; poor revenue collection and reporting systems; non-valuation of properties; physical assault of revenue collectors; untimely prosecution of defaulters; poor supervision, monitoring and evaluation; and inadequate infrastructure development. The researcher recommended diversification of the traditional revenue sources, strict adherence to budget lines in a quest to control expenditure, undertaking vigorous investment ventures, embarking on intensive education on the utilisation of funds, and establishing schemes that seek to promote hard working revenue collectors as means to improve upon revenue generation.

The main findings for sub-Saharan African countries that have decentralized, based on an empirical analysis and four case studies (Kenya, Nigeria, South Africa, Uganda), are as follows: • Determinants and effectiveness: Empirical results suggest that (1) the major driving forces behind fiscal decentralization in sub-Saharan Africa include efforts to defuse ethnic conflicts, the initial level of income, and the urban-ization rate, whereas strength of democracy is not an important determi-nant for decentralization; and (2) decentralization in sub-Saharan Africa is associated with higher growth in the presence of stronger institutions. • Spending assignments: The allocation of spending across levels of gov-ernment in the four case studies is broadly consistent with best practice. However, in Uganda, unlike in the other three case studies, subnational governments have little flexibility to make spending decisions as a result of a deconcentrated rather than a devolved system of government. • Own revenue: The assignment of taxing powers is broadly in line with best practice in the four case studies, with the bulk of subnational revenue coming from property taxes and from fees for local services. However, own revenues are a very small fraction of subnational spending, reflecting weak cadaster systems and a high level of informality in the economy.
