Book excerpt: The study focuses on the following major questions: • How is the decentralisation of capital projects supposed to work? • What is the progress in capital project decentralisation? • What are the challenges and opportunities presented by the decentralisation of capital projects? • Can the decentralisation of capital projects contribute to poverty reduction? The paper is organised as follows: Sectio. [...] It is believed that the nearer the decision loci to those affected by the decision, the better the decision will reflect the interests and preferences of the community. [...] The planning process has been decentralised through the establishment of the different committees that allows participation by the regions in the identification of development projects and in the prioritising of these projects. [...] Only after the basic needs have been met will the preferences by the regions begin to diverge and the transfer of Decentralisation of Capital Projects 13 funds to the regions will become necessary to allow for the regions to prioritise, depending on the regional potential. [...] Each region is to establish a Regional Tender Board that will be responsible for the procurement of goods and services for the regional council and determine the manner in which and the conditions of the tenders.

Available in PDF, EPUB and Kindle. Book excerpt: Shah discusses the revolution in public sector thinking that is transforming the public sectors of developing and transition countries. Countries are reconsidering their fiscal systems and searching for the right balance between central government control and decentralized governance. Political decentralization has advanced in most countries. Subnational expenditures in developing countries as a percentage of total public expenditures have also increased over the past two decades. However, the process is far from complete. In many countries, the central government is still involved in the delivery of local services, local governments have few sources of own-revenues, local governments have limited access to borrowing for capital projects, and the design of intergovernmental transfers does neither address regional fiscal equity nor convey appropriate incentives for fiscal discipline, improved service delivery performance, and accountability to citizens.Decentralized public governance can help realign public sector incentives through greater accountability to citizens, and attenuate the quot;democracy deficitquot; caused by globalization and the role of supranational institutions and regimes. However, this requires careful examination of the entire fiscal system. Elements of a comprehensive package of fiscal system reforms would include:- Clarifying roles of various levels of government in public service delivery.- Reassigning taxing responsibilities to ensure local revenue autonomy, accountability, and efficiency without endangering an internal common market.- Designing fiscal transfers to ensure regional fiscal equity and to create an enabling environment for innovative and competitive service delivery.- Facilitating responsible credit market access to subnational governments.- Designing institutional arrangements for intergovernmental fiscal relations to better coordinate policies.- Aligning operational capacity with the authorizing environment through the quot;accountability for resultsquot; framework of public management. This paper - a product of the Poverty Reduction and Economic Management Division, World Bank Institute - is part of a larger effort in the institute to disseminate ideas in strengthening responsive, responsible, and accountable public governance.

Available in PDF, EPUB and Kindle. Book excerpt: The transition to democracy underway in Latin America since the 1980s has recently witnessed a resurgence of interest in experimenting with new forms of local governance emphasizing more participation by ordinary citizens. The hope is both to foster the spread of democracy and to improve equity in the distribution of resources. While participatory budgeting has been a favorite topic of many scholars studying this new phenomenon, there are many other types of ongoing experiments. In Barrio Democracy in Latin America, Eduardo Canel focuses our attention on the innovative participatory programs launched by the leftist government in Montevideo, Uruguay, in the early 1990s. Based on his extensive ethnographic fieldwork, Canel examines how local activists in three low-income neighborhoods in that city dealt with the opportunities and challenges of implementing democratic practices and building better relationships with sympathetic city officials.

Available in PDF, EPUB and Kindle. Book excerpt: This handbook provides an authoritative study of European decentralisation, taking into account, from a territorial perspective, the different political and administrative traditions in Europe (Continental, Anglo-Saxon and Ex-communist States) and the cleavages North-South and East-West. While in recent decades most European countries have implemented devolution policies trying to tackle different political, social or bureaucratic problems, some others have instead regionalised their territory, applied federal or pseudo-federal reforms and strengthened the role of subnational governments. This volume analyses decentralisation in these countries using different variables including history, territorial organisation, civil service and financing, and reveals how this phenomenon leads to complex intergovernmental linkages. The evolution of territorial decentralisation, the political tensions between centre and periphery, the autonomy of the subnational governments and their functions and competences, the tools of co-ordination and co-operation, and the features and role of civil service are the main issues studied here with an interdisciplinary approach.

Available in PDF, EPUB and Kindle. Book excerpt: Nearly all countries worldwide are now experimenting with decentralization. Their motivation are diverse. Many countries are decentralizing because they believe this can help stimulate economic growth or reduce rural poverty, goals central government interventions have failed to achieve. Some countries see it as a way to strengthen civil society and deepen democracy. Some perceive it as a way to off-load expensive responsibilities onto lower level governments. Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.

Book excerpt: This book draws on experiences in developing countries to bridge the gap between the conventional textbook treatment of fiscal decentralization and the actual practice of subnational government finance. The extensive literature about the theory and practice is surveyed and longstanding problems and new questions are addressed. It focuses on the key choices that must be made in decentralizing, on how economic and political factors shape the choices that countries make, and on how, by paying more attention to the need for a more comprehensive approach and the critical connections between different components of decentralization reform, everyone involved might get more for their money.

Based on emperical studies and paradigms of developed and developing countries, it has an overarching focus on India s panchayati raj institutions. Decentralisation programmes in other countries (e.g S.Africa and Pakistan ) are also reviewed. The book offers a comprehensive account of development and governance at the grassroots through a broad canvas of multiperspective and interdisciplinary presentations.
