It provides a factual update on the key measures taken by the authorities since France’s previous assessment. Authorities are recommended to promote stronger AML/CFT controls by enhancing supervision of lawyers and the real estate sector and providing more guidance on cross-border money laundering threats. French banks are employing increasingly sophisticated tools, including machine learning, to carry out their due diligence obligations with respect to TF. More systematic guidance on TF-related indicators and timely feedback may help banks’ detection of potential of TF and to reduce risks of financial exclusion.

Book excerpt: This study examines a significant development within late medieval and early modern European government, set in the context of the tense relations between the young Emperor Charles V and his ageing chancellor Mercurino de Gattrina. It focuses upon an important transformation in the administrative reorganisation of European monarchies: the shift in the political centre of gravity from the medieval institution of the chancellery as the secretariat for all government business and authentication to a small group of secretaries, the minister of a later age, acting directly in collaboration with the prince. In the collision between the traditional judicial and administrative pre-eminence of the late medieval chancellor and the new secretaries as expediters of the Renaissance prince's will. Charles gave his support to the latter, thus associating himself with the previous work of Ferdinand the Catholic. Against the background of this struggle with the state secretaries the imperial chancellery is analysing in its relations to the individual chancelleries of Charles V's disparate lands.

The term indigénat is synonymous throughout the francophone world with the rigours and injustices of the colonial era under French rule. The indigénat regime or 'Native Code' governed the lives of peoples classified as French 'native' subjects in colonies as diverse as Algeria, West Africa, Madagascar, Indochina and New Caledonia. In New Caledonia it was introduced by decree in 1887 and remained in force until Kanak — New Caledonia’s indigenous people — obtained citizenship in 1946. Among the colonial tools and legal mechanisms associated with France’s colonial empire it is the one that has had the greatest impact on the memory of the colonized. Focussing on New Caledonia, the last remaining part of overseas France to have experienced the full force of the indigénat, this book illustrates the way that certain measures were translated into colonial practices, and sheds light on the tensions involved in the making of France as both a nation and a colonial empire. The first book to provide a comprehensive history of the indigénat regime, explaining how it first came into being and survived up until 1946 despite its constant denunciation, this is an important contribution to French Imperial History and Pacific History.
