Book excerpt: The control of competition is designed, at best, to reconcile socioeconomic stability with innovation, and at worst, to keep competitors out of the market. In this respect, the nineteenth century was no more liberal than the eighteenth century. Even during the presumed liberal nineteenth century, legal regulation played a major role in the economy, and the industrial revolution was based on market institutions and organisations formed during the second half of the seventeenth century. If indeed there is a break in the history of capitalism, it should be situated at the turn of the nineteenth and twentieth centuries, with the irruption of mass production, consumption and the welfare state, which introduced new forms of regulation. This book provides a new intellectual, economic and legal history of capitalism from the eighteenth century to the early twentieth century. It analyzes the interaction between economic practices and legal constructions in France and compares the French case with other Western countries during this period, such as the United Kingdom, the United States, Germany and Italy.

Book excerpt: This book develops new theory about the link between debt and democracy and applies it to a classic historical comparison: Great Britain in the eighteenth century which had strong representative institutions and sound public finance vs. ancient regime France, which had neither. The book argues that whether representative institutions improve commitment depends on the opportunities for government creditors to form new coalitions with other social groups, more likely to occur when a society is divided across multiple political cleavages. It then presents historical evidence to show that improved access to finance in Great Britain after 1688 had as much to do with the development of the Whig Party as with constitutional changes. In France, it is suggested that the balance of partisan forces made it unlikely that an early adoption of 'English-style' institutions would have improved credibility.

A major reassessment of this neglected figure, Adam Ferguson in the Scottish Enlightenment: The Roman Past and Europe’s Future sheds new light on Ferguson as a serious critic, rather than an advocate, of the Enlightenment belief in liberal progress. Unlike the philosophes who looked upon Europe’s growing prosperity and saw confirmation of a utopian future, Ferguson saw something else: a reminder of Rome’s lesson that egalitarian democracy could become a self-undermining path to dictatorship. Ferguson viewed the intrinsic power struggle between civil and military authorities as the central dilemma of modern constitutional governments. He believed that the key to understanding the forces that propel nations toward tyranny lay in analysis of ancient Roman history. It was the alliance between popular and militaristic factions within the Roman republic, Ferguson believed, which ultimately precipitated its downfall. Democratic forces, intended as a means of liberation from tyranny, could all too easily become the engine of political oppression—a fear that proved prescient when the French Revolution spawned the expansionist wars of Napoleon. As Iain McDaniel makes clear, Ferguson’s skepticism about the ability of constitutional states to weather pervasive conditions of warfare and emergency has particular relevance for twenty-first-century geopolitics. Book excerpt: Combining the intellectual history of the Enlightenment, Atlantic history, and the history of the French Revolution, Paul Cheney explores the political economy of globalization in eighteenth-century France. The discovery of the New World and the rise of Europe's Atlantic economy brought unprecedented wealth. It also reordered the political balance among European states and threatened age-old social hierarchies within them. In this charged context, the French developed a "science of commerce" that aimed to benefit from this new wealth while containing its revolutionary effects. Montesquieu became a towering authority among reformist economic and political thinkers by developing a politics of fusion intended to reconcile France's aristocratic society and monarchical state with the needs and risks of international commerce. The Seven Years' War proved the weakness of this model, and after this watershed reforms that could guarantee shared prosperity at home and in the colonies remained elusive. Once the Revolution broke out in 1789, the contradictions that attended the growth of France's Atlantic economy helped to bring down the constitutional monarchy. Drawing upon the writings of philosophes, diplomats, consuls of commerce, and merchants, Cheney rewrites the history of political economy in the Enlightenment era and provides a new interpretation of the relationship between capitalism and the French Revolution.
