Book excerpt: In our increasingly mobile world the ability to access information on demand at any time and place can satisfy people's information needs as well as confer on them a competitive advantage. The emergence of battery-operated, low-cost and portable computers such as palmtops and PDAs, coupled with the availability and exploitation of wireless networks, have made possible the potential for ubiquitous computing. Through the wireless networks, portable equipments will become an integrated part of existing distributed computing environments, and mobile users can have access to data stored at information servers located at the static portion of the network even while they are on the move. Traditionally, information is retrieved following a request-response model. However, this model is no longer adequate in a wireless computing environment. First, the wireless channel is unreliable and the bandwidth is low compared to the wired counterpart. Second, the environment is essentially asymmetric with a large number of mobile users accessing a small number of servers. Third, battery-operated portable devices can typically operate only for a short time because of the short battery lifespan. Thus, clients are expected to be disconnected most of the time. To overcome these limitations, there has been a proliferation of research efforts on designing data delivery mechanisms to support wireless computing more effectively. Data Dissemination in Wireless Computing Environments focuses on such mechanisms. The purpose is to provide a thorough and comprehensive review of recent advances on energy-efficient data delivery protocols, efficient wireless channel bandwidth utilization, reliable broadcasting and cache invalidation strategies for clients with long disconnection time. NCSES asked the Committee on National Statistics and the Computer Science and Telecommunications Board of the National Research Council to form a panel to review the NCSES communication and dissemination program that is concerned with the collection and distribution of information on science and engineering and to recommend future directions for the program. Communicating Science and Engineering Data in the Information Age includes recommendations to improve NCSES's dissemination program and improve data user engagement. This report includes recommendations such as NCSES's transition to a dissemination framework that emphasizes database management rather than data presentation, and that NCSES analyze the results of its initial online consumer survey and refine it over time. The implementation of the report's recommendations should be undertaken within an overall framework that accords priority to the basic quality of the data and the fundamentals of dissemination, then to significant enhancements that are achievable in the short term, while laying the groundwork for other long-term improvements.

Book excerpt: The International Monetary Fund (IMF) launched the Data Standards Initiatives to enhance member countries’ data transparency and to promote their development of sound statistical systems. The need for data standards was highlighted by the financial crises of the mid-1990s, in which information deficiencies were seen to play a role. Under the Data Standards Initiatives, the IMF established the Special Data Dissemination Standard (SDDS) in 1996 to provide guidance to countries that have or seek access to capital markets to disseminate key data so that users in general, and financial market participants in particular, have adequate information to assess the economic situations of individual countries. In 1997, the IMF introduced under the initiatives the General Data Dissemination System (GDDS) to provide a framework for countries that aim to develop their statistical systems, within which they can work toward disseminating comprehensive and reliable data and, eventually, meet SDDS requirements. In February 2012, the IMF Executive Board approved the establishment of the SDDS Plus as a third tier of the Fund’s Data Standards Initiatives to address data gaps revealed during the global crisis. The SDDS Plus is open to all SDDS subscribers: those with systemically important financial sectors are encouraged to adhere early to the initiative.

Approximately one-quarter of community-dwelling Americans aged 65 and older are considered to be socially isolated, and a significant proportion of adults in the United States report feeling lonely. People who are 50 years of age or older are more likely to experience many of the risk factors that can cause or exacerbate social isolation or loneliness, such as living alone, the loss of family or friends, chronic illness, and sensory impairments. Over a life course, social isolation and loneliness may be episodic or chronic, depending upon an individual's circumstances and perceptions. A substantial body of evidence demonstrates that social isolation presents a major risk for premature mortality, comparable to other risk factors such as high blood pressure, smoking, or obesity. As older adults are particularly high-volume and high-frequency users of the health care system, there is an opportunity for health care professionals to identify, prevent, and mitigate the adverse health impacts of social isolation and loneliness in older adults. Social Isolation and Loneliness in Older Adults summarizes the evidence base and explores how social isolation and loneliness affect health and quality of life in adults aged 50 and older, particularly among low income, underserved, and vulnerable populations.
