Despite the introduction of quieter aircraft, increased precision of onboard guidance systems has resulted in new noise impacts driven by overflight frequency effects. Noise issues present a potential barrier to the continued rollout of advanced operational procedures in the US. This thesis presents a data-driven approach to simulating and communicating noise effects in the flight procedure development and modernization process, with input from multiple stakeholders with varying objectives that are technical, operational, and political in nature. First, a system-level framework is introduced for developing novel noise-reducing arrival and departure flight procedures, clarifying the role of the analyst given diverse stakeholder objectives. The framework includes relationships between baseline impact assessment, community negotiation, iterative flight procedure development, and formal implementation processes. Variability in stakeholder objectives suggests a need to incorporate noise issues in conjunction with other key operational objectives as part of larger-scale US air transportation system modernization. As part of this framework development, an airport-level noise modeling method is developed to enable rapid exposure and impact analysis for system-level evaluation of advanced operational procedures. The modeling method and framework are demonstrated by evaluating potential benefits of specific advanced procedures at 35 major airports in the US National Airspace System, including Performance Based Navigation guidance and a speed-managed departure concept.

Book excerpt: To meet its objective of assisting the US aviation industry with the technological challenges of the future, NASA must identify research areas that have the greatest potential for improving the operation of the air transportation system. To accomplish this, NASA is building an Aviation System Analysis Capability (ASAC). The Noise Impact Model (NIM) has been developed as part of the ASAC. Its primary purpose is to enable users to examine the impact that quieter aircraft technologies and/or operation might have on community noise impact and air carrier operating efficiency at any of 16 large and medium size US airports. The analyst chooses an airport and case year for study, selects a runway use configuration and set of flight tracks for the scenario, and has the option of reducing the noise of the aircraft that operate at the airport by 3, 6, and 10 decibels, NIM computes the resultant noise impact and estimates any airline operational improvements. Community noise impact is characterized in three ways: the size of the noise contour footprint, the number of people living within the contours, and the number of homes located in the same contours. Distance and time savings are calculated by comparing the noise abatement flight path length to a less circuitous alternated routing. For a more efficient runway use configuration, the increase in capacity and reduction in delay are shown. Book excerpt: Noise from operational Boeing 737, Airbus A320, and Embraer E190 flights at Boston Logan and Seattle Tacoma airports was modeled using the NASA Airplane Noise Prediction Program and was compared with ground noise monitor measurements. When corrected for atmospheric conditions, modeled noise results were consistent with noise monitor readings under reasonable flap deployment assumptions during various early, intermediate, and delayed deceleration approach procedures. Measured noise results indicated that compared to aircraft that decelerated early, aircraft performing delayed deceleration approaches reduced noise by an average of 3-6 dB across different aircraft types.
