Um darzustellen, wie die Menschenrechte entstanden sind, was sie bedeuten und wie sie politisch verankert wurden, gehe ich auf die historischen Hintergründe sowie das Menschenrechtsschutzsystem der Vereinten Nationen ein, das die Basis für den Menschenrechtschutz auf der Welt, und somit auch in Europa, bildet. Darauf aufbauend befasse ich mich mit der Europäischen Union, der Organisation für Sicherheit und Zusammenarbeit in Europa und dem Europarat als für die Menschenrechtsarbeit in Europa wichtigen Akteuren. Ich gebe einen Überblick über die vom Europarat verabschiedeten Menschenrechtsabkommen und stelle die Einrichtungen des Europarates zum Schutz der Menschenrechte vor: Das Ministerkomitee, die Parlamentarische Versammlung, den Kongress der Gemeinden und Regionen, den Europäischen Gerichtshof für Menschenrechte, den Kommissar für Menschenrechte, die Konferenz der internationalen NGOs sowie das Generalsekretariat. Der Abschnitt über den Europäischen Gerichtshof für Menschenrechte wird dabei durch ein Interview, das ich mit Renate Jaeger, zum damaligen Zeitpunkt (bis 2010) Richterin am EGMR, in Straßburg geführt habe, komplettiert. Da auch die Nichtregierungsorganisationen für den Menschenrechtsschutz, in Europa sowie im Allgemeinen, von besonderer Bedeutung sind, stelle ich die Arbeit von Amnesty International und Human Rights Watch, zwei der maßgeblichen NGOs, sowie exemplarisch die Menschenrechtsaktivitäten einiger weiterer Akteure vor. Im Anschluss daran beleuchte ich die Soziale Arbeit vor dem Hintergrund der Menschenrechte. Zunächst gehe ich auf die politischen Empfehlungen ein, die der Europarat und die Vereinten Nationen zum Thema Soziale Arbeit und Menschenrechte gemacht haben, sowie darauf, wie das Thema bisher an Hochschulen verankert ist. Daran schließt sich die Frage an, in welcher Beziehung die Menschenrechte zu Theorie und Praxis von SozialarbeiterInnen stehen. Ich gehe auf den Aspekt der Menschenrechtsbildung und seine Bedeutung in der Arbeit von SozialarbeiterInnen ein. Mit einem konkreten Beispiel, dem European Youth Centre, das im Menschenrechtsbereich sowohl in der Jugendarbeit als auch in der Arbeit mit sozialen Organisationen tätig ist, runde ich die Frage der Sozialen Arbeit vor dem Hintergrund der Menschenrechte ab.
