A number of observers have suggested that the nature of war itself would be transformed. Some proponents of this view have gone so far as to predict that these changes would include great reductions in, if not the outright elimination of, the various impediments to timely and effective action in war for which the Prussian theorist and soldier Carl von Clausewitz (1780-1831) introduced the term "friction." Friction in war, of course, has a long historical lineage. It predates Clausewitz by centuries and has remained a stubbornly recurring factor in combat outcomes right down to the 1991 Gulf War. In looking to the future, a seminal question is whether Clausewitzian friction would succumb to the changes in leading-edge warfare that may lie ahead, or whether such impediments reflect more enduring aspects of war that technology can but marginally affect. It is this question that the present essay will examine.

Under the worst scenario of a global war, all necessary authorities and funding are assumed to be available. But more often, lesser emergencies require responses without the broad powers and commitment associated with a declared national emergency. A real emergency can provide insight into the appropriateness of planned management approaches and the adequacy of available authorities. This account of two actual emergencies provides lessons on how statutory procedures could be improved, regulations clarified, the government data base expanded, and steps taken to speed up the process to be followed in the event of other crises. In May 1988, the United States lost half of its capacity to produce ammonium perchlorate when explosions and fire destroyed one of the two producing plants. Ammonium perchlorate is the oxidizer essential to solid-fuel rocket motors. Here, without question, was an excellent test case. Existing ammonium perchlorate had to be carefully allocated and additional production capacity was needed; numerous ongoing production programs for both strategic and conventional systems needed the product, and some would be curtailed if sufficient ammonium perchlorate was not available. This paper documents the government's actions and decision-making process in dealing with various legal and administrative hurdles in both restoring the capacity and allocating available ammonium perchlorate.

The Soviet revolution of 1989, the reunification of Germany, the collapse of the Soviet Union, and the experience of coalition warfare during the Gulf War-all have challenged the assumptions and realities underlying the Gaullist synthesis. Above all, the French position on security independence has been put into question. The main hope has been for a European Alliance to supplant the American one over time in the face of a gradual process of change within Europe but change has not been gradual within Europe. The European Union is challenged by discontent within Western Europe. A new Central Europe has emerged that has yet to find its place in European or global politics. A new Russia is emergent in which nationalism is defining an assertive role for the Russians within Europe, but at the same time the economic weakness of Russia limits its ability to play such a role.
