The book focuses on the period from the passage of a voting reform law in 1912, which made male-citizen voting obligatory and fraud more difficult, to the military coup of 1943. The book shows how civic associations helped create the social world of the city, focusing especially on the part they played in the development of the sense of barrio. It demonstrates how civic associations became vital links in the system of politics that emerged, creating spaces for politicians to build connections to different communities.

Drawing on extensive archival research in the United States and Britain, this book shows how national business organizations pushed parties to adopt programmatic reforms, including administrative capacities and policy-centered campaigns. Parties then shifted from reliance on clientelism as a governing strategy in elections, policy distribution, and bureaucracy. They built modern party organizations and techniques of interest mediation and accommodation. In Hungary and Romania, local actors including mayors and bureaucrats offer access to social policy benefits to voters who offer to support their preferred candidates, and they threaten others with the loss of a range of policy and private benefits for voting the "wrong" way. These quid pro quo exchanges are often called clientelism. How can politicians and their accomplices get away with such illegal campaigning in otherwise democratic, competitive elections? When do they rely on the worst forms of clientelism that involve threatening voters and manipulating public benefits? Conditionality and Coercion: Electoral Clientelism in Eastern Europe uses a mixed method approach to understand how illegal forms of campaigning including vote buying and electoral coercion persist in two democratic countries in the European Union. It argues that we must disaggregate clientelistic strategies based on whether they use public or private resources, and whether they involve positive promises or negative threats and coercion. We document that the type of clientelistic strategies that candidates and brokers use varies systematically across localities based on their underlying social coalitions. We also show that voters assess and sanction different forms of clientelism in different ways. Voters glean information about politicians' personal characteristics and their policy preferences from the clientelistic strategies these candidates deploy. Most voters judge candidates who use clientelism harshly. So how does clientelism, including its most odious coercive forms, persist in democratic systems? This book suggests that politicians can get away with clientelism by using forms of it that are in line with the policy preferences of constituencies whose votes they need. Clientelistic and programmatic strategies are not as distinct as previous have argued. Oxford Studies in Democratization is a series for scholars and students of comparative politics and related disciplines. Book excerpt: How have the waves of democracy and decentralization that swept the developing world in recent decades affected states—among the most important drivers of poverty and prosperity—at national and local levels in Ghana and beyond? State actors beneath the national level—what Barry Driscoll calls the local state—have considerable responsibility for carrying out state functions, but they are also forced to compete for these local state offices. How does a local state actually work in poor twentieth-century countries? This book offers a descriptive account, as well as a causal explanation, of how political competition affects the local state in Ghana. Driscoll shows how closely fought elections drive local state institutions to provide patronage. The source of these demands for patronage comes not from rent-seeking bureaucrats or landed elites but from the government’s own party volunteers. Driscoll explains how electoral competition affects how local state actors are insulated from such patronage demands. Moreover, these highly competitive, patronage-providing local governments actually have relatively better-qualified senior civil servants at their disposal. Driscoll makes sense of this paradox by introducing the logic of building administrative capacity in order to provide patronage. He then abstracts from the case of Ghana to generalize about how the effect of political competition is shaped by the locally salient variety of clientelism, which in turn is conditioned by the strength of the party system. The book draws on fourteen months of fieldwork in six of Ghana’s districts, far from the nation’s capital city. Ethnographic and interview data come from time spent with market traders, tax collectors, politicians, and other figures in local state offices. Quantitative data come from a survey covering almost all local governments. The result is a detailed account of Ghana’s local state power dynamics that has relevant implications for states across the developing world.
