Although this manual focuses on culverts, the design team should recognize that an appropriate structure for any given crossing may be a bridge. This manual is not intended to conflict with or replace accepted guidance and procedures adopted in particular locations. When specific water crossing design methods are required in the jurisdiction where the crossing is located, those methods should be applied. In addition, local and regional requirements may overlay additional steps on this design approach. Since fish have been the primary focus of AOP design efforts over the years, and much has been learned about fish specifically, many of the references to AOP in this manual derive directly from what is known about fish. However, the broader scope of AOP is the focus of the manual. Because of the variety of fish and other aquatic species in the U.S., the complex nature of fish behavior, and the variation in such behaviors and capabilities over the various life-stages, designing hydraulic structures with satisfactory aquatic organism passage (AOP) characteristics remains a challenging endeavor. Over the years, resource agencies and others have assembled a large amount of empirical data and field experience to guide the design of roadway structures, particularly culverts, for passage. Much of the resulting criteria are based upon the natural geomorphic characteristics of streams supporting the aquatic ecosystems of interest, and many of the procedures implementing those criteria seek to replicate the stream and floodplain characteristics and geometries within the roadway crossing structure. The “stream simulation” approach such as developed by the United States Forest Service (FSSWG, 2008) is one approach that is state of the art. Given the diverse behavior and capabilities of fish and other aquatic organisms, design procedures necessarily rely on surrogate parameters and indicators as measures for successful passage design. Many of the existing AOP design procedures rely on dimensional characteristics of the stream such as bankfull width. A critique of the use of dimensional stream characteristics is that they: 1) can be difficult to identify, 2) can be highly variable within a stream reach, 3) assume the stream is in dynamic equilibrium, and 4) have no known relationship to passage requirements. The procedure described in this manual uses streambed sediment behavior as its surrogate parameter. The hypothesis of using sediment behavior as a surrogate parameter is that aquatic organisms in the stream are exposed to similar forces and stresses experienced by the streambed material. The design goal is to provide a stream crossing that has an equivalent effect, over a range of stream flows, on the streambed material within the culvert compared with the streambed material upstream and downstream of the culvert. When this is achieved and the velocities and depths are comparable to those occurring in the stream, the conditions through the crossing should present no more of an obstacle to aquatic organisms than conditions in the adjacent natural channel. The primary goal of this document is to incorporate many of the current geomorphic-based design approaches for AOP while providing a procedure based on quantitative best practices. The stream simulation design procedure is intended to create conditions within the crossing similar to those conditions in the natural channel to provide for aquatic organism passage (AOP). This document seeks to identify, develop, and present a bed stability-based approach that accounts for the physical processes related to the natural hydraulic, stream stability, and sediment transport characteristics of a particular stream crossing as surrogate measures.

Book excerpt: Improperly designed stream crossings may prohibit movement of stream fishes by creating physical or behavioral barriers and may alter the form and function of stream ecosystems. A mark-recapture and geomorphological study was conducted to evaluate fish passage and stream morphology at three types of vehicle crossings (compared to control sites) located on streams in the Flint Hills of Northeast Kansas. We investigated five concrete box culverts, five low-water crossings (concrete slabs vented by one or multiple culverts), and two single corrugated culverts. A total of 6,433 fish were marked April to May 2007 and 785 were recaptured June to August 2007. Fish passage occurred at all crossing types. Upstream movement of recaptured fish was higher for box culvert reaches (53%) than at controls (41%), but upstream movement of recaptured fish was higher at controls (41.1%) than at crossing reaches (19.1%) for low-water crossings. Control sites had more species in common upstream and downstream than did crossings. There was reduced overall abundance of fish upstream at low-water crossings, commonly percids and centrarchids. A comparison of channel and road crossing dimensions showed that box culverts and corrugated culverts would be more effective than low-water crossings at transporting water, sediments, and debris during bankfull flows, and providing fish passage at base flows. Upstream passage of Topeka shiner (Notropis topeka), green sunfish (Lepomis cyanellus), red shiner (Cyprinella lutrensis), and Southern redbelly dace (Phoxinus erythrogaster) was tested through three simulated crossing designs (box culverts, round corrugated culverts, and natural rock) across 11 different water velocities (0.1 m/s to 1.1 m/s) in an experimental stream. Upstream movement did not differ among designs, except natural rock crossings had lower movement than box or corrugated culverts for red shiners. A greater proportion of Topeka shiners moved upstream at higher velocities. These results suggest that crossing type affects fish passage and the morphology of the stream, although water velocity in different crossing designs alone may not be a determining factor in fish passage. Low-water crossings had the greatest impact on fish community and movement, but barriers to fish movement are likely caused by other variables (e.g. perching). Use of properly designed crossing structures has great promise in conserving critical stream habitat and preserving native fish communities. All crossings that were evaluated passed fish, although they may have passed around culverts during high water. None of the culverts tested appeared to be complete barriers. The design of this study did not allow us to determine the exact times when passage occurred, nor do we understand the degree of passage necessary (i.e., can fish populations be sustained by seasonal fish passage and connectivity?) to maintain a healthy and diverse fish population.

Over time, it has become apparent that culverts frequently become impediments to healthy aquatic ecosystems because they can prevent the movement of fish and other aquatic organisms upstream and downstream through the culvert. Therefore, aquatic organism passage through culverts has become an important design element component for road/stream crossings. Common physical characteristics that may create barriers include high water velocity, shallow water depth, large outlet drop heights, turbulence within the culvert, and accumulation of debris. Sediment deposition and erosion at the culvert may also create a barrier to passage. Culvert length, slope, and roughness may create conditions that impede passage as well. Further complicating design is that passage needs differ by species, life stage, and season. To address this complex task, the Federal Highway Administration (FHWA) developed a stream simulation approach for designing culverts. Stream simulation is based on the concept that if conditions inside a culvert are similar to those conditions in the stream upstream and downstream of the culvert, then aquatic organism passage will be provided without consideration of the specific physical requirements of one or more species. However, stream simulation is not appropriate for all situations. For example, an existing culvert that is blocking passage may not be a good candidate for replacement using stream simulation because of the size of the embankment or insufficient budget for a replacement. Applications of stream simulation may also be limited for new culvert installations. Site constraints or budget limits could dictate a smaller culvert installation than would be recommended by stream simulation. In these cases, it may be desirable to design a culvert crossing considering the specific passage needs of a specific species of fish. Doing so requires an understanding of the migration seasonality, life stage swimming capabilities, and stream flow rates expected during passage. Ideally, this information is developed by a multidisciplinary team of aquatic biologists, hydrologists, and engineers. From this information, the maximum velocity and minimum depth requirements for the target fish are derived. Considering only average velocity in a culvert masks that there are zones within the flow field where velocities both higher and lower than the average exist. The objective of this research is to assist in the design of culverts for fish passage by 1) identifying zones of lower velocity that are conducive to fish passage and 2) developing practical design methods quantifying these lower velocity zones.

The design process for fish passage in Minnesota is currently based on the knowledge and experience of local county, state and DNR personnel. The design methodology attempts to maintain the natural stream dimensions, pattern and profile through the culvert crossing. If designed properly aquatic organisms and fish that can make it upstream to the culvert should be able to pass through the culvert. This research was conducted to better understand the hydraulic conditions related to the practice of recessing culverts and other fish passage design elements over a range of landscapes in Minnesota. The design elements analyzed included bankfull width, slope, channel materials, side barrels and recessed culverts. Nineteen culvert sites were survey around the state. The main criterion used to evaluate performance of the culverts was the presence or absence of adequate sediment in the recessed culvert barrel. Six of the fourteen sites with recessed barrels had no sediment accumulation. A likely reason that these culverts lack sediment was increased velocities due to improper sizing relative to bankfull channel width and the accumulation of sediment in the side barrels. Wider Rosgen "C" type channels also correlated with performance issues related to culvert design.

Properly designed and constructed culverts can minimize the impact on fish passage. Because culverts are typically more economical than bridges, it is appropriate to evaluate when to use culverts and to predict the effects of such culvert installations. During the consideration of alternatives for structures for fish passage, culverts should not be automatically eliminated. This publication has tried to examine the aspects of culvert design and operation relative to the existing information that has been published in previous studies. Ideally, a culvert installation should not change the conditions that existed prior to that installation. This means that the cross-sectional area should not be restricted by the culvert, the slope should not change, and the roughness coefficients should remain the same. Any change in these conditions will result in a velocity change which could alter the sediment transportation capacity of the stream. A truly successful culvert design would include matching the velocities of the fish's swimming zone in the culvert to the swimming capacity of the design fish. Unfortunately, not enough research has been completed to make this an acceptable criterion of culvert design. This approach is preferred because it is easier to reduce the velocities in the swimming zone by increasing the boundary roughness than it is to reduce the mean velocity of the entire culvert. This publication contains some relatively simple guidelines which can reduce the installation problems of culverts in streams containing migrating fish when combined with the expertise of an experience fish biologist, engineer, and hydrologist.

Book excerpt: The North Carolina Department of Transportation (NCDOT) has regulations requiring road crossings to facilitate Aquatic Organism Passage (AOP). Due to a current inability to prove that AOP will not be inhibited, acquiring permits for the design and construction of culverts has become difficult. Often, bridges costing up to three times as much must be built in their place. To improve the design of culverts and the feasibility of obtaining a permit, this study determined the maximum swimming speed that can be sustained by a fish for a period of ten minutes. This speed, known as the critical velocity, is equivalent to traversing a 100m culvert. The critical velocities were determined for the following fish species native to the piedmont of North Carolina: Nocomis leptocephalus, Lepomis auritus, Etheostoma nigrum, Lepomis macrochirus, Noturus insignis, Notropisprocne. The fish were collected by electrofishing from local streams. After resting for 12 to 18 hours the fish were placed in a flume and allowed to accommodate at a resting velocity of 20cmD . The velocity was then increased by 10cmD every ten minutes, while returning to the resting velocity for five minutes between each step. The critical velocities for each species were 85.56cmD, 43.89cmD, 67.76cmD, 37.05cmD, 48.67cmD, 61.42cmD respectively. Based on the data collected in this experiment, it is recommended that the maximum velocity in a culvert be kept under 55cmD for 90% of the fish migration period. A Microsoft Excel model was created based on the results. The model uses the critical velocities as guidelines for maximum flow rates in the hydrologic design of culverts. Using the model in addition to other hydrologic design models can aid in the design of culverts that do not impede fish passage.

Perched culvert outlets, excessive water velocities, constricted stream channels, debris plugged culverts or culverts with inadequate water depth often impact fish passage by delaying or impeding fish movements. Stream simulation culverts (also known as Aquatic Organism Passage or embedded culverts) are channel spanning structures designed to replace traditional culverts with a structure that mimics a bridge and has similar passage conditions to the adjacent channel. The assumption is that any aquatic organism that can move in the natural stream channel should also be able to move up and downstream through a well designed and constructed stream simulation culvert. Stream simulation culverts are widely accepted both in Alaska and elsewhere as the preferred method in constructing small road-stream culvert crossings. Over 300 stream simulation type fish passage culverts have been installed in Alaska since 2005 with approximately 160 of those projects located in the study area of the Matanuska Susitna (Mat-Su) Borough, Municipality of Anchorage, and West Cook Inlet. This project proposes to evaluate the stability of these stream simulation type fish passage culverts and associated channel and bank reconstruction and revegetation over time. Evaluated sites will primarily be located within the Mat-Su Borough, Anchorage, and West Cook Inlet and will include both alluvial and wetland systems. Physical assessments of these culverts and the constructed stream simulation channels and associated bank engineering and re-vegetation efforts, will be conducted and the results compared to the original project designs and adjacent reaches in order to determine whether the design performs as intended and whether constructed channels and features have remained functional.
