Book excerpt: Whether in the domains of scholarship or practice, important advances have been made in recent years in our understanding of how culture, politics, and development interact. Today?s leading theorists of culture and development represent a fourth distinctive perspective vis-?-vis their predecessors, one that seeks to provide an empirically grounded, mechanisms-based account of how symbols, frames, identities, and narratives are deployed as part of a broader repertoire of cultural "tools" connecting structure and agency. A central virtue of this approach is less the broad policy prescriptions to which it gives rise -- indeed, to offer such prescriptions would be something of a contradiction in terms -- than the emphasis it places on making intensive and extensive commitments to engaging with the idiosyncrasies of local contexts. Deep knowledge of contextual realities can contribute constructively to development policy by enabling careful intra-country comparisons to be made of the conditions under which variable responses to otherwise similar problems emerge. Such knowledge is also important for discerning the generalizability (or "external validity" ) of claims regarding the efficacy of development interventions, especially those overtly engaging with social, legal, and political issues.

The burnings recalled an earlier century in which church converts in the same village burned totem poles, and stirred long simmering tensions between native dance groups and fundamentalist Christian churches throughout the region. This book traces the years leading up to the most recent burnings and reveals the multiple strands of social tension defining Tlingit and Haida life in Southeast Alaska today. ø Author Kirk Dombrowksi roots these tensions in a history of misunderstanding and exploitation of native life, including, most recently, the consequences of the Alaska Native Claims Settlement Act of 1971. He traces the results of economic upheaval, changes in dependence on timber and commercial fishing, and differences over the meaning of contemporary native culture that lie beneath current struggles. His cogent, highly readable analysis shows how these local disputes reflect broader problems of negotiating culture and Native American identity today. Book excerpt: This book analyses the cultural politics of urban development in Gwangju, South Korea, and illustrates the implementation of state-led arts-based urban boosterism efforts in the context of political trauma and the desire for economic growth. The book explores urban development that is complicated by the recent history of democratic uprising in Gwangju, and it examines the dichotomy between cities as growth machines and progressive metropolises. Actor-oriented qualitative research methods are used to show how culture and economies can evolve from territorial conflicts. The author argues that the quest for both growth and social justice can coexist in intertwined ways and create urban development. Moreover, recent events in Gwangju, such as the May 18 Democratic Uprising and massacre, are shown to act as a backdrop for state-led urban boosterism and desire for economic growth at the same time as depicting a resistance to state-corporate marketing plans, which culminates in the eventual emergence of relatively coherent places-of-memory. These convergences and divergences are comparable to the urban boosterism characteristic of Western cities. The book contributes to the dialogue surrounding geography, urban studies, and postcolonial urban development, and will be of interest to academics working in these fields as well as human geography, planning, urban politics and East Asian studies.

Book excerpt: Premature announcements of the eclipse of nation states under 'globalization' and 'empire' stand exposed as the 21st century's first economic crisis underlines their continuing importance. A predominantly cultural study of nationalism was unable to resist the 'globalization' thesis. Focusing on selected Asian cases, this book argues that nationalisms have always contained political economies as well as cultural politics. Placing nation-states centrally in our understanding of modern capitalism, it challenges the 'globalization' thesis. Rather than eclipse, nations and nationalisms have undergone changes under the impact of neoliberalism since the 1970s. Classical 20th century developmental nationalisms emphasised citizenship, economy and future orientations. Later cultural nationalisms - 'Asian values', 'Hindutva', 'Confucianism' or 'Nihonjiron' - stressed identity, culture and past orientations. Amid neoliberalism's flagrantly unequal political economy, not primarily concerned with material production or productivity, they glorified static conceptions of 'original' cultures and identities - whether religious, ethnic or other - and justified inequality as cultural difference. In contrast to the popular mobilizations which powered developmental nationalisms, cultural nationalisms throve on neoliberalism's disengagement and disenfranchisement, albeit partially compensated by the political baptism of newly enriched groups. Extremist wings of cultural nationalism in some countries were a function of this lack of popular support. This book was published as a special issue of Third World Quarterly.
