Book excerpt: The Kingdom of Saudi Arabia (KSA) is dedicated to implementing technology within the country and E-government is one of these technologies. However, although significant investment has been made, there has been little progress in this area. The purpose of this study is to identify the key cultural drivers and barriers that are influencing the progress of e-government, by understanding employees' perceptions and acceptance of the phenomenon. The aim, therefore, is to identify the major cultural aspects that are currently influencing the adoption and implementation of e-government in the public sector in the KSA, as reflected in the behaviour and attitudes of government employees involved in the e-government service delivery. For the research design framework model I examined and analyzed earlier studies to provide an appropriate framework for e-government adoption in the public sector in the KSA. This framework could be valuable in guiding the policy makers and the government in recognizing the proper requirements on a cultural level for e-government adoption in the public sector. The proposed framework highlights and identifies some of the cultural aspects that could drive and hinder the process of adoption. Furthermore, the research method in this research adopts a qualitative approach by conducting three case studies in three public organizations in the KSA. In-depth interviews were conducted to gather primary data from thirty-two employees. The data collection took around three to four months to complete in the field. The research reveals that culture has a significant influence on employees when dealing with e-government implementation in the public sector. In addition, the research encountered several limitations in that I conducted, a female from Saudi Arabia living and working in a conservative Arab culture, who carried out in-depth interviews with male employees in three public sectors. This resulted in a number of exacting challenges which had to be faced. The value and originality of this research is illustrated in the method I chose to employ. Adopting a qualitative research methodology involved me in conducting in-depth interviews with employees. As a female Arab, it was inevitable that I would have to undergo a difficult and complex journey to gather the required data. The nature of the country's conservative society played a role in this aspect. However, this is part of the culture and fabric of the country, and culture is the essence of this research. Hence, this research study offers an insight into the experiences I encountered in employing this qualitative research study.

Alahmed contends that globalization and the neoliberalism capitalist mode of politics have reinforced the transformation of cultural production into global entertainment production. Therefore, the author shows how the entertainment sector relies heavily on reproducing the Western culture of entertainment production and depends on Western businesses to bring entertainment into the country instead of investing in local entertainment businesses, which forces the state to adopt neoliberal capitalism. The author provides evidence on how the new modernity of Saudi Arabia has become a political tool through which neoliberal capitalists can create positive relationships with Western capitals as part of the postcolonial struggle of neoliberalism in the Global South. Alahmed argues that there is a connection between the role of geopolitical power in globalization and postcolonial studies that explains the struggles of indigenous cultures related to providing their own production to society.

Most Saudi norms have long been unwritten and only orally communicated among citizens. As a result, visitors to the country have been unable to read about these norms. For this reason, this book spells out these norms in bold print. It provides bite-sized descriptions of ‘the Saudi’. It is informed by around 2,000 interviews with Saudis and expats. It is the first to talk about the culture in a purely descriptive (and therefore non-judgemental) manner. Writings about Saudi culture tend to be too serious; however, this publication is meant not to be taken too seriously. It is, rather, intended to be entertaining (and, surely, informative). It is written mostly on the toilet (and is, likewise, meant to be read on the toilet). It avoids being biased, recording both ‘negative’ and ‘positive’ norms. It tries to avoid using such sensitive words as ‘religion’ and ‘politics’, considering that it is written entirely for cultural orientation (not for religious or political matters). The book is the first to be written by a male Saudi who was born and raised in the country, who is still based there, who is a former officially-recognised ‘imam’ (i.e. a worship leader) and who comes from a working-class family. Yet, he is a traveller, professor and Oxford graduate. He has been with people from different ethnicities. He has published in different languages and with globally known publishers. Hence, he has shown an ability to communicate with international readers and convey information to foreign mentalities.

The production of history is premised on the selective erasure of certain pasts and the artifacts that stand witness to them. From the elision of archival documents to the demolition of sacred and secular spaces, each act of destruction is also an act of state building. Following the 1991 Gulf War, political elites in Saudi Arabia pursued these dual projects of historical commemoration and state formation with greater fervor to enforce their postwar vision for state, nation, and economy.
