The theme for Forum VII was Water for the Americas: Challenges and Opportunities. This Forum was unique in examining the water problems of the Americas and identifying water management experience gleaned in other parts of the world that might be useful in addressing the problems of the Americas. The sessions illustrated how the water problems of the Americas are common problems, differing only in degree from basin to basin. There was unanimity among the participants about the need for all inhabitants of the Americas to work together to ensure that everyone has access to adequate quantities of healthy water supplies and to appropriate sanitation services. This volume’s approach is to identify different responses and policies that address common issues and learn from contrasts and experiences. The value and potential that this approach affords is that it provides critical judgments about what has worked well and what needs to be done to gain a better future for the Americas’ water resources and society. Some issues covered in the volume are so pressing and urgent, chief among them is serving the unserved, that any delays putting out new facilities in many a rural areas of Central America may cost lives and reduce the outlook for children. Additionally, the volume makes clear that the outlook for the poorest and the future of hundreds of growing cities are threatened by climate change. This book looks into the future by analyzing present and relevant data and gains insight from the different developmental stages of the hemisphere.

Book excerpt: Strength from the Waters is an environmental and social history that frames economic development, environmental concerns, and Indigenous mobilization within the context of a timeless issue: access to water. Between 1927 and 1970 the Mayo people--an Indigenous group in northwestern Mexico--confronted changing access to the largest freshwater source in the region, the Fuerte River. In Strength from the Waters James V. Mestaz demonstrates how the Mayo people used newly available opportunities such as irrigation laws, land reform, and cooperatives to maintain their connection to their river system and protect their Indigenous identity. By using irrigation technologies to increase crop production and protect lands from outsiders trying to claim it as fallow, the Mayo of northern Sinaloa simultaneously preserved their identity by continuing to conduct traditional religious rituals that paid homage to the Fuerte River. This shift in approach to both new technologies and natural resources promoted their physical and cultural survival and ensured a reciprocal connection to the Fuerte River, which bound them together as Mayo. Mestaz examines this changing link between hydraulic technology and Mayo tradition to reconsider the importance of water in relation to the state's control of the river and the ways the natural landscape transformed relations between individuals and the state, altering the social, political, ecological, and ethnic dynamics within several Indigenous villages. Strength from the Waters significantly contributes to contemporary Mexicanist scholarship by using an environmental and ethnohistorical approach to water access, Indigenous identity, and natural resource management to interrogate Mexican modernity in the twentieth century.

It is based on the use of Information and Communication Technology (ICT) to provide real-time, automated data to resolve water challenges. Many of these technologies are complex and costly, however, and the approach tends to overlook cheaper and less high-tech (softer) approaches to address the same problems. Yet there may be opportunities for using them even in resource short rural communities in developing countries. The book includes examples of SWM systems in practice in diverse locations from Korea, Mexico, Paris, the Canary Islands and southern Africa, aimed at addressing a diverse set of problems, including monitoring water supply to refugees. Critical voices highlight the need for smart institutions to accompany smart technologies, the absurdity of applying SWM to dysfunctional legacy infrastructure systems, whether its adoption raises moral hazards, and whether SWM is the latest example of hegemonic masculinity in water management. Book excerpt: An ethnographic study based on decades of field research, Pilgrimage to Broken Mountain explores five sacred journeys to the peaks of venerated mountains undertaken by Nahua people living in northern Veracruz, Mexico. Punctuated with elaborate ritual offerings dedicated to the forces responsible for rain, seeds, crop fertility, and the well-being of all people, these pilgrimages are the highest and most elaborate form of Nahua devotion and reveal a sophisticated religious philosophy that places human beings in intimate contact with what Westerners call the forces of nature. Alan and Pamela Sandstrom document them for the younger Nahua generation, who live in a world where many are lured away from their communities by wage labor in urban Mexico and the United States. Pilgrimage to Broken Mountain contains richly detailed descriptions and analyses of ritual procedures as well as translations from the Nahuatl of core myths, chants performed before decorated altars, and statements from participants. Particular emphasis is placed on analyzing the role of sacred paper figures that are produced by the thousands for each pilgrimage. The work contains drawings of these cuttings of spirit entities along with hundreds of color photographs illustrating how they are used throughout the pilgrimages. The analysis reveals the monist philosophy that underlies Nahua religious practice in which altars, dancing, chanting, and the paper figures themselves provide direct access to the sacred. In the context of their pilgrimage traditions, the ritual practices of Nahua religion show one way that people interact effectively with the forces responsible for not only their own prosperity but also the very survival of humanity. A magnum opus with respect to Nahua religion and religious practice, Pilgrimage to Broken Mountain is a significant contribution to several fields, including but not limited to Indigenous literatures of Mesoamerica, Nahuatl studies, Latinx and Chicanx studies, and religious studies.
