In doing so, it has challenged the very meaning of consumer society and tackled some of the key economic, social, and political issues associated with the era of globalization.In Prosperity for All, the first international history of consumer activism, Matthew Hilton shows that modern consumer advocacy reached the peak of its influence in the decades after World War II. Growing out of the product-testing activities of Consumer Reports and its international counterparts (including Which? in the United Kingdom, Que Choisir in France, and Test in Germany), consumerism evolved into a truly global social movement. Consumer unions, NGOs, and individual activists like Ralph Nader emerged in countries around the world—including developing countries in Southeast Asia and Latin America—concerned with creating a more equitable marketplace and articulating a politics of consumption that addressed the needs of both individuals and society as a whole.Consumer activists achieved many victories, from making cars safer to highlighting the dangers of using baby formula instead of breast milk in countries with no access to clean water. The 1980s saw a reversal in the consumer movement's fortunes, thanks in large part to the rise of an antiregulatory agenda both in the United States and internationally. This may be an appropriate time to evaluate the adoption by previously state socialist societies of other economic and political models. The transition has sometimes been described in positive terms, as a movement to free societies with open markets and democratic elections. Others have argued that the transition has created weak, poverty-stricken states with undeveloped civil societies ruled by unresponsive political elites. Which is the more accurate assessment?David Lane examines a few of the theoretical approaches that help explain the trajectory of change from socialism to capitalism. He focuses on two main approaches in this volume - elite theories and social class. Theories dwelling on the role of elites regard the transformation from socialism to capitalism as a type of system transfer in which elites craft democratic and market institutions into the space left by state socialism. Lane contrasts this interpretation with class-based theories, which consider transformation in terms of revolution, and explain why such theories have not been considered the best way of framing the transition in the post-socialist states.While recognizing that elites can play important roles and have the capacity to transform societies, Lane contends that elite theories alone are inadequate to explain a system change that brings free markets. In contrast, he proposes a class approach in which two groups characterize state socialism: an administrative class and an acquisition class.

We initially anticipated a substantial section on the Soviet-dominated Council for Mutual Economic Assistance (CMEA or "COMECON"), which offered an interesting contrast to the kind of international business regime typically found among market-oriented countries and industries. As we moved toward publi- tion, the CMEA vanished, and so we mention it only in passing. The USSR subsequently disintegrated into a Commonwealth of Independent States (CIS). On the other hand, we began with the assumption that the historic "rule of capture" no long played a significant role in international economic relations. The seizure of Kuwait's territory and wealth by the government of Iraq suggests that this assumption was heavily influenced by wishful thinking. Even though this seizure has been reversed by military action, the experience remains a challenge to generally held beliefs about the strength of "order" versus "chaos" in contemporary international affairs. Some readers of this volume have suggested that it gives insufficient attention to the fact that many of the important business and economic regimes of the postwar period are currently under significant pressure, perhaps even in danger of collapse. We acknowledge that there are many evidences of strain in, for example, the free trade and money exchange regimes, and in many areas of environmental protection.
