Book excerpt: International labour migration can be characterized in three ways - as human aspiration, tradition, and necessity. For some people, working overseas is a dream. For others, international labour mobility is a tradition. For a great number of people however, international labour migration is an economic necessity. It is the only viable solution to realize their basic human right to a decent life. GMS worker movements to Thailand typify all three characterizations of international labour mobility. While this book focuses on the economic dimensions of international labour emigration, principally from Cambodia, Laos and Vietnam to Thailand, it recognizes at the very outset the equal standing of non-economic motivations for migration.

What has been the impact of the crisis on national labour markets? How have the different countries modified their approach to the employment of fo.

Finally, it discusses existing issues and obstacles through case studies, as well as other sectoral examples.

Book excerpt: This comparative analysis of growth, structural change and labour market dynamics in the Greater Mekong countries (Yunnan Province in China, Thailand, Vietnam, Cambodia, Lao PDR and Myanmar) of Southeast Asia is the first of its kind. It explores economic integration and cooperation, the possibilities for improving the functioning of labour markets and facilitating mutually beneficial labour flows in the region. The book begins with a comparative overview of policy reforms, economic performance and structural changes, focusing on economic relations in the Greater Mekong countries. It then examines the salient features of labour market structures and policies, patterns of cross-border migration, and information systems, paying attention to the similarities and differences between countries. It is especially timely in the context of economic transition from socialist systems in the three Indochina countries, the ongoing policy reforms in Yunnan Province and Myanmar, and in light of the Asian financial crisis in shaping growth trends. The analysis yields policy recommendations for improvement in labour market performance. The book will be of great interest to development and labour economists and those working in the field of Asian studies, as well as to policymakers.

Available in PDF, EPUB and Kindle. Book excerpt: This paper, published as part of the ESCAP series Studies in Trade and Investment, explores the linkages between trade, labour mobility and development in the Asia-Pacific region. The paper moves from an analysis of recent trends in regional labour mobility through an examination of the connections between trade, migration and development. Finally it considers how migration could be better governed at the multilateral, regional and bilateral levels. A central theme of the paper is that, when properly governed, labour mobility can deliver large and sustained development gains. Improving cross-border labour market access, particularly for people from developing countries, therefore needs higher prioritization by regional policymakers. At the same time, the concerns of receiving country populations around higher levels of immigration also need to be addressed. Striking this balance will require, in particular, the expansion and further adoption of co-operative agreements between sending and receiving countries which provide labour market access in return for more cooperation in migration management and enforcement.

Available in PDF, EPUB and Kindle. Book excerpt: "South-South Migration and Remittances" reports on preliminary results from an ongoing effort to improve data on bilateral migration stocks. It sets out some working hypotheses on the determinants and socioeconomic implications of South-South migration. Contrary to popular perception that migration is mostly a South-North phenomenon, South-South migration is large. Available data from national censuses suggest that nearly half of the migrants from developing countries reside in other developing countries. Almost 80 percent of South-South migration takes place between countries with contiguous borders. Estimates of South-South remittances range from 9 to 30 percent of developing countries' remittance receipts in 2005. Although the impact of South-South migration on the income of migrants and natives is smaller than for South-North migration, small increases in income can have substantial welfare implications for the poor. The costs of South-South remittances are even higher than those of North-South remittances. These findings suggest that policymakers should pay attention to the complex challenges that developing countries face not only as countries of origin, but also as countries of destination.

Book excerpt: International migration and other types of cross-border movement of people are becoming an important part of international relations in Northeast Asia. In this particular study, experts on China, Japan, Korea, Mongolia and Russia examine the political, economic, social and cultural dimensions of the interaction between border-crossing individuals and host communities, highlighting the challenges that face national and local leaders in each country and suggesting needed changes in national and international policies. The authors analyze population trends and migration patterns in each country: Chinese migration to the Russian Far East, Chinese, Koreans, and Russians in Japan, North Koreans in China, and migration issues in South Korea and Mongolia. The book introduces a wealth of empirical material and insight to both international migration studies and Northeast Asian area studies.
