Book excerpt: The labour market in the cross-border areas has always triggered an evident interest from local and national authorities, but also on the part of the institutions of the European Union or of the Council of Europe. However, the policies and measures created in frontier areas did not produce consistent and integrative effects to ensure a harmonious development of the frontier labour market. For these reasons, along time, there were created several legal instruments which had as their objective the creation of synergies between public and private actors with responsibilities in the management of the labour market in the cross-border area. The study aims to present the EURES cross-border partnership from the perspective of a legal construction to create those key elements needed for the construction of a genuine European labour market. Thus, in the first part of the study we presented the concept of the EURES cross-border partnership and how it materializes at the level of the European Union. The second part of our analysis is devoted to the presentation of the only EURES cross-border partnership being established between the states of the Carpathian Euro-region, more precisely between Hungary and Slovakia, which carries the name: Danubius. In the last part of the study we presented the main features of the labour market in the cross-border of Romania and Hungary, as well as our proposal for the establishment of a EURES cross-border partnership between public employment services of all Romanian-Hungarian frontier regions, together with trade unions and business organizations. Also, we consider that an important role in strengthening the partnership can have: the regional and local authorities and their associations, and organizations dealing with vocational training and higher education institutions in the frontier regions.

Book excerpt: This book presents a new approach to management in an increasingly interactive world. In this context, the use of the word “new” has two meanings. The first relates to a new definition of borders (which are natural, institutional, functional, or mixed); the second concerns the fact that the book applies (and, where necessary, develops) analytical tools, methods and models that are different from those used in other similar books. The objectives of this book are: to clarify whether existing management theories and methods can be effectively applied in an entity (which can be defined as a sovereign country, a region, a community, a culture, or a firm) as the latter increasingly interacts with the rest of the world; to develop qualitative and quantitative methods to help leaders make optimal decisions for their entity and, at the same time, to maximize the positive (or minimize the negative) effects of those decisions on the rest of the world; and to design workable cross-border cooperation plans and conflict-management schemes that allow policy-makers to better cope with the challenges and problems posed by our increasingly interactive world.

Book excerpt: The chronicle of a ten-year partnership between MIT and Singapore's Education Ministry that shows cross-border collaboration in higher education in action. In this book, Dara Fisher chronicles the decade-long collaboration between MIT and Singapore's Education Ministry to establish the Singapore University of Technology and Design (SUTD). Fisher shows how what began as an effort by MIT to export its vision and practices to Singapore became an exercise in adaptation by actors on the ground. As cross-border higher education partnerships become more widespread, Fisher's account of one such collaboration in theory and practice is especially timely.

Book excerpt: As the importance of sustainability in strategy and development grows, so does the importance of cross-border cooperation (CBC) to facilitate green projects. Border territories, however, are complex and fragile areas, and thus, their planning through CBC projects should be deeply analyzed and studied. It has become crucial to understand this issue across many different disciplines. Cross-Border Cooperation (CBC) Strategies for Sustainable Development is a pivotal reference source that provides relevant theoretical frameworks and trends in border area dynamics as well as cross-border cooperation’s influence on sustainable development. Highlighting topics such as CBC in insular territories, biodiversity policy, and sustainable planning and development, this book is ideally designed for culture analysts, sustainability specialists, policymakers, researchers, academicians, and students.

Book excerpt: Cross-border cooperation is vital to overcoming obstacles to security building and the consolidation of stability, particularly in regions prone to political upheaval and conflict. This book presents papers from the NATO Advanced Research Workshop entitled “Security and Cross-Border Cooperation in the EU, Black Sea Region and Southern Caucasus”. This workshop was part of the NATO Science for Peace and Security Programme, and was held in Ankara, Turkey, in September 2011. It focused on developing a future research agenda, strengthening regional studies and increasing interdisciplinarity and the means to improve cross-border cooperation and was aimed at providing a comprehensive, interactive and interdisciplinary account of security building and cross-border cooperation in which domestic, regional and international dimensions were discussed. The book is divided into three sections. The first provides an analysis of the role of international and domestic actors in contributing to security building in the Euro-Atlantic, the Black Sea and the Southern Caucasus regions. The second section discusses the patterns of cross-border cooperation in Eastern and Central Europe and the wider Black Sea region, concentrating on Romania, Moldova, Ukraine, Georgia and the Russian Federation. With references to the nature of international involvement in conflict resolution, the last section focuses on cross-border cooperation in the Southern Caucasus, where conflicts have an enormous impact on nation-building, state-building and democratization, and where prospects for stability and a viable peace remain in serious question. This book is a valuable contribution to the literature on area studies, cross-border cooperation, security, and peace studies.
