The book addresses this question through theoretically and empirically informed case studies that explore the successes of, and the challenges to EU cross-border cooperation as a tool for conflict transformation. Conceptually, the contributors link the question of transforming conflict to changing understandings of borders and bordering. Empirically, the contributions represent case studies of practices and discourses of EU-sponsored cross-border cooperation, and challenges to it. The case studies encompass the multiple geographical perspectives of the EU internal boundaries, its (sometimes disputed) external borders, and borders involving third countries. From a thematic point of view, the collection focuses on the intersection of two levels at which bordering processes unfold and are enacted: the level of governance, devolution and international intervention and that of grass roots or civil society efforts, including cultural cooperation and artistic production. The collection thus offers a kaleidoscopic view of border politics and conflict that zooms in and out of the EU frontiers and their geopolitics of peacebuilding, security and cooperation. The chapters in this book were originally published as a special issue of the journal Geopolitics.

Book excerpt: Transforming conflict through social and economic development examines lessons learned from the Northern Ireland and Border Counties conflict transformation process through social and economic development and their consequent impacts and implications for practice and policymaking, with a range of functional recommendations produced for other regions emerging from and seeking to transform violent conflict. It provides, for the first time, a comprehensive assessment of the region’s transformation activity, largely amongst grassroots actors, enabled by a number of specific funding programmes, namely the International Fund for Ireland, Peace I, II and III and INTERREG I, II and IIIA. These programmes have been responsible for a huge increase in grassroots practice which to date has attracted virtually no academic analysis; this book seeks to fill this gap. In focusing on the politics of the socioeconomic activities that underpinned the elite negotiations of the peace process, key theoretical transformation concepts are firstly explored, followed by an examination of the social and economic context of Northern Ireland and the border counties. The three programmes and their impacts are then assessed before considering what policy lessons can be learned and what recommendations can be made for practice. This is underpinned by a range of semi-structured interviews and the author’s own experience as a project promoter through these programmes in the border counties for more than a decade. It focused on developing a future research agenda, strengthening regional studies and increasing interdisciplinarity and the means to improve cross-border cooperation and was aimed at providing a comprehensive, interactive and interdisciplinary account of security building and cross-border cooperation in which domestic, regional and international dimensions were discussed. The book is divided into three sections. The first provides an analysis of the role of international and domestic actors in contributing to security building in the Euro-Atlantic, the Black Sea and the Southern Caucasus regions. The second section discusses the patterns of cross-border cooperation in Eastern and Central Europe and the wider Black Sea region, concentrating on Romania, Moldova, Ukraine, Georgia and the Russian Federation. With references to the nature of international involvement in conflict resolution, the last section focuses on cross-border cooperation in the Southern Caucasus, where conflicts have an enormous impact on nation-building, state-building and democratization, and where prospects for stability and a viable peace remain in serious question. Book excerpt: Environmentalists and advocates of environmental cooperation in conflict frequently discuss certain environmental cooperation project proposals such as the establishment of the Peace Park in the demilitarized zone on the North-South Korean border, the Indo-Pakistani Peace Park on the Siachen Glacier, the joint system of trans-boundary environmental protection between Thailand and Cambodia, and the joint management of Palestinian and Israeli water resources. These proposals, however, are by no means isolated. The idea that the development of environmental cooperation in conflict areas can create a bridge between conflict communities and help conflict transformation and resolution is almost two decades old. Declarations of cooperation between conflict communities and bringing the potential for peaceful relationships into conflict areas through joint environmental projects appear in the agendas of several international governmental and non-governmental organizations. However, our knowledge of the “real” workings of environmental cooperation in conflict zones does not correspond with the popularity of these thoughts and actions. Although environmental cooperation has been initiated in many conflict areas, the differences in individual cases are so large that, so far, there is neither accurate data nor any idea of the workings of environmental cooperation as a tool for conflict transformation. This book addresses some of these issues and offers several new findings. Specifically, it examines the emergence of environmental cooperation and its function in political conflicts. It concludes that not all environmental cooperation is real cooperation and not all real cooperation is favorable. The scope, form, and content of cooperation are important to the peacebuilding potential of environmental cooperation, and there are multiple intervening factors such as motivation of actors, their value preferences, and duration of the support of external actors.

Outside parties learn how to facilitate cooperation by engaging local leaders in intensive, interactive workshops. These opposing leaders reside in small, ethnically divided countries, including Burundi, Cyprus, Estonia, Guyana, Sri Lanka, and Tajikistan, that have experienced communal conflicts in recent years. In Estonia and Guyana, peacebuilding initiatives sought to ward off violence. In Burundi and Sri Lanka, initiatives focused on ending ongoing hostilities, and in Cyprus and Tajikistan, these efforts brought peace to the country after its violence had ended. The contributors follow a systematic assessment framework, including a common set of questions for interviewing participants to prepare comparable results from a set of diverse cases. Their findings weigh the successes and failures of this particular approach to conflict resolution and draw conclusions about the conditions under which such interactive approaches work, as well as assess the audience and the methodologies used.
