Book excerpt: En 2000, au plus fort de la nouvelle économie, les TIC était acclamées comme la technologie qui allait révolutionner l'économie des pays de l'OCDE et leur apporter d'innombrables bienfaits. Le coup de frein qui a suivi a fait voler en éclats un certain nombre d'idées fausses sur les TIC : les cycles économiques ne sont pas finis ; les valorisations boursières doivent en effet s'appuyer sur les bénéfices ; et non, le secteur des TIC n'est pas à l'abri des crises. Pour autant il ne faudrait pas oublier les changements structurels et les avantages économiques qu'a déjà amenés et qu'amène encore aujourd'hui la diffusion des TIC. Cette étude examine les incidences des TIC sur la performance des entreprises et les stratégies susceptibles d'en tirer le meilleur profit. Revenant sur les effets déjà constatés sur l'économie, elle analyse les raisons pour lesquelles certains pays ont investi plus que d'autres dans ces technologies, et cherche à expliquer pourquoi seulement une partie d'entre eux ont pleinement pris la mesure de ce que les TIC peuvent leur apporter. Elle fait valoir que les TIC demeureront une technologie importante au cours des années à venir, car les réseaux irriguent désormais toute l'économie. À présent, il importe de savoir comment se servir au mieux de ces technologies. Cet ouvrage démontre de façon éloquente que les TIC, à défaut d'être une panacée, peuvent contribuer à faire évoluer l'activité des entreprises et les rendre plus performantes. Mais cette mutation ne se produira que si l'environnement est concurrentiel et si les investissements informatiques s'accompagnent de changements organisationnels, d'investissements dans les qualifications et d'une gestion avisée. Ce livre est un plaidoyer pour une stratégie publique globale visant à tirer le meilleur des technologies de l'information et de la communication.
