Available in PDF, EPUB and Kindle. Book excerpt: The accession of Croatia to the EU marked the end of a long and arduous period of transition. Croatia had to meet significantly higher criteria than previous states with suspicion and concerns among existing members about further enlargement increasing. Meanwhile initially strong public support in Croatia declined as inconsistencies in EU policy, entry criteria and problems caused by the economic crisis all combined with fears about the loss of national identity and the ability to realize national interests. The successful Croatian accession to the EU in 2013 shows that, despite concerns on both sides, the EU continues to have meaning and significance and that membership remains highly desirable. Through nine mutually interrelated chapters the contributors speak not only about the political and social situation in Croatia, but also prospects for the European Union itself.

Franjo Tudjman had won against communist opponents in the elections. Almost immediately, the army of the broken Yugoslavia attacked Croatia in a bid to take over the country again, a war lasted four years. Book excerpt: For the positive experience with tying progress in negotiations with progress in reform in Central and Eastern Europe, the European Union made its membership offer to the Western Balkans countries conditional on specific democratic principles, most notably (full) cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY). Yet, although EU membership is regarded as highly attractive both for political elites and the general public in the region, the erratic record of compliance with ICTY-related EU conditionality in Croatia since 2000 raises questions about the EU’s ability to provide for ‘rule transfer’ and ‘norm diffusion’ in the current enlargement round and poses a puzzle to scholars of international relations and EU enlargement alike. My findings suggest that EU conditionality was rather inconsistently applied toward Croatia. Two main conclusions can be made from this. First, individual member states have gained in influence over enlargement policy that leads to a more politicized use of the conditionality tool undermining its effectiveness. Second, it illustrates the need to place politics in time and to go beyond purely rationalist explanations.

It brings together the best political scientists, macroeconomists and public finance experts from Croatia to provide an in-depth analysis of the Croatian policy-making context and the impact of Europeanization upon its domestic institutional framework. The second part of the book scrutinizes the political economy context and Croatia's long-term macroeconomic under-performance, especially in comparison to other transition economies. The final part explores sectoral public policies, including cohesion policy, education, health, pensions, and local government. The book offers a unique blend of Croatia's political economy framework and public policy analysis.

Available in PDF, EPUB and Kindle. Book excerpt: This book re-constructs the evolution of the border conflict between Croatia and Slovenia. The aim is to reveal the processes at work, the historical and contemporary circumstances, and the strategies and motives of the actors involved. The book highlights the roles of the European Union and of judicial third parties in the management of the conflict. Further, it considers the precedent-setting value of the Slovenian-Croatian conflict, the attempts at its resolution, and what they mean for the ongoing and prospective EU enlargement in South East Europe. Internal documents and interviews are at the heart of this process-tracing analysis, which discusses the third-party roles of the European Commission and the EU Council Presidency in 2008/2009 as a mediator-facilitator in the drafting stages of the arbitration agreement, and the judicial work of the arbitration tribunal and the EU Court of Justice. Lastly, the book offers policy recommendations on how to strengthen dispute resolution and solve current bilateral issues in the EU accession process.

Available in PDF, EPUB and Kindle. Book excerpt: "The year 2023 marked the tenth anniversary of Croatia's membership of the European Union, the last acceding country to the EU and thus, represents a fitting opportunity to explore the political, economic and social dimensions of this tremendous transformation. This book examines how Croatia has changed over the last ten years and looks at the driving forces as well as the obstacles on its post-accession path of Europeanization. The book argues that the Croatian case has special importance given that the last decade of European integration has arguably been the most challenging one yet. It started with the Eurozone-wide sovereign debt crisis and ended with the economic hardship caused by the COVID-19 pandemic and Russia's aggression on Ukraine. Such demanding circumstances where agenda was often defined in an ad hoc way posed a huge test for Croatia's governmental capacity. The book provides answers to the question of how successful Croatian policymakers were in dealing with the crises related challanges and other needed adaptations. The book explores how EU membership has affected the design and implementation of selected national public policies, the functioning of governing institutions and patterns of cooperation between main social actors. Expert contributors analyze the impact of the EU membership in two principal areas: political and economic. Each of these book parts is composed of individual chapters addressing relevant topics. The book is intended for researchers, academics and students interested in these issues, as well as policymakers, entrepreneurs and lobbyists concerned with European integration"--

Available in PDF, EPUB and Kindle. Book excerpt: This book critically examines the process of statebuilding by the EU, focusing on its attempts to build Member States in the Western Balkan region. This book analyses the European Union's policies towards, and the impact they have, upon the states of the Western Balkans, and assesses how these affect the nature of EU foreign policy. To this end, it focuses on the tools and mechanisms that the EU employs in its enlargement policy and examines the new instruments of direct intervention (in Bosnia and Kosovo), political coercion (in the case of Croatia and Serbia in relation to the International Criminal Tribunal for the former Yugoslavia), and stricter conditionality in the Western Balkan countries. The book discusses the key aim of this special form of statebuilding, which is to establish functional liberal-democratic states in Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, and Serbia in order for them to join the EU and to cope with the responsibilities and pressures of membership in the future. However, the authors argue that while the EU sees itself as an international actor that promotes and protects liberal-democratic values, norms and principles, its experiences in the Western Balkans demonstrate how the EU ́s actions in the region have undermined the basic principles of democratic decision-making (such as the European support for impositions in Bosnia) and international law (Kosovo), and have consequently contributed to new tensions (see police reform in Bosnia, and the tensions between Kosovo and Serbia) and dependencies. This book will be of much interest to students of statebuilding, EU politics, global governance and IR/Security Studies in general.

Book excerpt: Praise for the 1st Edition? This is a rich and timely volume full of novel glimpses into areas of perennial policy concern ... as well as a host of less familiar concerns.... The extremely readable efforts to make sense of policy conundrums means the book may be used quite profitably in the classroom, and the very fact that all member states are covered testifies to the project?s considerable comparative breadth.??William M. Downs, The Journal of PoliticsThoroughly updated, this new edition of The European Union and the Member States explores the complex relationship between the EU and each of its now 25 members. The country chapters follow a common format, considering: How and in what areas does EU policy affect, and how is it affected by, the member states? What mechanisms do the member states use to implement EU policy? What is each state?s compliance record?Covering the full range of issues?from economic, social, and environmental, to security, to home and justice affairs?the authors offer an insightful discussion of the interplay of EU initiatives with strong, existing national policies and traditions.Eleanor E.
