Book excerpt: Covers critical infrastructure protection, providing a rigorous treatment of risk, resilience, complex adaptive systems, and sector dependence Wide in scope, this classroom-tested book is the only one to emphasize a scientific approach to protecting the key infrastructures components of a nation. It analyzes the complex network of entities that make up a nation's infrastructure, and identifies vulnerabilities and risks in various sectors by combining network science, complexity theory, risk analysis, and modeling and simulation. This approach reduces the complex problem of protecting water supplies, energy pipelines, telecommunication stations, power grid, and Internet and Web networks to a much simpler problem of protecting a few critical nodes. The new third edition of Critical Infrastructure Protection in Homeland Security: Defending a Networked Nation incorporates a broader selection of ideas and sectors than the previous book. Divided into three sections, the first part looks at the historical origins of homeland security and critical infrastructure, and emphasizes current policy. The second examines theory and foundations, highlighting risk and resilience in the context of complexity theory, network science, and the prevailing theories of catastrophe. The last part covers the individual sectors, including communications, internet, cyber threats, information technology, social networks, SCADA, water and water treatment, energy, and more. Covers theories of catastrophes, details of how sectors work, and how to deal with the problem of critical infrastructure protection’s enormity and complexity Places great emphasis on computer security and whole-community response Includes PowerPoint slides for use by lecturers, as well as an instructor's guide with answers to exercises Offers five robust appendices that augment the non-mathematical chapters with more rigorous explanations and mathematics Critical Infrastructure Protection in Homeland Security, Third Edition is an important book for upper-division undergraduates and first-year graduate students in political science, history, public administration, and computer technology. It will also be of great interest to professional security experts and policymakers.

Book excerpt: "In summary, all of us need to recognize that the cyber revolution brings us into a new age as surely as the industrial revolution did two centuries ago. Now, as then, our continued security requires a reordering of national priorities and new understanding about our respective roles in support of the national goals. The relationships that have stood us in such good stead through the end of the second millennium must give way to new ones better suited to the third."--Page xi.

The mutual dependencies of services between systems form a complex “system of systems” with a large perturbation surface, prone to be damaged by natural and anthropic events. Their intrinsic and extrinsic vulnerabilities could be overcome by providing them adaptive properties to allow fast and effective recovery from loss of functionality. Resilience is thus the key issue, and its enhancement, at the systemic level, is a priority goal to be achieved. This volume reviews recent insights into the different domains (resilience-enhancing strategies, impact and threats knowledge, and dependency-related issues) and proposes new strategies for better critical infrastructure protection.

The array of physical assets, functions, and systems across which these goods and services move are called critical infrastructures (CI) (e.g., electricity, the power plants that generate it, and the electric grid upon which it is distributed). The national security community is concerned about the vulnerability of CI to both physical and cyber attack. This report discusses the evolution of a national CI policy and the institutional structures established to implement it. The report highlights five issues of Congressional concern: identifying critical assets; assessing vulnerabilities and risks; allocating resources; info. sharing; and regulation. Illustrations.

The array of physical assets, processes and organizations across which these goods and services move are called critical infrastructures (e.g. electricity, the power plants that generate it, and the electric grid upon which it is distributed). Computers and communications, themselves critical infrastructures, are increasingly tying these infrastructures together. There has been growing concern that this reliance on computers and computer networks raises the vulnerability of the nation's critical infrastructures to "cyber" attacks. In May 1998, President Clinton released Presidential Decision Directive No. 63. The Directive set up groups within the federal government to develop and implement plans that would protect government-operated infrastructures and called for a dialogue between government and the private sector to develop a National Infrastructure Assurance Plan that would protect all of the nation's critical infrastructures by the year 2003. While the Directive called for both physical and cyber protection from both man-made and natural events, implementation focused on cyber protection against man-made cyber events (i.e. computer hackers). However, given the physical damage caused by the September 11 attacks and the subsequent impact on the communications, finance, and transportation services, physical protections of critical infrastructures is receiving greater attention.

Available in PDF, EPUB and Kindle. Book excerpt: Recent decades have seen an increase in the number of terrorist attacks, necessitating the development of more efficient global security policies. One of the most important elements of this enhanced security is the protection of critical infrastructure. This book presents edited contributions from the NATO Advanced Training Course (ATC) on Critical Infrastructure Protection - Best Practices and Innovative Methods of Protection, held in Agadir, Morocco, from 6 to 12 May 2018. The main objective of the course was to bring together specialists working in the area of protecting critical infrastructure in NATO Member and Partner countries to share their knowledge and expertise. One lecture block was dedicated to important legal aspects, as these differ from country to country. The other main topic areas included the structural design and protection of critical infrastructure, new materials and material analysis, and material and construction testing at elevated impact velocities via experiment and numerical simulation. New designs for critical infrastructure elements were also demonstrated. The course provided an ideal forum for speakers and participants from government, academia, and military bodies to exchange information and best practice, while at the same time creating links to foster further collaboration and the exchange of ideas about the protection of critical infrastructure, and the book will be of interest to all those whose work involves protecting critical infrastructure from the threat of terrorist attack.

Book excerpt: The present volume aims to provide an overview of the current understanding of the so-called Critical Infrastructure (CI), and particularly the Critical Information Infrastructure (CII), which not only forms one of the constituent sectors of the overall CI, but also is unique in providing an element of interconnection between sectors as well as often also intra-sectoral control mechanisms. The 14 papers of this book present a collection of pieces of scientific work in the areas of critical infrastructure protection. In combining elementary concepts and models with policy-related issues on one hand and placing an emphasis on the timely area of control systems, the book aims to highlight some of the key issues facing the research community.

Book excerpt: The Homeland Security Act of 2002 created DHS and gave the department wide-ranging responsibilities for, among other things, leading and coordinating the overall national critical infrastructure protection effort. Homeland Security Presidential Directive (HSPD) 7 further defined critical infrastructure protection responsibilities for DHS and SSAs. HSPD-7 directed DHS to establish uniform policies, approaches, guidelines, and methodologies for integrating federal infrastructure protection and risk management activities within and across CIKR sectors.
