El principal objetivo de la política es la consecución de un grado razonable de estabilidad social. Ello se alcanza cuando la cooperación supera al conflicto, o bien cuando el conflicto es canalizado de modo que no altere la gobernabilidad. Los delincuentes, como categoría de personas, representan una amenaza judicial; sin embargo, en cuanto se organizan pueden convertirse en una amenaza política. Una organización se convierte en un desafío para el Estado por dos medios: cuando se lo propone o bien cuando resulta disfuncional en términos estatales. El primer tipo de amenaza es el que constituyen los grupos insurgentes que se valen de métodos o actividades mafiosas para la apropiación de los recursos que utilizan con fines políticos. Los grupos del crimen organizado mexicano son ejemplo del segundo tipo de amenaza. Las actividades del crimen organizado mexicano dificultan la gobernabilidad, pero no disputan el poder político ni la dirección del Estado en el nivel nacional. En lo local, en algunas regiones, la situación es muy distinta. Hemos recurrido a un modelo teórico, con evidencia empírica, para mostrar cómo es que actúa dicha dinámica.

But while organized crime may not get the headlines it once did in North America, the resurgence of such criminal activity in Latin America, and in some European nations, has grabbed the public’s attention. In Dangerous Liaisons noted scholars describe and analyze the role of organized crime in the financing of politics in selected democracies in Latin America (Argentina, Brazil, Colombia, Costa Rica, and Mexico) and in Europe (Bulgaria and Italy). The book seeks to unravel the myths that have developed around crime in these locales, while providing facts and informing the debate on how organized crime corrupts democratic institutions, especially in relation to the funding of political parties and their activities.
