Book excerpt: The attempt of the Grameen Bank to alleviate poverty and enhance the skills and productivity of its rural women clients provides the fascinating backdrop to this important study of micro-credit institutions. Tazul Islam examines the real extent to which the Grameen Bank's credit-alone policy has been successful in securing the Bank's financial sustainability; its practical role in alleviating poverty and its actual impact on the productivity of its clients. This book concludes by considering alternative policy options that hold out the possibility of increased poverty alleviation.

Book excerpt: In most developing countries, poverty is more widespread and severe in rural than in urban areas. The author reviews some important aspects of rural poverty and draws key implications for public policy. He presents a policy framework for reducing poverty, taking into account the functional differences and overlap between the rural poor. Several policy options are delineated and explained, including stable management of the macroeconomic environment, transfer of assets, investment in and access to the physical and social infrastructure, access to credit and jobs, and provision of safety nets. Finally, some guideposts are identified for assessing strategies to reduce rural poverty.

Book excerpt: Fight rural poverty through the creation of significant policy mechanisms, microenterprises, and employment programs The majority of the world’s poor live in Asia, and most of these live in rural areas. These areas are also infamous for the food insecurity and malnutrition associated with poverty. Making even a modest dent in rural Asian poverty has the potential to realize large gains in global human development. Reducing Rural Poverty in Asia provides evidence-based guidelines for policymakers in developing countries, for researchers focusing on development problems, and for the international development assistance community in the continuing search for ways to effectively reduce poverty in the developing world. Detailed examinations are clearly presented on the efforts for poverty alleviation through microenterprise development and rural public employment programs that focus on public works and household/small-scale industries. Asia-based case studies of various microenterprises and rural public employment projects reveal important policy mechanisms and the effectiveness of each poverty reduction measure. Tables, figures, and relevant glossaries make unfamiliar terms and difficult information easy to understand. Part I of Reducing Rural Poverty in Asia: presents a framework for the analysis of rural microenterprises with a focus on microfinance highlights the main findings of country-specific case studies suggests guidelines for an appropriate strategy for the provision of microfinance to reach the poor, alleviate poverty, and create financial stability analyzes the issues relating to public wage employment schemes and the principal findings of the case studies draws policy conclusions for the formulation of effective public employment schemes Part II of Reducing Rural Poverty in Asia presents case studies conducted in India, Bangladesh, and the Philippines—along with revealing conclusions. These studies include: the SIDBI Foundation for Micro Credit in India—including the continuing problem of the exclusion of the poorest the Maharashtra Rural Credit Project in India and concerns about the sustainability of the financial infrastructure the Small Enterprises Development Project in Bangladesh and the high rate of return on capital from financed enterprises the successes of the Grameen Uddog, Agrani Bank Micro-Enterprise Development Unit (MEDU), and Kishoreganj Community-Based Projects in Bangladesh the income-stabilizing role of the Employment Guarantee Scheme in Maharashtra, India guidelines for the Public Works Employment policy and implementation in the Philippines Reducing Rural Poverty in Asia is a concise overview of the crucial research undertaken at the request of the International Fund for Agricultural Development (IFAD) and makes this a vital resource for researchers, educators, students, policymakers, and development experts working towards the goal of poverty reduction.

Book excerpt: To promote agricultural -- and hence economic -- growth, Pakistan must make more credit available to agricultural smallholders, the rural nonfarm sector, and women. Subsidizing interest rates is not the way to help marginal borrowers. Instead, they can be helped through fixed-cost subsidies and self-selected targeting. Pakistan's rural sector accounts for more than 70 percent of employment, and roughly two-thirds of rural employment is in agriculture. Less than a third of rural households get loans, only 10 percent of which are from institutional sources. Pakistan's credit institutions are not helping the country accelerate agricultural growth and reduce poverty. To improve performance in the rural economy and efficiency in financial institutions, rural credit markets must be liberalized. The government needs to initiate the following reforms: * Produce and price controls must be replaced by prudent regulation and supervision, combined with policies to stabilize the economy. * Commercial banks must operate in a competitive environment. They must be allowed to set interest rates for rural lending that cover their transaction costs. * Credit must be made available to support productivity growth for agricultural smallholders and small producers of the rural nonfarm sector, where Pakistan's growth potential lies. * Credit must be made available to women and to the rural poor for consumption-smoothing and for sustainable income-generating activities. Policy should be directed at developing a market-based financial system for rural finance, but because of market failures to support disadvantaged groups, a special-priority program may be needed to get credit to women, smallholders (with 10 acres or less), and the rural nonfarm sector (small-scale nonfarm activities such as livestock, fishery, forestry, and rangelands, and industrial microenterprises). Subsidizing interest rates is not the way to help marginal borrowers. Instead, they can be helped through fixed-cost subsidies and self-selected targeting. Nongovernmental organizations (NGOs) should be encouraged to help, keeping in mind such NGO success stories as the Grameen Bank in Bangladesh and Badan Kredit Kecaratan (BKK) in Indonesia. Commercial banks should be encouraged to lend on other bases than the mortgage and passbook system. They could experiment with wholesaling credit through input suppliers, marketing agents, and NGOs. They should consider lending for such downstream agricultural activities as agroprocessing. The biggest challenge facing rural finance is the restructuring of cooperatives. The next important step for the Agricultural Development Bank of Pakistan would be a portfolio audit -- the results of which will determine next steps, such as major restructuring of its portfolio and changing its ownership. To improve rural financing, the system of property rights, title, and default enforcement must also be strengthened, among other reforms. This paper -- a product of the Agricultural and Natural Resources Division, South Asia, Country Department I -- is part of a larger effort in the region to analyze major issues of agricultural growth and rural development in Pakistan and working with the government in developing a strategy to address those issues.

Available in PDF, EPUB and Kindle. Book excerpt: Uganda's National Resistance Movement (NRM) government has used credit as one of the policy strategies to reduce poverty levels. This study examines the effectiveness of that policy. It traces the ascendance to power of NRM in 1986, when the country was in crisis, devastated by years of political turmoil and economic mismanagement; and illustrates how the NRM, with the assistance of the World Bank and the IMF, embarked on a multi-pronged strategy to reconstruct the economy and improve living conditions. Issues explored are the extent to which the sweeping reforms impacted on the welfare of the rural poor; the extent to which credit programmes have economically empowered the rural poor; and further examines whether credit initiatives created economic sustainability for the beneficiaries. Dr. William Muhumuza is an Associate Professor in the Department of Political Science at Makerere University. He specialises in the study of political economy with a focus on rural development and good governance.

Book excerpt: This book provides a blueprint for the allocation of public expenditures “in” and “for” agriculture at the dis-aggregated state level and suggests a reorientation in favour of disadvantaged regions where the marginal returns on additional investments would be higher. It provides insights into the inter-linkages between public expenditures, private investment, rural poverty, and agriculture productivity from a regional perspective to reflect upon spatial differences in the welfare effects of various investments, subsidies, and policies. The book focuses on agricultural growth and rural poverty reduction through public and private investments, non-farm employment, and other pathways to the formulation of appropriate policies at the dis-aggregated state level. It presents new evidence based on advanced econometric tools for analysing and understanding the relationship between public and private investments in agriculture and input subsidies (fertilizer, power, irrigation, and credit) together with their impacts at the dis-aggregated state level. The book also deliberates on an income based direct support system for farmers as an alternative to the existing input price subsidy regime. Accordingly, the book offers valuable insights not only for researchers working on poverty alleviation, rural economy, and agricultural growth, but also for policymakers.
