Following the release of the Augustine-Mies report, the National Defense Authorization Act for Fiscal Year 2016 called for DOE to develop an implementation plan for responding to the recommendations in that and similar reports. The NDAA also called for a 4 1â"2-year study, joint between the National Academies of Sciences, Engineering, and Medicine and the National Academy of Public Administration, to evaluate the implementation plan, to track the actions proposed in that plan, and to assess progress. Book excerpt: Title 32 of the National Defense Authorization Act for Fiscal Year 2000 (P.L. 106-65) established the National Nuclear Security Administration (NNSA) as a semiautonomous agency within the Department of Energy (DOE) with responsibility for the nation s nuclear weapons, nonproliferation, and naval reactors programs. The Congress created NNSA to correct long-standing and widely recognized management problems at DOE, which had been underscored by significant cost overruns on major projects and security problems at the national laboratories. This report reviews NNSA's progress in implementing four key components of Title 32 intended to improve NNSA's management, including NNSA's reorganization efforts; integrated planning, programming, and budgeting improvements; use of its excepted service personnel authority; and efforts to improve its procurement practices. In presenting the results of our work, we agreed to identify for each of the four management areas (1) the underlying problems to be addressed, (2) the status of NNSA's progress, and (3) the management issues that still remain. We recognize that the implementation of Title 32 is an evolving and dynamic process; our observations on NNSA's progress are based on audit work conducted through December 2001.

Nonproliferation programs administered by the National Nuclear Security Administration (NNSA) are working to secure nuclear materials in Russia and other countries. GAO assessed (1) U.S. governmentwide efforts to implement the President's 4-year nuclear material security initiative; (2) the status and challenges, if any, of NNSA's nuclear security programs in Russia; and (3) NNSA efforts to secure nuclear materials in countries other than Russia. To address these issues, GAO analyzed U.S. nuclear security strategies and plans and interviewed U.S. and Russian government officials. This report summarizes the findings of GAO's classified report on securing nuclear materials worldwide. GAO suggests that Congress consider extending the deadline for NNSA to complete Material Protection, Control, and Accounting (MPC & A) program activities in Russia. GAO recommends that the Department of Energy (DOE) and NNSA take several actions regarding three nonproliferation program efforts in Russia, such as clarifying the remaining scope and costs of MPC & A work in Russia. GAO also recommends that the National Security Council (NSC) lead interagency development of a more detailed implementation plan for the President's 4-year initiative. DOE and NNSA agreed with the recommendations. NSC did not comment on GAO's recommendations.
