Does it generate a peace-dividend and reduce conflict at home? Within the international community, democracy and governance are widely advocated as intrinsically desirable goals. Nevertheless, alternative schools of thought dispute their consequences and the most effective strategy for achieving critical developmental objectives. This book argues that both liberal democracy and state capacity need to be strengthened to ensure effective development, within the constraints posed by structural conditions. Liberal democracy allows citizens to express their demands, hold public officials to account and rid themselves of ineffective leaders. Yet rising public demands that cannot be met by the state generate disillusionment with incumbent officeholders, the regime, or ultimately the promise of liberal democracy ideals. Thus governance capacity also plays a vital role in advancing human security, enabling states to respond effectively to citizen's demands.

They are more likely to attempt to covertly change the opposing regime, by assassinating a foreign leader, sponsoring a coup d’état, meddling in a democratic election, or secretly aiding foreign dissident groups. In Covert Regime Change, Lindsey A. O’Rourke shows us how states really act when trying to overthrow another state. She argues that conventional focus on overt cases misses the basic causes of regime change. O’Rourke provides substantive evidence of types of security interests that drive states to intervene. Offensive operations aim to overthrow a current military rival or break up a rival alliance. Preventive operations seek to stop a state from taking certain actions, such as joining a rival alliance, that may make them a future security threat. Hegemonic operations try to maintain a hierarchical relationship between the intervening state and the target government. Despite the prevalence of covert attempts at regime change, most operations fail to remain covert and spark blowback in unanticipated ways. Covert Regime Change assembles an original dataset of all American regime change operations during the Cold War. This fund of information shows the United States was ten times more likely to try covert rather than overt regime change during the Cold War. Her dataset allows O’Rourke to address three foundational questions: What motivates states to attempt foreign regime change? Why do states prefer to conduct these operations covertly rather than overtly? How successful are such missions in achieving their foreign policy goals?

There are flows and acceleration, but also what the sociologist Robert Castel calls the Òstatus of casual workers,Ó whose present is languishing before their very eyes and who have no past except in a complicated way (especially in the case of immigrants, exiles, and migrants) and no real future (since the temporality of plans and projects is denied them). Presentism is therefore experienced as either emancipation or enclosure, in some cases with ever greater speed and mobility and in others by living from hand to mouth in a stagnating present. Hartog also accounts for the fact that the future is perceived as a threat and not a promise. We live in a time of catastrophe, one he feels we have brought upon ourselves.

Not only has progress toward modernity often been equated with secularization, but when religion is admitted into modernity, it has been distinguished from superstition. That such ideas are continually contested does not undercut their extraordinary influence. These divisions underpin this investigation of the role of religion in the construction of modernity and political power during the Nanjing Decade (1927–1937) of Nationalist rule in China. This book explores the modern recategorization of religious practices and people and examines how state power affected the religious lives and physical order of local communities. It also looks at how politicians conceived of their own ritual role in an era when authority was meant to derive from popular sovereignty. The claims of secular nationalism and mobilizational politics prompted the Nationalists to conceive of the world of religious association as a dangerous realm of “superstition” that would destroy the nation. This is the first “superstitious regime” of the book’s title. It also convinced them that national feeling and faith in the party-state would replace those ties—the second “superstitious regime.”"

Can they make their regimes impervious to coups? How to Prevent Coups d'État shows that how leaders organize their coercive institutions has a profound effect on the survival of their regimes. When rulers use presidential guards, militarized police, and militia to counterbalance the regular military, efforts to oust them from power via coups d'état are less likely to succeed. Even as counterbalancing helps to prevent successful interventions, however, the resentment that it generates within the regular military can provoke new coup attempts. And because counterbalancing changes how soldiers and police perceive the costs and benefits of a successful overthrow, it can create incentives for protracted fighting that result in the escalation of a coup into full-blown civil war. Drawing on an original dataset of state security forces in 110 countries over a span of fifty years, as well as case studies of coup attempts in Asia, Africa, Latin America, and the Middle East, De Bruin sheds light on how counterbalancing affects regime survival. Understanding the dynamics of counterbalancing, she shows, can help analysts predict when coups will occur, whether they will succeed, and how violent they are likely to be. The arguments and evidence in this book suggest that while counterbalancing may prevent successful coups, it is a risky strategy to pursue—and one that may weaken regimes in the long term.
