Available in PDF, EPUB and Kindle. Book excerpt: China0́9s Guangzhou Development District (GDD) will be the site of the new innovation cluster known as Sino-Singapore Guangzhou Knowledge City. Jointly developed by GDD and Singbridge of Singapore, Knowledge City will be a new environmentally and technologically advanced city that hosts innovative industries and their associated knowledge workers. To achieve this goal, GDD must design a strategic plan to pursue three primary goals: attract high-technology companies and enable their growth; attract and retain a highly skilled, innovative workforce; and ensure the availability of innovation-oriented finance. This report first presents a portrait of high-technology firms in Guangzhou and compares Guangzhou with other Chinese cities. It then presents an analysis of three case studies-Silicon Valley, the life sciences corridor in Maryland, and the technology cluster between Tel Aviv and Haifa in Israel-and describes the factors that led to their success. Finally, it provides an overview of the current innovation system in GDD and applies lessons learned from the case studies and from the literature on entrepreneurship, innovation, and cluster formation to GDD and Knowledge City. This is a companion volume to another RAND report, An Outline of Strategies for Building an Innovation System for Knowledge City (MG-1240-GDD), which outlines a strategic plan for Knowledge City and is intended to help the developers create conditions that are conducive to innovation and the commercialization of new technologies.

Available in PDF, EPUB and Kindle. Book excerpt: This volume assesses China's transition to innovation-nation status in terms of social conditions, industry characteristics and economic impacts over the past three decades, also providing insights into future developments. Defining innovation as the process that generates a higher quality, lower cost product than was previously available, the introductory chapter conceptualizes the theory of an innovation nation and the lessons from Japan and Untied States. It outlines the key governance, employment and investment institutions that China must build for such transition to occur, and examines China's challenges and strategies to innovate in the era of global production systems. Two succeeding chapters explain the evolving roles of Chinese state in innovation, and the new landscape of venture capital finance. The remaining chapters provide studies of major industries, which contain analyses of the evolving roles of investment by government agencies and business interests in the process. Included in these studies are traditional industries such as mechanical engineering, railroads, and automobiles; rapidly evolving and internationally highly integrated industries such as information-and-communication-technology (ICT); and newly emerging sectors such as wind and solar energy. Written by leading academics in the field, studies in this volume reveal Chinese innovation as diverse across industries and enterprises and fluid over time. In each sector, we observe continued co-evolution of state policy, market demand, and technology development. The strategies and structures of individual companies and industrial ecosystems are changing rapidly. The sum total of the studies is a great step forward in our understanding of the industrial foundations of China's attempt to become an innovation nation.

Available in PDF, EPUB and Kindle. Book excerpt: Recognising that creativity is a major driving force in the post-industrial economy, the Chinese government has recently established a range of "creative clusters" – industrial parks devoted to media industries, and arts districts – in order to promote the development of the creative industries. This book examines these new creative clusters, outlining their nature and purpose, and assessing their effectiveness. Drawing on case studies of a range of cluster models, and comparing them with international examples, the book demonstrates that creativity, both in China and internationally, is in fact a process of fitting new ideas to existing patterns, models and formats. It shows how large and exceptionally impressive creative clusters have been successfully established, but raises the important questions of whether profit or culture is the driving force, and of whether the bringing together of independent-minded, creative people, entrepreneurial businessmen, preferential policies and foreign investment may in time lead to unintended changes in social and political attitudes in China, including a weakening of state bureaucratic power. An important contribution to the existing literature on the subject, this book will be of great interest to scholars of urban studies, cultural geography, cultural economics and Asian studies.

Book excerpt: The Shenzhen Phenomenon is a comprehensive and systematic study about how Shenzhen, the world’s fastest growing city, has developed into an international metropolis from scratch within 40 years. It unravels the decision and policy making, planning, design, and development processes that have enabled the city’s rapid growth, and associated problems and paradoxes. It also reveals the politics and power that have propelled this experimental city to spearhead Deng Xiaoping’s ‘reform and opening-up’ agenda, which has made the city and remade the nation. This book demystifies several long-held misperceptions through identifying Shenzhen’s rise as an opportunity deriving from a crisis, as a product of both grassroots ingenuity and top vision, and as both a planned city and an unplanned city. Produced on the 40th anniversary of Shenzhen, this timely volume not only offers a comprehensive and systematic chronicle of the city, but also opens a window to understand China’s new city making and urbanisation. It will be of interest to academics, students and practitioners in the field of urban and Chinese studies, as well as urban planning and design.

Book excerpt: Information communications technologies (ICTs) are generally viewed as the new vehicle to redress developmental problems. The book assesses the value of such claims by analyzing the structure and workings of the global political economy (GPE) and its impact on, and prospects for developing countries in the current techno-economic context. The book uses a case study of the Caribbean to illustrate the challenges and opportunities faced by small-island developing states (SIDS) in the new techno-economic paradigm. The question must be asked, can small island developing states such as those of the Caribbean leverage modern ICTs for growth and development against the backdrop of a yawning global digital divide? Hence, the book addresses the central problem of the digital divide and whether emerging ICTs offer any real economic opportunities for the Caribbean region.

The Handbook consists of chapters written by over sixty experts from universities and research institutions worldwide, who describe and analyze this phenomenon with criticism, discussion of policy issues, and views about further development. It focuses on the microeconomic factors in China's growth, of which the critical force has been the steady drive for innovation. It identifies the many factors instrumental in the development of innovation and evaluates those that are specific to China's context, and those applicable to other nations. The scope of topics is comprehensive, covering China's development policies, the place of innovation in national priorities, the components of the national innovation system and the resources required for their effective deployment. These include the institutions and policies that provide incentives and support to technological development, including people, financial mechanisms, private ownership, rule of law and culture. The issue of foreign influence is also addressed, including the evolution of policy towards inward foreign direct investment and knowledge transfer and China's goals for outward foreign direct investment. The chapters include discussion of the capabilities and strategies of world-class Chinese innovators, together with emerging issues such as environmental remediation, green energy, digital innovation, open innovation, mass innovation and China's future science and technology policy. As China emerges as a contender for global leadership in many fields, the Handbook provides a foundation for informed conjecture regarding the challenges ahead"--

Available in PDF, EPUB and Kindle. Book excerpt: This book promotes the creation of advanced knowledge-based economies driven by innovation networks and the continuous development of human capital and capability. It provides valuable insights into the growing emergence of knowledge-based industries of the Asia Pacific, and highlights research on: modes of creativity and innovation; intellectual property; the components of national innovation systems such as firms, education and training; knowledge and technical infrastructure; and public policy. The Asia Pacific region is currently in the process of transforming from being the manufacturing centre of the global economy to a centre of innovation for the knowledge economy, with the successful IPO of Alibaba in 2014 being a prime example of this shift. From a neo-Schumpeterian perspective, the region is increasingly engaged in shortening and intensifying cycles of innovation. The historic agreement at the Beijing APEC meeting between China and the US to radically reduce carbon emissions indicates that one imperative of this innovation is to contribute to sustainability. The fact that the US Government is moving away from this historic commitment, while the Chinese Government is endorsing the commitment, indicates an emerging opportunity for Asia to lead the world technologically in a vital industrial sector of the future.
