Subsequent efforts led to the creation of the Nat. Drought Policy Comm. (NDPC), which issued its recommendations in May 2000 to establish such a nat. policy. Improved monitoring & forecasting is fundamental to a proactive nat. drought policy. Better science will lead to better & more timely decisions, thus reducing or mitigating a drought¿s impacts. In Feb. 2003, discussions were initiated to form a partnership between Governors & the NOAA to develop a vision & recommendations for establishing an improved drought monitoring & forecasting system. This report is the first product of that partnership. Illustrations.

Book excerpt: Drought risk management involves three pillars: drought early warning, drought vulnerability and risk assessment, and drought preparedness, mitigation, and response. This book collects in one place a description of all the key components of the first pillar, and describes strategies for fitting these pieces together. The best modern drought early warning systems incorporate and integrate a broad array of environmental information sources: weather station observations, satellite imagery, land surface and crop model simulations, and weather and climate model forecasts, and analyze this information in context-relevant ways that take into account exposure and vulnerability. Drought Early Warning and Forecasting: Theory and Practice assembles a comprehensive overview of these components, providing examples drawn from the Famine Early Warning Systems Network and the United States Drought Monitor. This book simultaneously addresses the physical, social, and information management aspects of drought early warning, and informs readers about the tools, techniques, and conceptual models required to effectively identify, predict, and communicate potential drought-related disasters. This book is a key text for postgraduate scientists and graduate and advanced undergraduate students in hydrology, geography, earth sciences, meteorology, climatology, and environmental sciences programs. Professionals dealing with disaster management and drought forecasting will also find this book beneficial to their work. - Describes and discusses the strategies and components used in effective and integrated 21st century drought early warning systems - Provides a one-stop-shop that describes in one book the observations, models, forecasts, indices, social context, and theory used in drought early warning - Identifies the latest tools and approaches used to monitor and forecast drought, sources of predictive skill, and discusses the technical and theoretical details required to use these tools and approaches in a real-world setting

This book was released on 2009-01-22 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the last three decades drought episodes have resulted in severe social problems in Mediterranean countries, receiving broad attention from the international scientific and policy communities. The experiences in the development and implementation of drought management plans highlight the success and challenges of coping with drought for societies with different vulnerabilities and emphasize risk-based drought management as a critical approach to mitigate the impacts associated to drought-induced water shortages. Based on these experiences and the current methods for evaluating risk, the book synthesises guidelines for drought management that link science and policy and that can be applied to other regions. The book comprises a collection of papers divided into four sections that appeal to a broad audience. First, the social and hydrological context of Mediterranean countries is presented, discussing the interactions that have resulted in the complex institutional framework, and highlighting the importance of stakeholder involvement and awareness building for successful drought management. This section emphasises the role of organizations, institutions, and civil stakeholders involved in drought preparedness and mitigation and/or on water management for designing effective risk based strategies that mitigate the effects of drought in agriculture and water supply systems. Second, the book presents an academic approach to risk evaluation, including characterization of drought episodes, development of indicators of risk in hydrological and agricultural systems, and analysis of the role of economic instruments and groundwater for risk mitigation. This section finalises with the description of an integrated method for evaluating social vulnerability based on indicators that include the capacity to anticipate, cope, and respond to drought. The third section includes a collection of case studies that include the description of effective measures taken in the past. These case studies provide the context for developing demand driven guidelines that may be applied to other regions. The authors of these chapters can be viewed as stakeholders in drought management, since they represent a broad range of sectors and institutions from Mediterranean European and North African countries. The topics addressed have implications for the international policy community interested in disaster mitigation, agricultural policy, and development. Finally a synthesis of the management actions is presented in four chapters. Monitoring and preparedness planning is the essential first step for moving from disaster to risk management in response to drought. The management actions related to agriculture and water supply systems are presented in two different chapters but with a common conceptual framework based on the use of drought indicators for evaluating the levels of drought risk (pre-alert, alert, and emergency), that allow establishing linkages between science and policy. The final chapter discuses the lessons learned and application to other regions.

Available in PDF, EPUB and Kindle. Book excerpt: Remote Sensing of Drought: Innovative Monitoring Approaches presents emerging remote sensing-based tools and techniques that can be applied to operational drought monitoring and early warning around the world. The first book to focus on remote sensing and drought monitoring, it brings together a wealth of information that has been scattered throughout the literature and across many disciplines. Featuring contributions by leading scientists, it assembles a cross-section of globally applicable techniques that are currently operational or have potential to be operational in the near future. The book explores a range of applications for monitoring four critical components of the hydrological cycle related to drought: vegetation health, evapotranspiration, soil moisture and groundwater, and precipitation. These applications use remotely sensed optical, thermal, microwave, radar, and gravity data from instruments such as AMSR-E, GOES, GRACE, MERIS, MODIS, and Landsat and implement several advanced modeling and data assimilation techniques. Examples show how to integrate this information into routine drought products. The book also examines the role of satellite remote sensing within traditional drought monitoring, as well as current challenges and future prospects. Improving drought monitoring is becoming increasingly important in addressing a wide range of societal issues, from food security and water scarcity to human health, ecosystem services, and energy production. This unique book surveys innovative remote sensing approaches to provide you with new perspectives on large-area drought monitoring and early warning.

Book excerpt: This second edition explores some of the latest techniques used to provide forecasts for a wide range of water-related applications in areas such as floods, droughts, water resources and environmental impacts. The practical uses can range from decisions on whether to issue a flood warning through to providing longer-term advice such as on when to plant and harvest crops or how to operate reservoirs for water supply and hydropower schemes. It provides an introduction to the topic for practitioners and researchers and useful background for courses in areas such as civil engineering, water resources, meteorology and hydrology. As in the first edition, the first section considers topics such as monitoring and forecasting techniques, demand forecasting and how forecasts are interpreted when issuing warnings or advice. Separate chapters are now included for meteorological and catchment monitoring techniques allowing a more in-depth discussion of topics such as weather radar and water quality observations. The chapters on meteorological and hydrological forecasting now include a greater emphasis on rainfall forecasting and ensemble and probabilistic techniques. Regarding the interpretation of forecasts, an updated chapter discusses topics such as approaches to issuing warnings and the use of decision support systems and risk-based techniques. Given the rapid pace of development in flash flood fore casting techniques, flash floods and slower responding riverine floods are now considered in separate chapters. This includes more detail on forecasting floods in large river basins and on methods for providing early warnings of debris flows, surface water flooding and ice jam and dam break floods. Later chapters now include more information on developing areas such as environmental modelling and seasonal flow forecasting. As before examples of operational systems are provided throughout and the extensive sets of references which were a feature of the first edition have been revised and updated. Key themes • floods • droughts • meteorological observations • catchment monitoring • meteorological forecasts • hydrological forecasts • demand forecasts • reservoirs • water resources • water quality • decision support • data assimilation • probabilistic forecasts Kevin Sene is a civil engineer and researcher with wide experience in flood risk management, water resources and hydrometeorology. He has previously published books on flood warning, forecasting and emergency response and flash floods (Springer 2008, 2013).

Book excerpt: Drought is one of the likely consequences of climate change in many regions of the world. Together with an increased demand for water resources to supply the world's growing population, it represents a potentially disastrous threat to water supplies, agriculture and food production, leading to famine and environmental degradation. Yet predicting drought is fraught with difficulty. The aim of this book is to provide a review of the historical occurrence of global drought, particularly during the 20th century and assess the likely potential changes over the 21st century under climate change. This includes documentation of the occurrence and impacts of major 20th century drought events and analysis of the contributing climatic and environmental factors that act to force, prolong and dissipate drought. Contemporary drought is placed in the context of climate variability since the last ice age, including the many severe and lengthy drought events that contributed to the demise of great civilizations, the disappearance of lakes and rivers, and the conversion of forests to deserts. The authors discuss the developing field of drought monitoring and seasonal forecasting and describe how this is vital for identifying emerging droughts and for providing timely warning to help reduce the impacts. The book provides a broad overview of large scale drought, from historic events such as the US Dust Bowl and African Sahel, and places this in the context of climate variability and change. The work is soundly based on detailed research that has looked at drought occurrence over the 20th century, global drought monitoring, modelling and seasonal prediction, and future projections from climate models.
