Overall, the results of the update continue the broad trends observed in previous updates, but the shifts between the main country groups are generally smaller. Using the current quota formula, the calculated quota share of Emerging Market and Developing Countries (EMDCs) as a group increases by 0.6 percentage points relative to the 2015 update to 49.3 percent, which is about half the increase in the last update. The paper takes stock of recent discussions on the quota formula, including the outcome of the Quota Formula Review in 2013 and subsequent discussions in the context of the annual quota data updates. It also updates the illustrative simulations of possible reforms of the quota formula presented previously, using the latest data. These simulations have sought to capture possible reforms that would be broadly in line with the conclusions of the Quota Formula Review and Directors’ guidance is sought on the relative merits of these reforms and the most productive areas for future work. At its most recent meeting in September, there was a shared commitment to reaching an agreement within the agreed timetable but views remained divided on many issues. To facilitate progress towards the agreed goal, this paper suggests possible elements that could help form the basis for an agreement. These elements seek to build on the discussions to date and balance the diverse views that have been expressed. Inevitably, they will not fully meet the preferences or priorities of any individual member, and difficult compromises will be required from all sides if an agreement is to be reached.

Book excerpt: Conceptual modeling has long been recognized as the primary means to enable so- ware development in information systems and data engineering. Conceptual modeling provides languages, methods and tools to understand and represent the application domain; to elicit, conceptualize and formalize system requirements and user needs; to communicate systems designs to all stakeholders; and to formally verify and validate systems design on high levels of abstraction. The International Conference on Conceptual Modeling provides a premiere forum for presenting and discussing current research and applications in which the major emphasis is on conceptual modeling. Topics of interest span the entire spectrum of conceptual modeling including research and practice in areas such as theories of concepts and ontologies underlying conceptual modeling, methods and tools for - veloping and communicating conceptual models, and techniques for transforming conceptual models into effective implementations. The scientific program of ER 2008 featured several activities running in parallel. The core activity was the presentation of the 33 research papers published in this volume, which were selected by a large Program Committee (PC) Co-chaired by Qing Li, Stefano Spaccapietra and Eric Yu. We thank the PC Co-chairs, the PC members and the additional referees for the hard work done, often within a short time.
