Available in PDF, EPUB and Kindle. Book excerpt: Leading political innovation activist Katherine Gehl and world-renowned business strategist Michael Porter bring fresh perspective, deep scholarship, and a real and actionable solution, Final Five Voting, to the grand challenge of our broken political and democratic system. Final Five Voting has already been adopted in Alaska and is being advanced in states across the country. The truth is, the American political system is working exactly how it is designed to work, and it isn't designed or optimized today to work for us—for ordinary citizens. Most people believe that our political system is a public institution with high-minded principles and impartial rules derived from the Constitution. In reality, it has become a private industry dominated by a textbook duopoly—the Democrats and the Republicans—and plagued and perverted by unhealthy competition between the players. Tragically, it has therefore become incapable of delivering solutions to America's key economic and social challenges. In fact, there's virtually no connection between our political leaders solving problems and getting reelected. In The Politics Industry, business leader and path-breaking political innovator Katherine Gehl and world-renowned business strategist Michael Porter take a radical new approach. They ingeniously apply the tools of business analysis—and Porter's distinctive Five Forces framework—to show how the political system functions just as every other competitive industry does, and how the duopoly has led to the devastating outcomes we see today. Using this competition lens, Gehl and Porter identify the most powerful lever for change—a strategy comprised of a clear set of choices in two key areas: how our elections work and how we make our laws. Their bracing assessment and practical recommendations cut through the endless debate about various proposed fixes, such as term limits and campaign finance reform. The result: true political innovation. The Politics Industry is an original and completely nonpartisan guide that will open your eyes to the true dynamics and profound challenges of the American political system and provide real solutions for reshaping the system for the benefit of all. Book excerpt: This book explores why some members of Congress are more effective than others at navigating the legislative process and what this means for how Congress is organized and what policies it produces. Craig Volden and Alan E. Wiseman develop a new metric of individual legislator effectiveness (the Legislative Effectiveness Score) that will be of interest to scholars, voters, and politicians alike. They use these scores to study party influence in Congress, the successes or failures of women and African Americans in Congress, policy gridlock, and the specific strategies that lawmakers employ to advance their agendas.

Why do lawmakers routinely invest in program oversight and broad policy development? What considerations drive legislative policy change? For many, Congress is an institution consumed by partisan bickering and gridlock. Yet the institution's long history of addressing significant societal problems - even in recent years - seems to contradict this view. Congress and the Politics of Problem Solving argues that the willingness of many voters to hold elected officials accountable for societal conditions is central to appreciating why Congress responds to problems despite the many reasons mustered for why it cannot. The authors show that, across decades of policy making, problem-solving motivations explain why bipartisanship is a common pattern of congressional behavior and offer the best explanation for legislative issue attention and policy change.

Available in PDF, EPUB and Kindle. Book excerpt: In The Paradox of Representation David Lublin offers an unprecedented analysis of a vast range of rigorous, empirical evidence that exposes the central paradox of racial representation: Racial redistricting remains vital to the election of African Americans and Latinos but makes Congress less likely to adopt policies favored by blacks. Lublin's evidence, together with policy recommendations for improving minority representation, will make observers of the political scene reconsider the avenues to fair representation. Using data on all representatives elected to Congress between 1972 and 1994, Lublin examines the link between the racial composition of a congressional district and its representative's race as well as ideology. The author confirms the view that specially drawn districts must exist to ensure the election of African Americans and Latinos. He also shows, however, that a relatively small number of minorities in a district can lead to the election of a representative attentive to their interests. When African Americans and Latinos make up 40 percent of a district, according to Lublin's findings, they have a strong liberalizing influence on representatives of both parties; when they make up 55 percent, the district is almost certain to elect a minority representative. Lublin notes that particularly in the South, the practice of concentrating minority populations into a small number of districts decreases the liberal influence in the remaining areas. Thus, a handful of minority representatives, almost invariably Democrats, win elections, but so do a greater number of conservative Republicans. The author proposes that establishing a balance between majority-minority districts and districts where the minority population would be slightly more dispersed, making up 40 percent of a total district, would allow more African Americans to exercise more influence over their representatives.

Book excerpt: For 100 years, the Congressional Research Service (CRS) has been charged with providing nonpartisan and authoritative research and analysis to inform the legislative debate in Congress. This has involved a wide range of services, such as written reports on issues and the legislative process, consultations with Members and their staff, seminars on policy and procedural matters, and congressional testimony. The Government and Finance Division at CRS took a step back from its intensive day-to-day service to Congress to analyze important trends in the evolution of the institution-its organization and policymaking process-over the last many decades. Changes in the political landscape, technology, and representational norms have required Congress to evolve as the Nation's most democratic national institution of governance. The essays in this print demonstrate that Congress has been a flexible institution that has changed markedly in recent years in response to the social and political environment.
