Book excerpt: Final environmental impact statement concerning a Corps of Engineers regulatory action for a proposal by the Santa Clara Valley Water District, San Jose, California to construct flood control facilities on Coyote Creek in south San Francisco Bay, Santa Clara County, California. The permit applicant's preferred alternative, which is under jurisdiction of Section 10 of the River and Harbor Act of 1899 and Section 404 of the Clean Water Act, would involve an earthen channel, overflow channels and levees along a 6.5 mile stretch of the Creek to provide protection from major flooding. Environmental effects of the proposal would include elimination of wetland and riparian vegetation and impacts to fish and wildlife habitat, adverse impacts on the endangered Salt Marsh Harvest Mouse, relocation of historic properties, and degradation of the aesthetic environment. A mitigation program would be implemented to compensate for the environmental losses, including a riparian revegetation plan, creation of wetland habitat, and protection and long-term management of endangered species habitat.
