Book excerpt: Excerpt from A Manual Containing the Course of Study: For the Elementary Schools of West Virginia In 1908 the State Legislature passed an act creating a State Board of Education. One of the duties of this Board is to prepare and publish a State Course of Study for Elementary and High Schools. In compliance with this statute the Board prepared and, issued in 1909 a Manual of the courses of study for both elementary and high schools in a single volume. In 1912 the Board revised the courses of study for both elementary and high schools, but issued separate manuals for these two kinds of schools. This manual is a revision, in 1914, of the elementary manual issued in 1912. For the sake of convenience of references this manual is divided into three sections. Section I contains several special articles written by individual members of the Board and the Daily Program of Studies. Section II contains an Outline of Studies by grades, indicating the text-book to be used, and the amount of each to be completed each year, or half-year. Section III contains a detailed outline of studies by subjects. For immediate reference Section II will be sufficient; but questions as to how to teach any given subject, and just what to teach, will be answered in Section III. Throughout Section II references are frequently made to Section III. Teachers are urged to study Section III as a text on pedagogy; for in this section most of the questions that confront the teacher in her daily class work are answered. For the next year or two, at least, the examination for renewal of teachers' certificates and some of the questions on Theory and Art in the State Uniform Examinations will be taken from this manual. In the preparation of the high school courses, consideration has been given for the different aptitudes of pupils and for the different preparations which a high school must give to fit all of its pupils for larger spheres of usefulness. b. Much freedom in the choice of electives should be given with the hope that a pupil will not be forced to take a subject in which he is not interested and for which he has no aptitude; but he should not be permitted to select subjects here and there, purely for the purpose of securing credits for graduation. Competent high school teachers will wisely direct his work, and through the cooperation of the parents, the pupil and his teachers, he will pursue a course that will give him not only a symmetrical mental development, but will prepare him for some particular work, when he has completed his high school course. A pupil may change his course whenever the high school principal grants the permission, upon the written request of the pupils parent or guardian. c. A pupil who elects the English and mathematics course will take English and algebra the first year and elect two more studies from all of the others in the first year of the various courses. Should he elect the course in English and languages, he will take English and Latin, and any two of the studies of the other courses given in the first year. d. Fifteen full credits are required for the completion of a course. Pupils should, however, if possible, complete the full course of four subjects each year, thereby earning sixteen credits. e.While the courses are planned for four years work, a pupil with good preparation for the work, and strong, both mentally and physically, may complete a course in three years by taking five subjects, the maximum number each year. No standard high school will permit a pupil to carry more than five subjects, and the teacher should permit none to undertake five, unless the pupil be one of more than average ability. In the best high schools of the state, not more than five percent of the pupils complete a standard four-year course in three years. f. A pupil may earn but three credits in the English and industrial course, when majoring in any other than that course. g. A pupil may earn from one to three credits for graduation, in either vocal or instrumental music, where the instruction is given by a teacher not connected with the school; provided, that the teacher holds a certificate granted by the superintendent of public instruction upon the recommendation of a committee of music teachers appointed by him, authorizing a high school principal to give credit to her pupils for music outside of school; provided, that the teacher must certify in writing that the pupil has spent at least eighty minutes in practice or instruction each day and has made the progress in music required under the course of study for this work as prepared by the committee on recommendation for music teachers. h. All subjects requiring no preparation on the part of the pupil, before coming to the class, such as stenography, typewriting, etc., shall be given two of the regular recitation periods. When there is in the home or community an agricultural industry whose activities run more or less throughout the year, like dairying, fruit-growing, poultry-keeping, etc., such industry should be made the backbone of the course. 5. All laboratory work should demonstrate some point or topic under consideration in class. These exercises should exemplify the practical rather than the theoretical points at issue, and the results should be interpreted in terms of home and farm application rather than in terms of pure science. 6. Students manifesting a great deal of interest in agriculture should be encouraged to apply their knowledge at home. That phase of agriculture most attractive to them should be organized into a definite project to be worked out at home under the supervision of the school. The Boys' and Girls' Club movement provides the means and methods for such study and supervision. 7. All of the other school subjects may be vitalized and greatly strengthened by teaching them in terms of agriculture. Agricultural booklet-making provides an effective method for such correlation. Suggestion to Teachers a. You are to be the class leader rather than the instructor. Place the burden of discussion upon the pupils. Every student coming from a farm home, and often from a city home, is brimful of facts, ideas and suggestions gained by intimate contact with the soil, plants, animals, fields and woods. Seek only to find those things of greatest interest to the boys or girls; apply the proper suggestion, or ask a thought-stimulating question and let them tell or do, however crude they may be at first in thus expressing themselves. Telling and doing rather than reciting is the ideal for classroom work in agriculture. b. Do not feel ashamed if your pupils know some facts about the farm or fields not possessed by yourself. Let them glory in telling you and the class what they know. Expression rather than impression is the result desired and the best informed teacher may easily become the poorest by monopolizing the class discussion. c. This will, however, be of no avail unless the pupil in some way corrects his own errors. This may be done by re-writing, perhaps in some other way. Have exercises at least three times a week in sight reading of suitable selections not previously studied by the pupils. In all recitations, call upon dull, slow pupils as often as upon the bright, quick pupils. Insist upon absolute, prompt, and unquestioning obedience. Do not baby the pupils. Do not notice slight injuries nor small griefs. Teach pupils to be self-reliant and self - helpful. Insist that all such work as passing paper, pencils, books, collecting and arranging, etc., shall be quickly done by the pupils and not by the teacher. Insist that all pupils shall speak distinctly and loudly enough to be heard, and, more important, that the speech shall be articulate. On the other hand, the teacher should speak in a low, pleasant, distinct voice. Pupils are often encouraged in indistinct speech by standing too near the teacher during a recitation. Let every teacher guard against talking too much. The talking teacher is always an unskillful teacher. There should be the minimum amount of talk on the part of the teacher and the maximum on the part of the pupil. Your work is effective if you talk little and your pupils talk freely. Book excerpt: Excerpt from Minnesota Course of Study: For Elementary Schools and Manual for Teachers For a long time, workers in the field of elementary education in Minnesota felt the need of a state course of study. About twelve years ago the superintendent of public instruction, Mr. J. W. Olsen, had prepared and published an elementary course of study. This proved most valuable, but, during 1913, a committee, authorized by the Minnesota Educational Association, prepared a report (Bulletin No. 51) which dealt largely with the elimination of subject-matter, and pointed out the need of a revised study course to serve alike city, village, and rural schools. This very general need of a revised and enlarged course of study for elementary schools was unanimously recognized by state and local school supervisors. In consideration of these facts, in the fall of 1915, Mr. C. G. Schulz, State Superintendent of Education, laid plans for the preparation of such a course. Although the mechanical work on the book occupied but a year, it was really "in the making" a much longer period, for it embodies not only the experience of the author, but that of the many teachers and students of education who generously helped to make the work what it is. To all of these the author acknowledges her debt and tenders her gratitude. With the increased responsibilities thrown upon the schools because of changing social conditions, teachers have, today, not only to be better prepared to begin their work, but they must, more than ever before, keep growing professionally. One means of such growth is a course of study, broad enough in outlook, to bear repeated readings with fresh interpretations at each forward step in the reader's professional progress. The hope that this course might prove such an one is in part realized, for, during the past few months, those who have most persistently studied the course speak of what they "continue to discover" in it. That the hope may be completely realized, and that the Minnesota Course of Study may be a definite factor in the growth of many teachers is the wish of its author. Manual work may be continued for a slightly longer period. In making programs, teachers should consider difficulty of subjects and fatigue periods of the pupils. Short periods with intense work, provided program admit of sufficient variation in kind of work, are productive of best results. Reading - Twice daily in first and second grades; daily in other grades. Word Drill - Separate, short and frequent in first two grades. Phonics - Separate, short and frequent drills in first two grades; continued through all grades. Thought and Expression - Aim of reading throughout the course, but mastery of printed forms through word-drill and phonics the only means in the lower grades. Spelling - Short and frequent drill in all grades - phonics assisting in lower grades. Language - Daily. Observation - Separate, short, and frequent drill in first three grades Daily. Oral Language - Major part of work in the lower grades - Daily. Written Language - Little in lower grades, amount increasing in the upper grades. Arithmetic Daily. Sense Training - Separate, short, and frequent drill in first three grades. Speer Blocks - Regular short and rapid work in lower grades. This with sense training the principal work of first two grades. Numbers - Short periods, quick intense work - throughout the course. Geography - Daily. This work partaking of nature work largely in first two grades and forming the correlating center for nature work of all the grades. History - General lesson in first two grades. Daily in the other grades, length of period increasing with the upper grades. Manual Training. Drawing - Three periods of twenty minutes each per week, or in upper grades two periods of thirty minutes each. Construction Work - Daily in lower grades; two periods per week in intermediate grades; and one period of shop work and sewing in Seventh and Eighth Grades.
