Book excerpt: The 1997 Asian financial crisis hit the region and became a defining moment for Asia and the Asian Development Bank (ADB). As ADB participated in coordinated crisis responses, Asian policy makers used this opportunity to reassess their economic policies in a fundamental way. This volume presents how ADB met the challenges during the fourth decade of designing strategies to respond to rapid changes in the region following the Asian financial crisis, and responding to the changes in international development thinking. Several important policies and strategies were approved, including ADB's Poverty Reduction Strategy as well as ADB's first Long-Term Strategic Framework to 2015. ADB embarked on two major reorganizations (in 2002 and 2006) and committed to an internal reform agenda to be a more responsive, relevant, and results-oriented organization. ADB also took a proactive role in postconflict reconstruction in Afghanistan, Sri Lanka, Tajikistan, and Timor-Leste. ADB also needed to respond to a series of external shocks such as the severe acute respiratory syndrome epidemic in 2003, the Asian tsunami in 2004, and the Pakistan earthquake in 2005.

Since the introduction of Common Foreign and Security Policy in 1993 and the publication of the EU’s first strategic document on Asia one year later, hundreds of books and journal articles have been dedicated to the study of the EU policies towards Asia as a whole, or to individual Asian countries. However, very few of these researchers ever intended to explore the strategies of Asian countries, and Asian leaders’ mindsets, vis-à-vis the EU. Quite often, the policies of Asian countries towards the EU were simply interpreted as responses to the EU’s actions in Asia. Having been passive players for decades, Asian countries are now increasingly willing to participate in the formulation of regional and global orders, for which they need to articulate their own strategies and the world needs to better understand their mindsets. In the past two years, in the framework of EU Centres in Asia-Pacific, some top Asian scholars on EU-Asian relations were brought together to debate the strategies of individual Asian countries towards the EU, and evaluate the EU’s actions in the region. In their eyes, the EU was interpreted as a normative power, a security player, a civilian promoter and a health-care supplier. Together, they aimed to establish some common rules for explaining Asian countries’ strategies towards the EU after in-depth study of the actions of individual countries in their bilateral relations with the EU. This book is therefore indispensable to any efforts to understand Asian leaders’ mindset in the EU-Asian relations and their strategies towards the EU in the twenty-first century.

This book was released on 2008 with total page 490 pages. Available in PDF, EPUB and Kindle. Book excerpt: Having just emerged from a prolonged civil war and faced with the urgent tasks of establishing political stability and reinvigorating an economy in tatters, the Transitional Government of Ethiopia (1991-1995) had to set a new direction for the economic reconstruction and social rehabilitation of the warn-torn and poverty-ridden country. During the Transitional Period a spate of new policies and strategies defining the development priorities, goals and implementation instruments of the new regime led by the EPRDF was introduced. This work is a synthesis of various sectoral policies and an attempt to trace the genesis of the policies, highlight the continuities, significant departures and other salient features. Each of the reviews in this digest briefly analyses the critical elements of the policies, identifies major gaps in the conceptualisation of the policy as well as the achievements registered and the challenges encountered in its implementation. The authors also try to identify the outstanding issues to be addressed by policymakers and suggest remedies. The policy reviews have been grouped into three parts and presented under social, economic and governance sectors.

Although this is legitimate, an extension of cooperation could also open up new avenues of collaboration and understanding between Europe and Asia. This book brings together manifold perspectives on economics, finance, trade, education, history, culture, gender, human rights, and multiculturalism - issues which are currently gaining in importance between Malaysia and the European Union. Available in PDF, EPUB and Kindle. Book excerpt: "Decentralization is a major trend in Indonesia since the first decades of that nation under Sukarno and Suharto. Max Lane is justly treasured for illuminating those first decades, for example, through his translations of Pramoedya Ananta Toer, and his excellent book, Unfinished Nation: Indonesia Before and After Suharto. Anyone who seeks insights into the current trend of decentralization, whether in Indonesia or other parts of the world, will find this work cogent." - James L. Peacock, Kenan Distinguished Professor, University of North Carolina at Chapel Hill "This book opens up the discussion on the history and political economy of the new populist policies that seem to gain momentum in the face of the Indonesian elections. It also addresses questions pertaining to the problems and options related to popular aspirations within this context-all of which cannot be explained very well by any of the predominant theses on Indonesia, whether as an oligarchy or a democratically liberal but economically predatory country." - Professor Olle Trnquist, University of Oslo

This book was released on 2011-12-10 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ability to harness Information Communication Technologies (ICTs) is increasingly at the heart of competitiveness and sustainable growth. As countries engage in an increasingly competitive global economy, they are trying to weave ICT into their development strategies, in the same way enterprises have learned to use ICT to transform their business models and strategies. This integration offers a new path to development that is responsive to the challenges of our times. In National Strategies to Harness Information Technology, Nagy Hanna and Peter Knight provide a framework for assessing the opportunities, challenges, and prospects for “e-transformation” and for analyzing the options and innovations adopted to manage the e-transformation process. They ask hard questions: what does it take to harness ICT to transform an economy? Why some countries accelerate their development journey with ICT while others fail? How did successful countries balance the need for strategic leadership with bottom up innovation? Can countries reduce the risks of digital divide? What have been the roles of government and private sectors? What lessons can be learned for countries at different levels of development? Featuring contributions from country experts, the editors and authors provide in-depth case studies of ICT deployment in Singapore, Finland, the Philippines, and South Africa, and asses the progress of such efforts. The result is an essential resource for academic researchers, policy analysts, policymakers, and industry leaders interested in the role of ICT in national development, innovation, and economic growth.
