Book excerpt: Urbanization and growing wealth in developing countries portend a large increase of demand for modern energy services in residential, commercial and public-service buildings in the coming decades. Pursuing energy efficiency in buildings is vital to energy security in developing countries and is identified by the Intergovernment Panel on Climate Change as having the greatest potential for cost-effective reduction of CO2 emissions by 2030 among all energy-consuming sectors. Building energy efficiency codes (BEECs), along with energy efficiency standards for major appliances and equipment, are broadly recognized as a necessary government intervention to overcome persistent market barriers to capturing the economic potential of energy efficiency gains in the residential, commercial and public-service sectors. Implementation of BEECs help prevent costly energy wastes over the lifecycles of buildings in space heating, air conditioning, lighting, and other energy service requirements. Nonetheless, achieving the full potential of energy savings afforded by more energy-efficient buildings requires holding people who live or work in buildings accountable for the cost of energy services. Compliance enforcement has been the biggest challenge to implementing BEECs. This report summarizes the findings of an extensive literature survey of the experiences of implementing BEECs in developed countries, as well as those from case studies of China, Egypt, India, and Mexico. It also serves as a primer on the basic features and contents of BEECs and the commonly adopted compliance and enforcement approaches. This report highlights the key challenges to improving compliance enforcement in developing countries, including government commitment to energy efficiency, the effectiveness of government oversight of the construction sector, the compliance capacity of building supply chain, and financing constraints. The report notes that the process of transforming a country s building supply chain toward delivering increasingly more energy-efficient buildings takes time and requires persistent government intervention through uniformly enforced and regularly updated BEECs. The report recommends increased international support in strengthening the enforcement infrastructure for BEECs in middle-income developing countries. For low- and lower-middle-income countries, there is an urgent need to assist in improving the effectiveness of government oversight system for building construction, laying the foundation for the system to also cover BEECs.

Book excerpt: The U.S. Department of Energy (DOE) Building Energy Codes Program (BECP) periodically evaluates national and state-level impacts associated with energy codes in residential and commercial buildings. Pacific Northwest National Laboratory (PNNL), funded by DOE, conducted an assessment of the prospective impacts of national model building energy codes from 2010 through 2040. A previous PNNL study evaluated the impact of the Building Energy Codes Program; this study looked more broadly at overall code impacts. This report describes the methodology used for the assessment and presents the impacts in terms of energy savings, consumer cost savings, and reduced CO2 emissions at the state level and at aggregated levels. This analysis does not represent all potential savings from energy codes in the U.S. because it excludes several states which have codes which are fundamentally different from the national model energy codes or which do not have state-wide codes. Energy codes follow a three-phase cycle that starts with the development of a new model code, proceeds with the adoption of the new code by states and local jurisdictions, and finishes when buildings comply with the code. The development of new model code editions creates the potential for increased energy savings. After a new model code is adopted, potential savings are realized in the field when new buildings (or additions and alterations) are constructed to comply with the new code. Delayed adoption of a model code and incomplete compliance with the code's requirements erode potential savings. The contributions of all three phases are crucial to the overall impact of codes, and are considered in this assessment.

Book excerpt: The purpose of this study is to identify and explore relationships between the building industry, building energy usage, and how both the industry and the energy usage correspond to greenhouse gas (GHG) emissions in the United States. Building energy codes seek to reduce energy usage and, subsequently, GHG emissions. This study specifically seeks to determine the impact that most current U.S. building energy codes could have on national GHG emissions if widespread adoption and enforcement of those codes were a reality. The report initially presents necessary background information about GHG emissions is first discussed. This establishes the current state of global GHG emissions, the position of the U.S. within the global scale, and what portion of the contribution can be attributed to the building industry. The report also describes the current issues and benefits of building energy codes. An overview of building energy codes evaluation is included, with explanation of the energy analysis used to determine the effectiveness of new building energy codes. In order to determine how to improve the building energy code system, an analysis of ANSI/ASHRAE/IES Standard 90.1-2013 (equivalent to 2015 IECC, the most recent standard available) is conducted to reveal unrealized GHG emission reductions that are expected with adoption and compliance to the newest code. Standard 90.1-2013 is analyzed due to the national popularity of the code relative to other building energy codes. This analysis includes compilation of energy usage intensity, square footage, and current code adoption data throughout the United States. Results showed that the excess GHG emission savings from enhanced adoption and compliance was not significant on a national scale. However, in terms of GHG emissions currently saved by building energy codes, the extra savings becomes more significant, proving that increased adoption and compliance is a worthwhile pursuit. Recommendations are then made for how to increase adoption and compliance. This information will give policymakers improved understanding of the current state of the industry when crafting laws regarding GHG emissions and building energy codes. Furthermore, findings from this study could benefit specific states that are attempting to lower GHG emissions.

Book excerpt: The US Department of Energy (DOE) is considering ways to encourage states to adopt energy efficiency standards for residential and commercial buildings in the private sector. Such standards are now mandatory for federal buildings, and for private buildings in 34 states; in the remaining 16 states, the standards serve as guidelines for voluntary compliance. In this study for DOE, Pacific Northwest Laboratory (PNL) assessed the process by which energy codes for commercial buildings were adopted and implemented in Arizona and New Mexico. Information was gathered primarily through a series of interviews with state officials, city building officials, architects and engineers, builders, and staff from utilities in the two states. Until other state processes are studied, the extent of the similarities and dissimilarities to the situation in New Mexico and Arizona are unknown. A more extensive study may show that at least some elements of the two state's experience have been paralleled in other parts of the country. General strategies to encourage the adoption of energy codes, assist implementation, and support enforcement were developed based on the research from Arizona and New Mexico and are presented in this report. 6 refs., 4 figs.
