Book excerpt: How Air Force installations and units operate in a chemical, biological, radiological, nuclear, and high yield explosive environment is an evolving effort. In 2002 the Air Force implemented the counter-chemical warfare concept of operations (CONOPS) that changed how installations prepared for and responded to conventional chemical munitions attacks. The AF further defined the most probable threat as tactical ballistic missiles. That reevaluation of the threat became the basis for developing tactics, techniques and procedures (TTP) for installations to recover and continue mission operations. In 2003, the AF began investigating potential vulnerabilities for biological attacks by conducting exercises at Kunsan AB, Korea. These exercises led to the development and refinement of TTPs for responding to conventional and irregular biological warfare attacks. The resulting counter-biological warfare CONOPS was institutionalized through two Air Force Instructions: AFI 10-2603, Emergency Health Powers on Air Force Installations and AFI 10-2604, Disease Containment Planning Guidance. In 2009, the Air Force published and began implementing the Counter-Radiological Warfare CONOPS. This CONOPS is being institutionalized through this document and other Air Force and multiservice directives.The nuclear threat has been exhaustively studied. The AF will review existing information to determine a need to change TTPs for nuclear weapon threats. General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.

U.S. forces have recently fought in the Balkans, the Persian Gulf, and the Horn of Africa to compel recalcitrant regimes and warlords to stop repression, abandon weapons programs, permit humanitarian relief, and otherwise modify their actions. Yet despite its overwhelming military might, the United States often fails to coerce successfully. This report examines the phenomenon of coercion and how air power can contribute to its success. Three factors increase the likelihood of successful coercion: (1) the coercer's ability to raise the costs it imposes while denying the adversary the chance to respond (escalation dominance); (2) an ability to block an adversary's military strategy for victory; and (3) an ability to magnify third-party threats, such as internal instability or the danger posed by another enemy. Domestic political concerns (such as casualty sensitivity) and coalition dynamics often constrain coercive operations and impair the achievement of these conditions. Air power can deliver potent and credible threats that foster the above factors while neutralizing adversary countercoercive moves. When the favorable factors are absent, however, air power--or any other military instrument--will probably fail to coerce. Policymakers' use of coercive air power under inauspicious conditions diminishes the chances of using it elsewhere when the prospects of success would be greater.
