Book excerpt: On Monday 30 April 2007, five men were convicted of terrorist offences relating to a plot to detonate a fertiliser bomb in the UK in 2004. The arrests were the result of a police and MI5 operation codenamed CREVICE. Following the trial, the media reported that, at the time MI5 had been investigating CREVICE, the bomb plotters had been in contact with two unidentified men now known to be Mohammed Siddique Kahn and Shazad Tanweer, two of the four men who, on 7 July 2005, detonated bombs on the London transport system, killing 52 people and injuring several hundred others. This report investigates why MI5, knowing of Khan and Tanweer, did not prevent the 2005 bombings. Part A examines what happened in Operation CREVICE and subsequently. Part B describes when MI5 came across some of the 7/7 bombers and the questions these events raise. Part C of the report considers the wider picture and lessons to be learnt. The CREVICE conspirators made over 4,000 telephone-based contacts and met many people. Throughout 2004 and 2005 these were being investigated by MI5 as they pursued other plots and unearthed still more people of interest on the sidelines of each plot. Although Khan and Tanweer were amongst those of interest, though still unidentified, they were never put under surveillance as, based on what was known about them at the time, they did not merit resources being diverted to them (as opposed to other individuals known to be involved in attack planning). The Committee cannot criticise the judgments made by MI5 and the police based on the information they had and their priorities at the time. An update to the report outlines the reason for the delay in publication pending completion of other legal proceedings and gives further evidence uncovered recently.

Book excerpt: Examining major terrorist acts and campaigns undertaken in the decade following September 11, 2001, internationally recognized scholars study the involvement of global terrorist leaders and organizations in these incidents and the planning, organization, execution, recruitment, and training that went into them. Their work captures the changing character of al-Qaeda and its affiliates since the invasions of Afghanistan and Iraq and the sophisticated elements that, despite the West's best counterterrorism efforts, continue to exert substantial direction over jihadist terrorist operations. Through case studies of terrorist acts and offensives occurring both in and outside the West, the volume's contributors investigate al-Qaeda and other related entities as they adapted to the strategies of Operation Enduring Freedom and subsequent U.S.-led global counterterrorism programs. They explore whether Osama bin Laden was indeed reduced to a mere figurehead before his death or continued to influence al-Qaeda's global activities. Did al-Qaeda become a loose collection of individuals and ideas following its expulsion from Afghanistan, or was it reborn as a transnational terrorist structure powered by a well-articulated ideology? What is the preeminent terrorist threat we face today, and what will it look like in the future? This anthology pinpoints the critical patterns and strategies that will inform counterterrorism in the coming decades.

Available in PDF, EPUB and Kindle. Book excerpt: Counter-Terrorism Networks in the European Union: Maintaining Democratic Legitimacy after 9/11 presents a model of democratic legitimacy for within international counter-terrorism co-operation. Exploring the current practices of European Union (EU) counter-terrorism policing, developed after 9/11, it highlights the current significant challenges to democratic legitimacy and seeks to present tools and solutions which ensure 'democratic' counter-terrorism actions and the protection of human rights. Counter-terrorism policing is now a global concern, with co-operation between security authorities of different countries a crucial feature in the fight to prevent terrorism and extremism. Yet, given the emphasis on pre-emption, this type of policing tends to interfere to a far greater extent with the rights of the individual than traditional policing. This book scrutinises the current focus of enhanced communication between counter-terrorist associates at member-state and EU levels within Europe, alongside analysis of just how far the traditional, protective mechanisms of accountability and oversight are managing to keep up with this development. It proposes that current forms of counter-terrorism policing within the EU should be understood as networks - sets of expert institutional nodes or individual agents, from at least two countries - that are interconnected in order to authorize and provide security with regard to counter-terrorism, using the European Police Office (Europol) as a key example.

Book excerpt: Al Qaeda did not stop after 9/11. Its reign of terror continued with bombings and mayhem across Europe, Africa, Asia, and the Middle East. But its frustration grew as the group failed to fundamentally undermine America and its allies. Five years later the time was ripe for another spectacular mega-plot. Fresh from masterminding the London Underground carnage, one veteran operative set in motion a new operation to destroy passenger aircraft over the Atlantic Ocean—and kill thousands of people in the process. Disruption tells the story of that conspiracy and the heroic efforts by the intelligence services of the United States, Great Britain, and Pakistan to uncover and crush it. From the streets of London to the training camps of Pakistan to the corridors of power in Washington DC, the story unfolds with murders, double-crosses, probes, jailbreaks, and explosions. Former counterterrorism analyst Aki J. Peritz brings the story to life with vivid imagery, interviews with top intelligence officials, and never-before-seen declassified documents. Disruption is the not-to-be-missed account of the race to stop a terrorist conspiracy that would have remade our world—forever.

It is the preventative strand of the government's counter-terrorism strategy, CONTEST. Over the past few years Prevent has not been fully effective and it needs to change. This review evaluates work to date and sets out how Prevent will be implemented in the future. Specifically Prevent will aim to: respond to the ideological challenge of terrorism and the threat we face from those who promote it; prevent people from being drawn into terrorism and ensure that they are given appropriate advice and support; and work with sectors and institutions where there are risks of radicalization which need to be addressed

Book excerpt: In the seminal collection 'Premature Burial and How It May Be Prevented,' editors Edward Perry Vollum and William Tebb assemble a provocative array of writings that delve into the macabre yet historically significant fear of being buried alive. The anthology spans a diverse array of literary stylesfrom firsthand accounts to medical treatiseshighlighting the multifaceted ways in which this fear has permeated cultural and medical consciousness. It sheds light on the technological and sociological measures societies have taken to prevent such an occurrence, standing out as a comprehensive exploration of a topic that straddles the line between irrational fear and legitimate concern. The contributing authors, Edward Perry Vollum and William Tebb, each bring a unique perspective rooted in their profound involvement with health, social reform, and historical documentation of the late 19th and early 20th centuries. This period was rife with advancements in medical science that often bordered on the macabre, reflecting wider societal obsessions with death and the afterlife. Their collective efforts in this anthology not only highlight the historical context in which the fear of premature burial became widespread but also demonstrate how cultural and scientific advancements intersect to address human anxieties. This collection is recommended for anyone interested in the intersections of medical history, cultural studies, and the evolution of societal fears. 'Premature Burial and How It May Be Prevented' offers readers a unique lens through which to examine how a singular fear can manifest across varying cultural and temporal landscapes, promoting a deeper understanding of the human condition. It invites a scholarly audience to appreciate the diversity of responses to this chilling fear and sparks stimulating conversations about how our predecessors confronted and sought to mitigate one of humanitys most primal anxieties.

Book excerpt: Drawing on his global experiences from Africa to Iraq, author Ralph Peters attacks today's crucial issues of our time head-on, with the clear eye and blunt voice that has won him a devoted following: • Is Iraq worth it? What's the truth behind the politics? • Are our defense dollars buying a strong military--or the wrong military? • Are we missing great opportunities elsewhere while hypnotized by the Middle East? • Must we accept that Islam itself is the problem? • Will we face a war with China? What would such a war mean? • Can Washington learn from its mistakes? These are just a few of the controversial issues Peters takes on in a series of body blows to the status quo. Famed as the most original strategist of our time, Ralph Peters builds on the critical and commercial success of previous books, Wars of Blood and Faith (978-0-8117-0274-4) and New Glory (1-59523-011-4), to offer a stunningly fresh vision for our military, our country, and the world.
