It summarizes research efforts performed at the National Renewable Energy Laboratory between 2015 and 2017 to analyze the resource potential, cost of offshore wind, and economic potential of offshore wind from four primary reports: Musial et al. (2016); Beiter et al. (2016, 2017); and Mone et al. (unpublished). From Musial et al. (2016), Maine's technical offshore wind resource potential ranked seventh in the nation overall with more than 411 terawatt-hours/year of offshore resource generating potential. Although 90% of this wind resource is greater than 9.0-meters-per-second average velocity, most of the resource is over deep water, where floating wind technology is needed. Levelized cost of energy and levelized avoided cost of energy were computed to estimate the unsubsidized 'economic potential' for Maine in the year 2027 (Beiter et al. 2016, 2017). The studies found that Maine may have 65 gigawatts of economic potential by 2027, the highest of any U.S. state. Bottom-line costs for the Aqua Ventus project, which is part of the U.S. Department of Energy's Advanced Technology Demonstration project, were released from a proprietary report written by NREL in 2016 for the University of Maine (Mone et al. unpublished). The report findings were that economies of scale and new technology advancements lowered the cost from $300/megawatt-hour (MWh) for the two-turbine 12-megawatt (MW) Aqua Ventus 1 project, to $126/MWh for the commercial-scale, 498-MW Aqua Ventus-2 project. Further cost reductions to $77/MWh were found when new technology advancements were applied for the 1,000-MW Aqua Ventus-3 project in 2030. No new analysis was conducted for this report.

Specifically, a traditional catenary chain mooring system and a novel polyester rope-chain hybrid system were designed to the front-end engineering design level for this assessment. The National Renewable Energy Laboratory (NREL) was funded by DOE to help independently quantify the social and techno-economic impacts of the rope-chain hybrid mooring system designed by UMaine. This report focuses on NREL's assessment of the social acceptance of the reduced-footprint rope-chain hybrid mooring system and the conventional all-chain mooring system by competing users in the Gulf of Maine.

Book excerpt: Offshore wind costs are expected to decline rapidly in the short and medium term future as the industry grows and gains experience in manufacturing, installing, and operating commercial scale projects. Estimating the future costs of offshore wind energy is critical for evaluating the technology's economic performance, how it can fit into a broader clean energy economy, and how R&D investment can be allocated to advance the technology. We present a newly developed approach for forecasting these costs which focuses on an empirically-derived learning rate for capital costs and prescribed cost and performance improvements for operational costs and capacity factor. We establish baseline costs for a series of reference fixed-bottom and floating projects in 2021 and project cost trajectories to 2035, presenting both an average cost trajectory as well as describing the range of potential future costs associated with site-specific cost variations and uncertainty in the estimate of the learning rate. We also conduct sensitivity analyses showing the impact of different global deployments by 2035 and variations in the prescribed operational costs and capacity factors. The results show that fixed-bottom and floating offshore wind capital costs could decrease to around $2,400/kW and $3,300/kW by 2035, respectively, with ranges of $2,100/kW - $2,750/kW for fixed-bottom projects and $2,850/kW - $5,500/kW for floating projects. The levelized cost of energy of fixed-bottom and floating wind projects could decrease to $53.1/MWh and $63.9/MWh by 2035, with ranges of $48.4/MWh - $59.7/MWh for fixed-bottom projects and $46.5/MWh - $99.9/MWh for floating projects. By presenting the uncertainty associated with the forecast we provide a transparent description of the spectrum of potential cost trajectories for offshore wind.

Book excerpt: This thesis presents a three-dimensional static analysis and design procedure for a floating offshore wind turbine support platform constructed of reinforced concrete. Results from a global performance analysis, which considers the dynamic interactions of wind and wave loading, from a conceptual case study by the American Bureau of Shipping are used to infer the equivalent static loading applied to the finite element model. Results from the analysis and applicable load combinations obtained from relevant design guidelines are used to design a floating concrete platform structure that includes precast and cast-in-place components as well as post-tensioning. The proposed concrete platform is a tri-floater, semi-submersible structure that consists of a cylindrical central core column to support the wind turbine tower, stabilized by the three buoyancy columns and a rigid pontoon base. The floating reinforced concrete support platform is shown to be an economically viable option when compared to steel platforms. Floating offshore wind turbine technology is a relatively new multi-disciplinary field of engineering where current design concepts primarily utilize steel floating support platforms. Reinforced concrete is advantageous over steel because of the durability of concrete exposed to a marine environment. Construction recommendations are discussed, as are social and economic considerations for floating offshore wind turbines.

Book excerpt: The offshore wind sector has grown significantly during the last decades driven by the increasing demand for clean energy and to reach defined energy targets based on renewable energies. As the wind speeds tend to be faster and steadier offshore, wind farms at sea can reach higher capacity factors compared to their onshore counterparts. Furthermore, fewer restrictions regarding land use, visual impact, and noise favors the application of this technology. However, most of today's offshore wind farms use bottom-fixed foundations that limit their feasible application to shallow water depths.Floating substructures for offshore wind turbines are a suitable solution to harness the full potential of offshore wind as they have less constraints to water depths and soil conditions and can be applied from shallow to deep waters. As several floating offshore wind turbine (FOWT) concepts have been successfully tested in wave tanks and prototypes have been proven in open seas, floating offshore wind is now moving towards the commercial phase with the first floating offshore wind farm (FOWF) commissioned in 2017 and several more are projected to be constructed in 2020. This transition increases the need for comprehensive tools that allow to model the complete system and to predict its behavior as well as to assess the performance for different locations. The aim of this thesis is to analyze from a technical and economic perspective commercial scale FOWFs. This includes the modeling of FOWTs and the study of their dynamic behavior as well as the economic assessment of different FOWT concepts. The optimization of the electrical layout is also addressed in this thesis.The first model developed is applied to analyze the performance of a Spar type FOWT. The model is tested with different load cases and compared to a reference model. The results of both models show an overall good agreement. Afterwards, the developed model is applied to study the behavior of the FOWT with respect to three different offshore sites. Even at the site with the harshest conditions and largest motions, no significant loss in energy generation is measured, which demonstrates the good performance of this concept. The second model is used to perform a technical-economic assessment of commercial scale FOWFs. It includes a comprehensive LCOE methodology based on a life cycle cost estimation as well as the computation of the energy yield. The model is applied to three FOWT concepts located at three different sites and considering a 500MW wind farm configuration. The findings indicate that FOWTs are a high competitive solution and energy can be produced at an equal or lower LCOE compared to bottom-fixed offshore wind or ocean energy technologies. Furthermore, a sensitivity analysis is performed to identify the key parameters that have a significant influence on the LCOE and which can be essential for further cost reductions.The last model is aimed to optimize the electrical layout of FOWFs based on the particle swarm optimization theory. The model is validated against a reference model at first and is then used to optimize the inter-array cable routing of a 500MW FOWF. The obtained electrical layout results in a reduction of the power cable costs and a decrease of the energy losses. Finally, the use of different power cable configurations is studied and it is shown that the use of solely dynamic power cables in comparison to combined dynamic and static cables results in decreased acquisition and installation costs due to the avoidance of cost-intensive submarine joints and additional installation activities.
