Straddling the disciplines of law, political science, public policy, and history, the book’s major premise is that it was the absence of FOI in the area of governance and the extractive industry, which enabled politicians, civil servants and the politically connected to ransom and exploit Sierra Leone’s mineral resources for their own profit with impunity, a state of affairs which led to underdevelopment, state collapse and an embittered civil populace especially the youth. The book postulates that as such any attempt to ensure long-term peace in Sierra Leone, should seek to avoid replicating the conditions that gave rise to that gruesome conflict- elites expropriation of national resources through endemic graft. The book proposes the comprehensive and effective implementation of the Right to Information Act 2013.

Book excerpt: The small, underdeveloped countries of Africa, seem to harbour all the flammable elements necessary to ignite civil wars and revolutions. Since 1991, the small West African country of Sierra Leone has been besieged by the Revolutionary United Front (RUF), a guerrilla group-cum-political party, that implored a radical-populist political agenda. The cause of this conflict was the growth of systemic government corruption in the decades following the 1961 independence, which ultimately led to a severe deterioration of the state governing capacity. The contention over the control of the country's vast mineral wealth, which includes diamonds, as well as foreign interference -- notably from the Liberian government, with which the RUF reportedly traded diamonds for arms -- further fuelled the struggle. The 1999 Lomé Peace Accord brought about an end to the conflict. RUF leadership changes and a cease-fire agreement in 2000 followed by conflict resolution meetings between government, RUF and UN officials also contributed to a more peaceful situation in Sierra Leone. This book explores the struggle facing the people of Sierra Leone in adopting to these new changes as well as the UN's sponsored disarmament efforts and electoral support for the new government. The hand that the United States has had in delivering humanitarian assistance to this country will be examined as well as the efforts made to try those guilty of crimes against humanity.

So it can be said that for efficient, effective and sustainable development to take place the plague of corruption must be addressed. Various organisations and departments within government and civil society as well as the international community have been attempting to address corruption through various methods. Whilst great effort is being put in, and a great deal of attention especially from the press is being paid, these efforts are being crippled by a lack of effective mechanisms. This paper will briefly identify the nature and scope of corruption and will highlight strengths and weaknesses of current efforts to deal with it. This analysis will be used to present an overarching direction on the way forward for further debate and more detailed recommendations. Why is it, that corruption is so prevalent in contemporary Sierra Leone, and what are the measures which have been adopted to tackle it thus far? This paper, based on interviews with government, diplomatic, development and civil society personnel in Sierra Leone in 2003, considers the efficacy of State, Civil Society and International Community efforts to address corruption in post-conflict Sierra Leone. It then charts the way forward for post-conflict Sierra Leone in addressing gaps, and engaging in introspection.
