Book excerpt: A comprehensive site investigation addressing soil, groundwater, surface water, and sediment contaminated with fuel hydrocarbons at the Motor Gasoline (MOGAS) Storage Area, Myrtle Beach Air Force Base (AFB), South Carolina, was conducted by Parsons Engineering Science, Inc. (Parsons ES). Field work was conducted to complete the corrective action plan (CAP) presented in this report in support of a risk-based remediation decision for the MOGAS site. Characterization field efforts for this investigation were conducted from January through September 1995. Selected source reduction technologies were field-tested at the MOGAS site from November 1995 to January 1996 to determine the effectiveness of these remedial techniques in treating site-related contamination. The CAP for the MOGAS site follows South Carolina Department of Health and Environmental Control (SCDHEC, 1995) guidance for implementing risk-based corrective actions in the state. The guidance outlines a tiered approach for establishing corrective action requirements at specific sites. The tiered approach is based on an evaluation of potentially completed receptor exposure pathways from contaminated site media under both current and future land use scenarios. One objective of the CAP is to document any potential current risks to human health and the environment (i.e., ecological receptors) due to exposure to chemical contaminants originating from the MOGAS site. The CAP also addresses the potential future risks to human and ecological receptors due to exposure to chemical contaminants over time, accounting for the effects of natural chemical attenuation processes. The overall objective of the CAP is to develop and present a recommended risk-based remedial approach for fuel hydrocarbon contamination in soils, groundwater, and surface water at the MOGAS site that is protective of both human health and the environment.

Details on analytical requirements, desired quantitation (detection) limits, and proposed sampling locations are identified within Section 10 of the Corrective Action Plan (CAP) (Parsons ES, 1996). Specific quality assurance (QA) sampling requirements for the MOGAS site are summarized herein as part of the site-specific sampling procedures. These additional samples will be used to determine the precision, accuracy, completeness, and representativeness of the final data set. The remainder of Section 1 discusses data quality objectives. Soil gas sampling for bioventing and biosparging is described in Section 2; procedures for soil verification sampling are presented in Section 3; groundwater/ surface water sampling procedures are described in Section 4; and field quality assurance quality control (QA/QC) samples are described in Section 5. Section 6 describes field data reduction, validation, and reporting; Section 7 presents analytical procedures for groundwater/ surface water and soil verification sampling. The goal of this risk-based remediation approach is to find the most cost-effective method of reducing present and future risk by combining three risk reduction techniques: Chemical Source Reduction - Achieved by natural attenuation processes over time or by engineered removals such as free product recovery, soil vapor extraction (SVE), or in situ bioventing. Chemical Migration Control - Examples include natural attenuation of a groundwater plume, and SVE to prevent migration of hazardous vapors to a receptor exposure point. Receptor Restriction - Land use controls and site fencing to eliminate chemical exposure until natural attenuation and/or engineered remediation reduce the chemical source and/or eliminate the potential for chemical migration to an exposure point.
