Available in PDF, EPUB and Kindle. Book excerpt: Violent crime has been rising sharply in many American cities after two decades of decline. Homicides jumped nearly 17 percent in 2015 in the largest 50 cities, the biggest one-year increase since 1993. The reason is what Heather Mac Donald first identified nationally as the “Ferguson effect”: Since the 2014 police shooting death of Michael Brown in Ferguson, Missouri, officers have been backing off of proactive policing, and criminals are becoming emboldened. This book expands on Mac Donald’s groundbreaking and controversial reporting on the Ferguson effect and the criminal-justice system. It deconstructs the central narrative of the Black Lives Matter movement: that racist cops are the greatest threat to young black males. On the contrary, it is criminals and gangbangers who are responsible for the high black homicide death rate. The War on Cops exposes the truth about officer use of force and explodes the conceit of “mass incarceration.” A rigorous analysis of data shows that crime, not race, drives police actions and prison rates. The growth of proactive policing in the 1990s, along with lengthened sentences for violent crime, saved thousands of minority lives. In fact, Mac Donald argues, no government agency is more dedicated to the proposition that “black lives matter” than today’s data-driven, accountable police department. Mac Donald gives voice to the many residents of high-crime neighborhoods who want proactive policing. She warns that race-based attacks on the criminal-justice system, from the White House on down, are eroding the authority of law and putting lives at risk. This book is a call for a more honest and informed debate about policing, crime, and race.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years, community policing has transformed American law enforcement by promising to build trust between citizens and officers. Today, three-quarters of American police departments claim to embrace the strategy. But decades before the phrase was coined, the New York City Housing Authority Police Department (HAPD) had pioneered community-based crime-fighting strategies. The Last Neighborhood Cops reveals the forgotten history of the residents and cops who forged community policing in the public housing complexes of New York City during the second half of the twentieth century. Through a combination of poignant storytelling and historical analysis, Fritz Umbach draws on buried and confidential police records and voices of retired officers and older residents to help explore the rise and fall of the HAPD's community-based strategy, while questioning its tactical effectiveness. The result is a unique perspective on contemporary debates of community policing and historical developments chronicling the influence of poor and working-class populations on public policy making.

Book excerpt: 2021 Outstanding Academic Title, Choice Magazine The first expert and comprehensive analysis of the surprising impact of body-worn cameras Following the tragic deaths of Eric Garner, Michael Brown, and others at the hands of police, interest in body-worn cameras for local, state, and federal law enforcement has skyrocketed. In Cops, Cameras, and Crisis, Michael D. White and Aili Malm provide an up-to-date analysis of this promising technology, evaluating whether it can address today’s crisis in police legitimacy. Drawing on the latest research and insights from experts with field experience with police-worn body cameras, White and Malm show the benefits and drawbacks of this technology for police departments, police officers, and members of the public. Ultimately, they identify—and assess—each claim, weighing in on whether the specter of being “caught on tape” is capable of changing a criminal justice system desperately in need of reform. Cops, Cameras, and Crisis is a must-read for policymakers, police leaders, and activists interested in twenty-first-century policing.

Available in PDF, EPUB and Kindle. Book excerpt: This groundbreaking history of how American police forces have been militarized is now revised and updated. Newly added material brings the story through 2020, including analysis of the Ferguson protests, the Obama and Trump administrations, and the George Floyd protests. The last days of colonialism taught America’s revolutionaries that soldiers in the streets bring conflict and tyranny. As a result, our country has generally worked to keep the military out of law enforcement. But over the last two centuries, America’s cops have increasingly come to resemble ground troops. The consequences have been dire: the home is no longer a place of sanctuary, the Fourth Amendment has been gutted, and police today have been conditioned to see the citizens they serve as enemies. In Rise of the Warrior Cop, Balko shows how politicians’ ill-considered policies and relentless declarations of war against vague enemies like crime, drugs, and terror have blurred the distinction between cop and soldier. His fascinating, frightening narrative that spans from America’s earliest days through today shows how a creeping battlefield mentality has isolated and alienated American police officers and put them on a collision course with the values of a free society.

Book excerpt: He was one of the most decorated cops in the history of NYPD. From his "wiseguy" relatives, he learned the meaning of honor and loyalty. From his fellow cops, he learned the meaning of betrayal. MAFIA COP His father, Ralph "Fat the Gangster" Eppolito, was stone-cold Mafia hit-man. Lou Eppolito, however, chose to live by different code; he chose the uniform of NYPD. And he was one of the best -- a good, tough, honest cop down the line. Butu even his sterling record, his headline-making heroism, couldn't protect him when the police brass decided to take him down. Although completely exonerated of charges that he had passed secrets to the mob, Lou didn't stand a chance. They had taken something from him they couldn't give back: his dignity and his pride. Now, here's the powerful story, told in Lou Eppolito's own words, of the bloody Mafia hit that claimed his uncle and cousin...of his middle-of-the-night meeting with "Boss of Bosses" Paul Castellano...of one good cop who survived eight shootouts and saved hundreds of victims, who was persecuted, prosecuted, and ultimately betrayed by his own department. Full of hard drama and gritty truth, Mafia Cop gives a vivid, inside look at life in the Family, on the force, and on the mean streets of New York.

Available in PDF, EPUB and Kindle. Book excerpt: Politicians, citizens, and police agencies have long embraced community policing, hoping to reduce crime and disorder by strengthening the ties between urban residents and the officers entrusted with their protection. That strategy seems to make sense, but in Citizens, Cops, and Power, Steve Herbert reveals the reasons why it rarely, if ever, works. Drawing on data he collected in diverse Seattle neighborhoods from interviews with residents, observation of police officers, and attendance at community-police meetings, Herbert identifies the many obstacles that make effective collaboration between city dwellers and the police so unlikely to succeed. At the same time, he shows that residents’ pragmatic ideas about the role of community differ dramatically from those held by social theorists. Surprising and provocative, Citizens, Cops, and Power provides a critical perspective not only on the future of community policing, but on the nature of state-society relations as well.

Research suggests that police divorce rates are more than double the national average of ordinary marriages. The spouse's fear of physical danger, adjusting to shift work, transfers and changes in the officers' personality are only a few of the contributing factors, but the most crucial problem is the breakdown of communication within the relationship. From the beginning of the officers' careers they are trained to control their emotions, and thus are accused of being cold-hearted. Spouses agree that law enforcement officers grapple with the real-life horrors on the job and that the bitter belief that 'cops don't cry' is sadly untrue.

Book excerpt: The Grand Master of Mystery delivers “nerve-end-entertainment” when two of New York’s finest set out to become two of New York’s richest (Kirkus Reviews). Tom and Joe have been walking the beat on the mean streets of the Big Apple longer than they can remember—or care to. They’ve been good cops, protecting the public and holding the line against crime and chaos in a city that has plenty of both. And all they have to show for it is a whole lot of nothing. But now the partners have devised a scheme to make all their dreams come true: the perfect heist. Tom and Joe are going to rob the fat cats on Wall Street for millions and walk away clean. With the right connections and the proper execution, there’s no way their plan can fail. And that’s why they’re so surprised when everything goes totally, hysterically wrong . . . With Cops and Robbers, the three-time Edgar Award–winning author, named a Grand Master by the Mystery Writers of America, offers “another very hot and successful” novel with “a siren shrill finale” (Kirkus Reviews). Praise for Donald E. Westlake “Westlake has no peer in the realm of comic mystery novelists.” —San Francisco Chronicle “No writer can excel Donald E. Westlake.” —Los Angeles Times
