Global institutional change impacts national economies and necessitates adaptation in ways that balance adherence to emerging norms while maintaining broad socioeconomic national objectives. This book focuses on two sector-specific global institutional changes initiated and implemented by the WTO in 2005 and examines how India's textile and pharmaceutical industries coped with these changes through coordinated efforts in the multi-level national institutional system comprised of the state, industry and individual business organisations. The findings of the book, which show both convergence and divergence across the two industries in the processes and outcomes of dealing with global institutional change, would be of interest to national policymakers as well as to scholars in multiple disciplines interested in the study of institutions and institutional change.

Book excerpt: On April 29, 2003, the Zicklin School of Business hosted a trading conference titled, Coping With Institutional Order Flow. This conference was electronically recorded and later transcribed for this book. The text includes the edited transcript of the panel discussions and separate presentations by two major industry executives, Richard Ketchum' and Robert Mc Sweeney. As with the other volumes in this popular series, this book is not simply intended to be an historical record of the conference. We have edited the manuscript for clarity, perspective and context. New material was gathered in subsequent interviews with many of the panelists. Consequently, some remarks and passages in the text were altered and expanded and many footnotes were introduced. Our goal was to flesh out the dialogue and presentations and to keep the material as contemporary as possible. In doing so, we went to great lengths to preserve the essential nature of the original debate. It argues that the paradigms of institutional analysis--rational choice, organizational, and historical institutionalism--share a set of common analytic problems. Chief among them: failure to define clearly what institutional change is; failure to specify the mechanisms responsible for institutional change; and failure to explain adequately how "ideas" other than self-interests affect institutional change. These signals introduce unrealistic best practices that do not fit developing country contexts and are not considered relevant by implementing agents. The result is a set of new forms that do not function. However, there are realistic solutions emerging from institutional reforms in some developing countries. Lessons from these experiences suggest that reform limits, although challenging to adopt, can be overcome by focusing change on problem solving through an incremental process that involves multiple agents.

Strong countermeasures are required to increase the capacity of low-income people to mitigate their risk exposure to the impacts of climate change. Central pillars in planning for sustainable development and poverty alleviation must include vulnerability assessments, appropriate adaptation measures, and resilience-smart investments. This means placing climate change adaptation and resilience at the center of overall development policy. Coping with Climate Change in the Sundarbans contributes to this effort by synthesizing multiyear, multidisciplinary climate change studies on the Sundarbans—the world’s largest remaining contiguous mangrove forest and wetland of international importance, as well as home to some of South Asia’s poorest and most vulnerable communities. The studies’ findings indicate that, in a changing climate, sea-level rise, storm-surge intensification, and water salinization will alter the Sundarbans ecosystem significantly. The ripple effect of these changes will have multifaceted adverse impacts on the nature-dependent livelihoods, health, and nutrition of nearby communities. Elevated health risks, reduced land and labor productivity, and increased exposure to storms, floods, droughts, and other extreme events will make escape from poverty more difficult. Families in the Sundarbans are on the front line of these changes. Their experience and adaptation signal future decisions by hundreds of millions of families worldwide who will face similar threats from progressive sea-level rise. This research lays the technical foundation for developing a better understanding of the changes the Sundarbans currently faces, including responses of the ecosystem and human communities. Based on field research, location-specific, resilience-smart adaptation measures are recommended for reducing climate change vulnerability. Beyond the Sundarbans, the studies’ methods and findings will be of interest to development practitioners, policy makers, and researchers focused on island nations and countries worldwide that feature high-density populations and economic activity in low-lying coastal regions vulnerable to sea-level rise.
