The models, heuristically and innovatively, provide understanding, interpretation and analysis of state formation. While the proto-state model explicates an indigenous historical process of state formation, the colonial model refers to an externally designed and imposed process of state formation. The national liberation model concern state formation conducted under liberation movement and ideology. The distinct significance of these models is that collectively they generate sufficient analysis of state formation. They are also unique in that they have never been employed as aggregate analytical and explicative instruments to address the predicament of state formation in the Horn of Africa.

The contributions highlight the challenges small states and the European Union faced in addressing the massive irregular flow of migrants and refugees into Europe and the Schengen Area. Small states adopted a number of coping strategies and proved relatively effective in navigating the storm they faced. Externally they pursued strategies of shelter-seeking, hiding, hedging and norm entrepreneurship, while domestically they tended to securitize migration and to pursue scapegoating by blaming the EU and other states for the nature and magnitude of the crisis. During this crisis management, their small administrations proved resilient and flexible in their responses, despite suffering from limited resources and being subject to the shifting preferences of stronger actors. This book shows that independent of whether we view the migration crisis as a crisis for the European Union or Europe as a whole, or how we interpret the intensity and severity of the crisis, this was a crisis for small states in Europe. The crisis disrupted the liberal and institutionalized order upon which small states in the region had increasingly based their policies and influence for more than 60 years.

As the states of the region are too poor and weak to deal with this on their own, international support is needed. the current international emphasis on the G5 Sahel should change from a focus on more 'boots on the ground' to support for the development agenda of this embryonic international organisation. The Sahel needs a functioning regional framework and the G5 Sahel has some potential; but the only way to harvest this potential is to help fine-tune it to address the underlying causes of conflict. Improving security conditions in the Sahel is absolutely essential; but neither the inhabitants of the region nor the external stakeholders will find security exclusively through military means. The correct priorities must be set. And at the heart of this there must be an improvement in living conditions and a new system of governance that makes it much less possible for jihadist insurgents to appropriate local land-rights conflicts.
