Book excerpt: In the book are reported the main results presented at the Third International Workshop on Data Analysis in Astronomy, held at the EUore Majorana Center for Scientific Culture, Erice, Sicily, Italy, on June 20-27,1988. The Workshop was the natural evolution of the two previous ones. The main goal of the first edition (Erice 1984) was to start a scientific interaction between Astronomers and Computer Scientists. Aim of the second (Erice 1986) was to look at the progress in data analysis methods and dedicated hardware technology. Data analysis problems become harder whenever the data are poor in statistics or the signal is weak and embedded in structured background. Experiments collecting data of such a nature require new and non-standard methodologies. Possibilistic approaches could be merged with the statistical ones, in order to formalize all the knowledge used by the scientists to reach conclusions. Moreover, the last decade has been characterized by very fast developments of Intelligent Systems for data analysis (knowledge based systems, ... ) that would be useful to support astronomers in complex decision making. For these reasons, the last edition of the workshop was intended to provide an overview on the state of the art in the data analysis methodologies and tools in the new frontieres of the astrophysics (y-astronomy, neutrino astronomy, gravitational waves, background radiation and extreme cosmic ray energy spectrum). The symposium also commemorated the 150th anniversary of the founding of Pulkovo Observatory. The scientific program was presented in ten half-day sessions. Most sessions were held at the Pulkovskaya Hotel, but one session which highlighted Pulkovo's current programs was held at Pulkovo Observatory. The sessions were organized into general categories pertaining to the legacy of Pulkovo for inertial systems; current programs at Pulkovo Observatory; concepts, definitions and models; and the realization and comparision of reference frames. More than 140 scientific papers were presented, either orally or in poster form. Extensive use was made of electronic mail and computer-readable communications, and more than two-thirds of the authors made use of the opportunity to submit papers for formatting by the editors. The meeting was truly a symposium in the Greek sense of the word-a free-flowing exchange of ideas and opinions. Astronomy was a core pursuit for observatories, but usually not the only one. It belonged to a larger group of “observatory sciences” that also included geodesy, meteorology, geomagnetism, and even parts of physics and statistics. These pursuits coexisted in the nineteenth-century observatory; this collection surveys them as a coherent whole. Broadening the focus beyond the solitary astronomer at his telescope, it illuminates the observatory’s importance to technological, military, political, and colonial undertakings, as well as in advancing and popularizing the mathematical, physical, and cosmological sciences. The contributors examine “observatory techniques” developed and used not only in connection with observatories but also by instrument makers in their workshops, navy officers on ships, civil engineers in the field, and many others. These techniques included the calibration and coordination of precision instruments for making observations and taking measurements; methods of data acquisition and tabulation; and the production of maps, drawings, and photographs, as well as numerical, textual, and visual representations of the heavens and the earth. They also encompassed the social management of personnel within observatories, the coordination of international scientific collaborations, and interactions with dignitaries and the public. The state observatory occupied a particularly privileged place in the life of the city.
