Book excerpt: Excerpt from Convergence Behavior in Disasters, a Problem in Social Control: A Special Report Prepared for the Committee on Disaster Studies Convergence behavior is widely recognized as a source of difficult problems in disaster. Some of its effects, such as traffic congestion, have received much attention. All too often, however, it is discussed in terms too general to be very helpful, as, for example, when the people who move toward the disaster site are lumped uncritically into the category of sight seers. By placing convergence in a broader context and making more refined and critical distinctions, the authors bring a fresh perspective to the problem. They distinguish and examine the major forms of convergence and the differ ent motivations which impel it, and they discuss the implications of these findings for developing methods and techniques of controlling convergence. Their findings and recommendations impinge upon the concerns of disaster organization planners; national, state, and local governmental officials; representatives of the press, radio, television, and other mass media of communication; transportation and traffic specialists; telephone, telegraph, and other technical communication specialists; police and law enforcement officials; and social and behavioral scientists of several disciplines. Both scholars and practitioners therefore agree that we must take a more proactive and holistic approach to emergency management, which should logically be derived from a sound understanding of the academic literature and the most pressing concerns facing professionals in the field today. Disciplines, Disasters and Emergency Management reviews what is known about catastrophic events from the standpoint of various academic areas of study. The introdu.

Available in PDF, EPUB and Kindle. Book excerpt: Facing the Unexpected presents the wealth of information derived from disasters around the world over the past 25 years. The authors explore how these findings can improve disaster programs, identify remaining research needs, and discuss disaster within the broader context of sustainable development. How do different people think about disaster? Are we more likely to panic or to respond with altruism? Why are 110 people killed in a Valujet crash considered disaster victims while the 50,000 killed annually in traffic accidents in the U.S. are not? At the crossroads of social, cultural, and economic factors, this book examines these and other compelling questions. The authors review the influences that shape the U.S. governmental system for disaster planning and response, the effectiveness of local emergency agencies, and the level of professionalism in the field. They also compare technological versus natural disaster and examine the impact of technology on disaster programs.

Available in PDF, EPUB and Kindle. Book excerpt: The first study of its kind to address the issue of ethnic diversity, Minority Citizens in Disasters focuses on the responses of two minorities--blacks and Mexican-Americans--relative to whites in three disaster events: a propane car derailment, a nitric acid spill, and a flood. Ronald Perry and Alvin Mushkatel find that response to initial warnings is influenced by the source of the information--mass media, public authorities, or family and friends--and by the immediacy of the danger, a group's familiarity with the type of threat, and the cause of the disaster. Though social contacts were most often the source of warning, public authorities were the most trusted and reliable. The mass media, usually considered an unreliable source, proved an effective means for reaching a majority of Mexican-Americans, who often tuned in to Spanish-language stations. Blacks, however, tended to dismiss the media as a vehicle controlled by whites and covering primarily white concerns, while whites often dismissed news stories as mere media productions. Perry and Mushkatel's record of the responses of blacks, Mexican-Americans, and whites not only reveals the differing social configurations of minority and majority groups but, more important, suggests concrete ways to modify and improve emergency management systems.

Available in PDF, EPUB and Kindle. Book excerpt: Based on a popular course for the FEMA Higher Education project, Preparedness and Response for Catastrophic Disasters provides important insight into plans to mitigate and respond to the devastation caused by large-scale catastrophic events. Hurricane Katrina provided clear evidence that these occurrences are both qualitatively and quantitatively different from other disasters. Recent tragedies, like the 2004 South Asia tsunami, the 2010 earthquake in Haiti, and the 2011 earthquake, tsunami, and resulting nuclear plant meltdown in Japan further illustrate that we are not prepared for such events. Written by top disaster scholars and practitioners, the book defines what constitutes a catastrophic event, outlining both the factors that can lead to catastrophes and the unique logistical, planning, and response challenges posed by them. Distinct from general disasters, these events are termed "catastrophic" due to the regional impact, impacts to logistics and infrastructure, the devastating effects on large-scale populations, and the ripple effects on regional and global economies. Preparedness and Response for Catastrophic Disasters examines why catastrophes must be approached differently. If governments, public administrators, and emergency management professionals are to succeed in protecting our populations, there must be consensus, decisiveness, and leadership in both the coordination and response. In addition, there must be a fundamental recognition that catastrophic events compromise the very infrastructure—public utilities, delivery of goods and service, schools, business functions, and government—that supports communities and upon which modern society is based. As such, the book explores how catastrophes can dramatically affect populations and addresses new, innovative, and fundamentally unique strategies communities can institute to better prepare populations for catastrophic events and their aftermath.
