A cette fin, l'exposé des motifs donne des exemples et propose des solutions pour remédier aux écarts qui subsistent entre le droit et la pratique en matière de justice appliquée aux enfants.Ces lignes directrices font partie intégrante de la Stratégie du Conseil de l'Europe sur les droits de l'enfant et de son programme « Construire une Europe pour et avec les enfants ». Des activités de promotion, de coopération et de suivi sont prévues en vue d'une mise en oeuvre effective des lignes directrices au profit de chaque enfant.
