Book excerpt: Los sistemas de riego por gravedad son los más usados en la agricultura de riego; sin embargo, debido a sus bajas eficiencias de aplicación y uso, requieren de un volumen de agua mayor al necesario para satisfacer la demanda hídrica de los cultivos. Adicionalmente, un problema asociado al que no se le ha dado la debida importancia es la erosión por el flujo concentrado en los surcos. Este fenómeno es responsable del abandono de superficies aptas para la agricultura, como consecuencia del arrastre de sedimentos y la reducción de la productividad del suelo. Ante esta problemática, en este trabajo se muestra la evaluación de la aplicación de yeso agrícola y poliacrilamida (PAM) como una alternativa viable y sostenible a los problemas planteados. Los resultados muestran que la aplicación de PAM reduce la erosión del suelo en un sistema de riego en surcos, y combinada con la aplicación de yeso incrementa el uso eficiente del agua y la producción de los cultivos.

Book excerpt: The protection of water resources from deterioration in quality by pollution discharges is probably the biggest challenge in sustainable water resources management in the recent decades. In practice, most countries have adopted pollution control strategies and measures which are based on ‘end-of-pipe’ solutions: wastewater treatment plants and adjustments to the regulations, including taxes for wastewater discharges (Conventional Strategy). Although this approach involves very high costs, on many occasions, this strategy has been a complete failure. The research described in this book contribute to the development of sustainable solutions for the previously outlined problem. It was based on the validation of the Three-Step Strategic Approach concept (3-SSA), which includes: 1) prevention or minimisation of waste production; 2) treatment aimed at recovery and reuse of waste components, and 3) disposal of remaining waste with stimulation of natural self-purification of the receiving water body. The study showed overall positive effects of the 3-SSA, in comparison of Conventional Strategy, on wastewater management in the Upper Basin (389 km) of the Cauca river, the second most important river in Colombia. The Cost Benefit Analysis clearly favoured the 3-SSA, generating a major impact on the river water quality at lower cost compared to the Conventional Strategy.

This book is inspired by this statement and explores whether it holds in a specific country, Spain, where climatic conditions – Spain is one of the most arid countries of the European Union - would fully justify saying that water problems are due to physical water scarcity. The metrification of water uses and their monetary value is a first important step in understanding how reallocation of water among users could help mitigating many of current water problems in Spain. However, water reallocation among users or from users to nature is far from simple. Initiatives portrayed as the solution to the water governance ‘jigsaw’ – e.g. water trade, improved water use efficiency, users collective action, public participation – are not free of difficulties and shortcomings. The book explores the growing need for maintaining Spain’s natural capital and the human component of water governance – people’s needs, wishes, (vested) interests, aspirations – that often determine the result of decisions and, sometimes, lead water management to a deadlock. This book takes a step forward in showing a more complex - and also closer to reality - picture of water governance in Spain.
