Book excerpt: Natural and human-induced changes in Earth's interior, land surface, biosphere, atmosphere, and oceans affect all aspects of life. Understanding these changes requires a range of observations acquired from land-, sea-, air-, and space-based platforms. To assist NASA, NOAA, and USGS in developing these tools, the NRC was asked to carry out a "decadal strategy" survey of Earth science and applications from space that would develop the key scientific questions on which to focus Earth and environmental observations in the period 2005-2015 and beyond, and present a prioritized list of space programs, missions, and supporting activities to address these questions. This report presents a vision for the Earth science program; an analysis of the existing Earth Observing System and recommendations to help restore its capabilities; an assessment of and recommendations for new observations and missions for the next decade; an examination of and recommendations for effective application of those observations; and an analysis of how best to sustain that observation and applications system.

Available in PDF, EPUB and Kindle. Book excerpt: As civil space policies and programs have evolved, the geopolitical environment has changed dramatically. Although the U.S. space program was originally driven in large part by competition with the Soviet Union, the nation now finds itself in a post-Cold War world in which many nations have established, or are aspiring to develop, independent space capabilities. Furthermore discoveries from developments in the first 50 years of the space age have led to an explosion of scientific and engineering knowledge and practical applications of space technology. The private sector has also been developing, fielding, and expanding the commercial use of space-based technology and systems. Recognizing the new national and international context for space activities, America's Future in Space is meant to advise the nation on key goals and critical issues in 21st century U.S. civil space policy.

Book excerpt: This book, Space Capstone Publication Spacepower: Doctrine for Space Forces, is capstone doctrine for the United States Space Force and represents our Service's first articulation of an independent theory of spacepower. This publication answers why spacepower is vital for our Nation, how military spacepower is employed, who military space forces are, and what military space forces value. In short, this capstone document is the foundation of our professional body of knowledge as we forge an independent military Service committed to space operations. Like all doctrine, the SCP remains subject to the policies and strategies that govern its employment. Military spacepower has deterrent and coercive capacities - it provides independent options for National and Joint leadership but achieves its greatest potential when integrated with other forms of military power. As we grow spacepower theory and doctrine, we must do so in a way that fosters greater integration with the Air Force, Army, Navy, Marine Corps, and Coast Guard. It is only by achieving true integration and interdependence that we can hope to unlock spacepower's full potential.

This book was released on 2012-07-30 with total page 106 pages. Available in PDF, EPUB and Kindle. Book excerpt: The past quarter century of space science has been extraordinarily productive. The United States has held the lead in space science during most of these years, exploring new worlds, discovering new phenomena in space, and providing new ways to observe and predict changes in the global environment. The national space science program has amply fulfilled the objective of the National Aeronautics and Space Act of 1958 to extend "human knowledge of the Earth and of phenomena in the atmosphere and in space." Moreover, it has contributed substantially to other objectives set forth in the act, including the development of space technology, the preservation of U.S. leadership in space, and the fostering of international cooperation. National investment in space science has produced a treasure of trained people and facilities that can continue to be productive far into the future. It is a perishable treasure, however, and is eroding rapidly with the present lack of scientific missions and the aging of academic facilities. For the past 30 years, scientific investigation has been neither the only objective of the space program of the United States, nor even the dominant one. The Apollo project and the development of the Space Transportation Systems, and more recently, of the Space Station were not primarily designed to respond to requirements set by the various disciplines of space science. Instead, establishing a human presence in space and accomplishment of large engineering projects for their own sake have driven a major part of our space program since the establishment of NASA in 1958. The steering group for this study recommends that the present ordering of priorities in the national space program be changed. The steering group proposes that, as the nation considers its future in space, the advance of science and its applications to human welfare be adopted and implemented as an objective no less central to the space program of the United States than any other, such as the capability of expanding man's presence in space.

Book excerpt: Space is again in the headlines. E-billionaires Jeff Bezos and Elon Musk are planning to colonize Mars. President Trump wants a "Space Force" to achieve "space dominance" with expensive high-tech weapons. The space and nuclear arms control regimes are threadbare and disintegrating. Would-be asteroid collision diverters, space solar energy collectors, asteroid miners, and space geo-engineers insistently promote their Earth-changing mega-projects. Given our many looming planetary catastrophes (from extreme climate change to runaway artificial superintelligence), looking beyond the earth for solutions might seem like a sound strategy for humanity. And indeed, bolstered by a global network of fervent space advocates-and seemingly rendered plausible, even inevitable, by oceans of science fiction and the wizardly of modern cinema-space beckons as a fully hopeful path for human survival and flourishing, a positive future in increasingly dark times. But despite even basic questions of feasibility, will these many space ventures really have desirable effects, as their advocates insist? In the first book to critically assess the major consequences of space activities from their origins in the 1940s to the present and beyond, Daniel Deudney argues in Dark Skies that the major result of the "Space Age" has been to increase the likelihood of global nuclear war, a fact conveniently obscured by the failure of recognize that nuclear-armed ballistic missiles are inherently space weapons. The most important practical finding of Space Age science, also rarely emphasized, is the discovery that we live on Oasis Earth, tiny and fragile, and teeming with astounding life, but surrounded by an utterly desolate and inhospitable wilderness stretching at least many trillions of miles in all directions. As he stresses, our focus must be on Earth and nowhere else. Looking to the future, Deudney provides compelling reasons why space colonization will produce new threats to human survival and not alleviate the existing ones. That is why, he argues, we should fully relinquish the quest. Mind-bending and profound, Dark Skies challenges virtually all received wisdom about the final frontier.

Book excerpt: We live on a dynamic Earth shaped by both natural processes and the impacts of humans on their environment. It is in our collective interest to observe and understand our planet, and to predict future behavior to the extent possible, in order to effectively manage resources, successfully respond to threats from natural and human-induced environmental change, and capitalize on the opportunities â€" social, economic, security, and more â€" that such knowledge can bring. By continuously monitoring and exploring Earth, developing a deep understanding of its evolving behavior, and characterizing the processes that shape and reshape the environment in which we live, we not only advance knowledge and basic discovery about our planet, but we further develop the foundation upon which benefits to society are built. Thriving on Our Changing Planet: A Decadal Strategy for Earth Observation from Space (National Academies Press, 2018) provides detailed guidance on how relevant federal agencies can ensure that the United States receives the maximum benefit from its investments in Earth observations from space, while operating within realistic cost constraints. This short booklet, designed to be accessible to the general public, provides a summary of the key ideas and recommendations from the full decadal survey report.

Available in PDF, EPUB and Kindle. Book excerpt: Spacecraft require electrical energy. This energy must be available in the outer reaches of the solar system where sunlight is very faint. It must be available through lunar nights that last for 14 days, through long periods of dark and cold at the higher latitudes on Mars, and in high-radiation fields such as those around Jupiter. Radioisotope power systems (RPSs) are the only available power source that can operate unconstrained in these environments for the long periods of time needed to accomplish many missions, and plutonium-238 (238Pu) is the only practical isotope for fueling them. Plutonium-238 does not occur in nature. The committee does not believe that there is any additional 238Pu (or any operational 238Pu production facilities) available anywhere in the world. The total amount of 238Pu available for NASA is fixed, and essentially all of it is already dedicated to support several pending missions-the Mars Science Laboratory, Discovery 12, the Outer Planets Flagship 1 (OPF 1), and (perhaps) a small number of additional missions with a very small demand for 238Pu. If the status quo persists, the United States will not be able to provide RPSs for any subsequent missions.

Book excerpt: This report represents the first phase of a study by a task group convened by the Space Studies Board to ascertain whether it should attempt to develop a methodology for recommending priorities among the various initiatives in space research (that is, scientific activities concerned with phenomena in space or utilizing observations from space). The report argues that such priority statements by the space research community are both necessary and desirable and would contribute to the formulation and implementation of public policy. The report advocates the establishment of priorities to enhance effective management of the nation's scientific research program in space. It argues that scientific objectives and purposes should determine how and under what circumstances scientific research should be done. The report does not take a position on the controversy between advocates of manned space exploration and those who favor the exclusive use of unmanned space vehicles. Nor does the report address questions about the value or appropriateness of Space Station Freedom or proposals to establish a permanent manned Moon base or to undertake a manned mission to Mars. These issues lie beyond the charge to the task group. Dutton, John A. and Abelson, Philip H. and Beckwith, Steven V. Book excerpt: The Space Studies Board (SSB) was established in 1958 to serve as the focus of the interests and responsibilities in space research for the National Academies. The SSB provides an independent, authoritative forum for information and advice on all aspects of space science and applications, and it serves as the focal point within the National Academies for activities on space research. It oversees advisory studies and program assessments, facilitates international research coordination, and promotes communications on space science and science policy between the research community, the federal government, and the interested public. The SSB also serves as the U.S. National Committee for the International Council for Science Committee on Space Research (COSPAR). The present volume reviews the organization, activities, and reports of the SSB for the year 2009.
