Overuse and contamination of water, overexploitation and overfishing, introduction of alien species, and alteration of natural flow regimes have led to a 'great thinning' and declines in abundance of freshwater animals, a 'great shrinking' in body size with reductions in large species, and a 'great mixing' whereby the spread of introduced species has tended to homogenize previously dissimilar communities in different parts of the world. Climate change and warming temperatures will alter global water availability, and exacerbate the other threat factors. What conservation action is needed to halt or reverse these trends, and preserve freshwater biodiversity in a rapidly changing world? The Environmental Protection Agency's decision in the summer of 2001 to delay implementing a new, more stringent standard for the maximum allowable level for arsenic in drinking water generated a great deal of criticism and controversy. Ultimately at issue were newer data on arsenic beyond those that had been examined in a 1999 National Research Council report. EPA asked the National Research Council for an evaluation of the new data available. The committee's analyses and conclusions are presented in Arsenic in Drinking Water: 2001 Update. New epidemiological studies are critically evaluated, as are new experimental data that provide information on how and at what level arsenic in drinking water can lead to cancer. The report's findings are consistent with those of the 1999 report that found high risks of cancer at the previous federal standard of 50 parts per billion. In fact, the new report concludes that men and women who consume water containing 3 parts per billion of arsenic daily have about a 1 in 1,000 increased risk of developing bladder or lung cancer during their lifetime.

Dans ce contexte, l'ISSeP (Institut Scientifique de Service Public, de Wallonie), en association avec le CNRSSP (Centre National de Recherche sur les Sites et les Sols Pollués, de Douai), s'est livré à des travaux sur la caractérisation des sites pollués avec le soutien du Fonds européen de développement régional dans le cadre du programme Interreg II Hainaut-Nord-Pas-de-Calais. Le colloque, qui s'est tenu les 18 et 19 mars 1999 à Colfontaine dans le Hainaut et dont le présent livre donne les actes, avait pour but la présentation des résultats de ces travaux, à laquelle s'est adjointe une table ronde sur les tendances de la législation européenne. Le colloque a été organisé dans le cadre d'une collaboration qui dure depuis des années entre l'ISSeP et la SIM (Société de l'Industrie Minérale). L'ouvrage donne un aperçu très complet de la méthodologie de reconnaissance des sols et sites pollués par des polluants de type HAP (hydrocarbures aromatiques polycycliques), en insistant sur la représentativité du prélèvement, de la maille d'échantillonnage, des méthodes d'analyse. La fiabilité de la caractérisation du site conditionne la suite des opérations : remise en état, contrôle continu. Parmi d'autres conclusions, la table ronde a mis en évidence la nécessité de prendre en compte le concept de risque dans les futures législations, l'aspect normatif ne servant que dans l'approche préliminaire. Cet ouvrage devrait intéresser tous ceux qui sont concernés par le traitement de sites ayant subi ce type de pollution : scientifiques, industriels du charbon, de la carbochimie, de l'industrie gazière, bureaux d'études, consultants, juristes...
