Cette nouvelle orientation de la notion de minerai permet donc d'inclure dans cette rubrique tous les déchets provenant des traitements subis par une matière, jadis ou actuellement, les buts recherchés dans cette première exploitation n'étant atteints que de façon partielle. Ainsi, des matières première ont été négligées par ce traitement, soit parce que les procédés utilisés étaient imparfaits, soit parce qu'un minéral n'était pas encore considéré comme utile et de valeur, soit enfin parce que la teneur était considérée comme trop faible. Pour tenter de voir quelles sortes de produits pouvaient être récupérées, une étude systématique de déchets miniers et de résidus industriels a été entreprise. Les perfectionnements techniques apportés aux méthodes de valorisation et les nouvelles mises au point de procédés de concentration ont été utilisés afin d'extraire d'une façon rentable un complément de produits marchands. C'est ainsi qu'ont été traitées des haldes plombo-zincifères, stanno-wolframifères, molybdo-cuprifères, manganasifères et des résidus industriels cuprifères.
