Book excerpt: La collaboration du Cegely avec des industriels lui a permis de développer un logiciel interactif, destiné à la modélisation des transformateurs de puissance de type cuirassé, en régime transitoire. Dans ce logiciel, le transformateur est modélisé par un schéma équivalent très détaillé de type rlc. Le calcul des paramètres du schéma équivalent, en utilisant les méthodes numériques, est couteuse en temps de calcul, et les méthodes analytiques sont souvent trop simplistes, et négligent les phénomènes essentiels. Il apparait donc la nécessité de développer des méthodes de calcul présentant un compromis entre précision et temps de calcul. Nous développons dans cette thèse des méthodes analytiques, pour la détermination des paramètres résistifs et inductifs du schéma équivalent du transformateur. Ces méthodes ont été validées, et donnent des résultats en bon accord avec ceux de la littérature et des mesures. Ils sont implantés dans le logiciel existant. Les paramètres capacitifs sont obtenus, en utilisant la mef en 2d. Les résultats de calcul permettent d'espérer une meilleure simulation des transformateurs de puissance, en régimes hautes fréquences, et en particulier la détermination des fréquences de résonance et des coefficients de surtension correspondants.

Book excerpt: Avec un encombrement minimal et rendement de 99% les transformateurs planars haute fréquence sont des solutions technologiques importantes pour les systèmes de conversion et de conditionnement de l'énergie électrique en électronique de puissance. L'objectif de l'étude consiste à rechercher un modèle du composant permettant à la fois de simuler son comportement dans un circuit d'électronique de puissance et d'optimiser ses performances lors de sa conception. Les modèles proposés prennent en compte les propriétés physiques et géométriques du composant. Les validations sont basées sur des confrontations avec les mesures. Une autre motivation forte de ce travail est que les modélisations numériques doivent prendre en compte simultanément les effets des courants induits et les capacités parasites, ce qui conduit, en haute fréquence, à des besoins prohibitifs en termes de capacité mémoire ou de temps de calcul. En se limitant aux transformateurs planar. La modélisation (dite LEEC) présentée ici s'appuie sur une discrétisation à échelle intermédiaire : spire par spire, c'est-à-dire couche par couche. Elle assemble deux approches analytiques déjà introduites par l'équipe : la première traite les aspects électrocinétiques (incluant les courants induits) et magnétiques et l'autre les aspects électrostatiques. Les circuits à constantes localisées basés sur la méthode LEEC montrent un très bon accord avec toutes les mesures jusqu'à 40 MHz. Des outils numériques sont aussi développés pour faciliter l'obtention de ces différents circuits en partant : soit de la description du composant, soit de mesures d'impédances. Pour compléter, la représentation des capacités d'un transformateur quelconque, développée en plusieurs étapes par l'équipe, est résumée et des précautions expérimentales originales appliquées à l'impédancemétrie sont exposées dans le détail. D'autres travaux visant à élargir le champ d'application de la méthode LEEC sont également présentés.

The Government originally announced proposals for modernising the London Underground network system via Public-Private Partnership (PPP) agreements in 1998. Three contracts were drawn up with: (i) Tube Lines for the maintenance and renewal of the Jubilee, Piccadilly and Northern Lines; (ii) with Metronet Rail BVC for the maintenance and renewal of the Bakerloo, Central, Victoria & Waterloo & City Lines; (iii) with Metronet Rail SSL, responsible for the maintenance and renewal of the "sub-surface lines": the Circle, District, Hammersmith & City, Metropolitan & East London Lines. These PPP Agreements, 30 years in duration, were arrangements to maintain, renew and upgrade parts of London Underground by private sector infrastructure companies (Infracos), whilst London Underground is responsible for services to customers. The PPP Agreements also set out a performance-related incentive and penalty scheme to remunerate the Infracos for the improvements they make to the network. In May 2007, Metronet admitted an overspend of £1 billion and was refused access to loan facilities by the banks. It then made a reference to the PPP Arbiter, which in turn triggered an Extraordinary Review (which occurs when extra costs are incurred above the level allowed for the bid). Metronet put in a bid for £551m but the PPP Arbiter provisionally concluded that a sum of £121m was appropriate. Metronet subsequently went into administration on 18 July 2007. The report sets out a number of conclusions and recommendations, including: contracts that were supposed to deliver 35 station upgrades, in fact delivered only 14, 40% of the requirement; stations that were supposed to cost Metronet SSL £2m, cost £7.5m, with only 65% of schedule track renewal accomplished; the Committee criticises the consequences of the imposition of PPP on Transport for London, as a "lamentable state of affairs", with the future of most of London Underground's upgrade and maintenance work in doubt; the Committee states, that the Government should remember the failure of Metronet before it considers entering similar arrangements; that the Government should publish a candid analysis of the events preceding Metronet's collapse and its consequences; the Committee believe that the PPP model was flawed and probably inferior to traditional public-sector management; that the Government needs to prioritise transparency and clarity to taxpayers and ensure that any future contracts result in clear accountability.
